In yet another WikiLeaks disclosure, a leaked cable suggested that the US tried to not just suppress information related to involvement of Pakistani agencies in the Mumbai terrorist attacks (also known as 26/11) but also defend the Pakistani Intelligence Agency Inter Services Intelligence (ISI), Times of India reported on December 3. The cable from US embassy in Pakistan to US Secretary of State Hillary Clinton in January 2009 said that premature dissemination of such information could escalate tension between India and Pakistan. It was also clear from another cable from the US embassy in Islamabad sent in the same month that the US tried to shield ISI chief Ahmed Shuja Pasha from any fallout of investigations into 26/11 by India as the findings clearly suggested that ISI played a role in the attacks. Yet another cable leak showed that Pakistani army also blocked President Asif Ali Zardari's proposal to send ISI chief Pasha to New Delhi after the Mumbai attacks.

The whistle blower website WikiLeaks, disclosed that Pakistan rejected a US suggestion to sign a non-aggression pact with India, arguing that its public would not support the idea unless Washington treated the two countries on an equal footing and New Delhi reduced its "footprint" in Afghanistan, Times of India reported on December 3.The US proposal was mooted by Senator John Kerry in exchanges with Pakistan's Prime Minister Yousuf Raza Gilani in February 2009, according to a cable sent to the state department by the American Ambassador to Pakistan Anne Patterson. Kerry also pressed Pakistan to present the Indian government with its plan to tackle terrorism, saying this would be a clear "confidence builder" that would make India more willing to move forward in talks about Kashmir and water disputes.

According to a recent secret diplomatic cable of the United States State Department released by WikiLeaks, Pakistan-based militant outfit Lashkar-e-Toiba (LeT) had made elaborate plans in June 2009 to assassinate Gujarat Chief Minister Narendra Modi, PTI reported on December 6. The cable, created on June 19, 2009, was sent from the office of the Secretary of State, Hillary Clinton, to the “Security Officer, Collective Priority,” and to the US embassies in Tripoli, Casablanca and Johannesburg. The cable identified a Pakistani LeT member, Shafiq, as the mastermind of the plot that was to be executed by a module led by an Indian operative, identified as Hussein. The hit job was to be carried out by one Sameer, an India-based LeT cadre. Providing some geographic information for the operations, the cable further said that Shafiq had been seeking out information on possible training sites for the operations in Tamil Nadu, Karnataka, and Kerala. According to yet another leaked cable which was sent on November 27, 2006 by former US Ambassador to Pakistan Ryan C Crocker, American officials pressurized the Pakistan Government to crack down on the LeT and its frontal organisation Jama'at-ud-Da'awa (JuD) but were unable to make much headway.

The Hindu reports that India and France on December 6 decided to enhance their operational cooperation to expeditiously process extradition requests, curb money-laundering for terrorism and enforce the international sanctions regime against terrorist organisations. “Our two Governments will coordinate their endeavours in international bodies, such as the Financial Action Task Force, in order to define common positions and promote concrete initiatives. France and India call on all countries to become part, as a matter of urgency, of all international counter-terrorism conventions,” said a joint statement, which was issued after a summit meeting between Prime Minister Manmohan Singh and the visiting French President, Nicolas Sarkozy. Both sides also reiterated the importance of adhering to the sanctions against the al-Qaeda and the Taliban, as established by the United Nations Security Council Resolution 1267 and subsequent resolutions, and the need to preserve the regime's credibility.

The Supreme Court on December 6 ordered the acquittal of three persons accused of orchestrating a bomb blast at the RSS office in Chennai (August 6, 1993), the capital city of Tamil Nadu, and directed their release forthwith, reports The Hindu. The three persons, identified as Kaza Nizamuddin, Hyder Ali and Abubucker Siddique, were acquitted on the grounds of lack of sufficient and independent evidence against them. Earlier, the three accused were awarded life imprisonment term by a TADA court in Chennai for allegedly masterminding the explosion which resulted in the death of 11 persons, injuries to 7 others and complete demolition of the office building.

A local court in Mumbai on December 7 remanded two suspected Lashkar-e-Toiba(LeT) operatives, arrested for allegedly plotting strikes on oil and military installations in Maharashtra, Rajasthan, Gujarat and a railway station in the metropolis to judicial custody till December 20, reports PTI. A powerful bomb blast in Varanasi in Uttar Pradesh on December 7 killed a two-year-old girl and injured 35 others, reports PTI. The explosion took place at around 7pm (IST) at the Shitla Ghat (steps on the sides of the river Ganges) when ‘Ganga Aarti'(an evening religious ritual on the river side) was under way. Among the injured were some foreigners. Anti-terror squad (ATS) in-charge, Additional Director General of Police (ADG), Brij Lal, said the explosives were kept inside a milk van that was placed under the main staircase of the ghat. The Indian Mujahideen (IM) reportedly claimed responsibility for the explosion in an email sent from close to Link Road in West Malad in Mumbai. The outfit said the attack was to "avenge" the demolition of the Babri Mosque in Ayodhya on December 6, 1992.

Comparing the November 26, 2008 Mumbai terrorists attacks (also known as 26/11) with the terrorist attacks in New York in US (September 11,2000, also known as 9/11) French President Nicolas Sarkozy on December 7 criticized Pakistan and asked the Pakistani authorities to show resolve in fighting terrorism emanating from its territory, according to Times of India. “It is unacceptable for the world that terror attacks originate or are masterminded in Pakistan and terrorists are trained there. Two cadres of the Manipur-based Kangleipak Communist Party (KCP), who abducted five Government officials for ransom, were arrested in Delhi on December 7, reports Sangai Express. The arrested militants were identified as Huidrom Nanao Singh alias Dinesh Singh and Mayengbam Santon Luwang. Both of them belonged to the Military Council faction of the KCP. Seven mobile phones, an ATM card, two PAN cards, identity cards and a driving license were recovered from their possession. Singh was allegedly involved in abduction of five officials of Public Health Engineering Department in Manipur. He along with Luwang and a member of Kuki Revolutionary Army kidnapped the five officials from Senapati District (Manipur) on November 27 and demanded a ransom of INR 20 million for their release, a Police official said. "After negotiation, a ransom of INR seven million was paid to them following which the officials were released on December 4," he said, adding that the duo had come to Delhi on November 30 for hiding.

A manhunt was under way in Mumbai on December 24 for four alleged cadres of the Lashkar-e-Toiba (LeT) outfit that attacked the city in 2008 (November 26), amid warnings of a strike on foreign targets over Christmas and New Year, reports Daily Times. Roads were closed in and around the Taj Mahal Palace hotel, the focus of the militant siege two years ago that killed 166 people, while armed Police were out in force at high-profile sites, including overseas consulates. Mumbai Police warned that four operatives of the LeT were preparing a "violent attack" during the festive season and called for residents to be vigilant. "The four recently sneaked into the city to carry out extremely dangerous activity," joint Police commissioner Himanshu Roy said, adding, "It is going to be a violent attack." Roy had no information about the nationalities of the four men but they were identified as Abdul Karim Musa, Noor Abdul Elahi, Walid Jinnah and Mehfooz Alam. "If they have issued an alert of this level it will be credible," homeland security specialist Ajai Sahni, the executive director of the Institute of Conflict Management in New Delhi, said, adding, "Alerts are issued fairly frequently. They might not have names attached to them as clearly. There seems to be more specific information than there usually is."

The National Investigation Agency (NIA) on December 30 filed a chargesheet against 18 cadres of the banned outfit Student Islamic Movement of India (SIMI), in a Kerala court for allegedly conspiring to advocate, incite and abet unlawful activities for secession of Kashmir from India, according to Times of India. The NIA filed the chargesheet in connection with a secret meeting held by the SIMI activists in Panayuikkulam near Kochi on August 15, 2006 where they allegedly planned to wage war against India through various means. During investigation, it was found that there were some persons in the room and some of them were making inflammatory speeches. Seventeen of these persons were arrested and later let out on bail. Books and pamphlets, which were pro-Pakistani, anti-Government, seditious and provocative in content with the aim of creating religious animosity, were seized. In the chargesheet, the NIA linked the SIMI to the Pakistan-based Islamist militant outfit Lashkar-e-Toiba (LeT).
