The Lashkar-e-Toiba (LeT), which so far had focused primarily on India, is having global aspirations and has spread its tentacles beyond Pakistan and Afghanistan, as manifested by the David Headley case, said Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, reports Times of India. "Generally, LeT was east, focused on India. They're now in the west. Actually, they're not just in the west, focused on Pakistan. There are LeT elements focused on Afghanistan. We've seen in our own country, recently — with Detroit, with Times Square, with Headley, with Zazi — we've seen an increasing level of distributed threats, if you will, and an ability to expand this federated approach which al-Qaeda has had. And al-Qaeda is at the centre of this and al-Qaida leadership resides in Pakistan," he added. Mullen said he has been raising this concern of his with Pakistan in every meeting he has with their leaders. "If I go back even a couple years, when I first started going to Pakistan on a regular basis, it's an area that I've raised with the military leadership there from day one," he noted.

Niranjan Hojai, ‘commander-in-chief’ of the Black Widow (BW), was arrested by the National Investigation Agency (NIA) from a place near Nepal capital Kathmandu on July 2 and brought to New Delhi on July 3, Assam Tribune. He was wanted in connection with the case relating to diversion of the funds of the North Cachar Hills Autonomous Council for procurement of weapons by the militant group. He will be brought to Guwahati within a day or two for production before the court. NIA will seek further custody of the arrested militant leader for detailed questioning regarding militant-politician nexus in North Cachar Hills District. Sources pointed out that Hojai was one of the main accused in the case relating to militant-politician nexus in North Cachar Hills. tThe BW has given a call for a day-long Dima Hasao District bandh (general shut down) on July 4 in protest against the arrest of Niranjan Hojai.

The Commonwealth Games face a threat from Pakistan-based terror group Lashkar-e-Toiba (LeT) and other militant outfits, which, according to a US think-tank, may be planning an attack during the event, reports Daily Excelsior. Vice-President of Tactical Intelligence, STRATFOR, Scott Stewart replied in affirmative when asked whether the sporting event scheduled in October faces any terror threat. "Yes. Two days after the February 13, 2010 blast in Pune, Ilyas Kashmiri (wanted al-Qaeda terrorist) threatened the Field Hockey World Cup, the Indian Premier League cricket competition and the Commonwealth Games," Stewart said in an interview. In support of his claims, the STRATFOR analyst quoted a warning of "continue attacks all across India until the Indian Army leaves Kashmir" posted by Kashmiri via the Asia Times Online on February 13, 2010. He, however, added, "Again, we would not expect to hear a threat from a group that was planning an attack, especially the closer we edge to the event they want to attack. They would be very quiet. Publicised threat statements made by militants are not a reliable way to judge the true threat to an event," said the STRATFOR analyst.

The arrested Pakistani American Lashkar-e-Toiba (LeT) operative David Coleman Headley has said that Ishrat Jahan, who was killed along with three alleged terrorists in 2004 in a Police encounter, was indeed a LeT fidayeen (suicide bomber), reports Times of India. Sources said Headley told interrogators from the National Investigation Agency that Ishrat, a resident of Mumbra in Thane (Maharashtra), was recruited by top LeT ‘commander’ Muzammil who was in-charge of LeT's operations in India till 2007. The LeT had owned up Ishrat immediately after the encounter, with its Lahore-based mouthpiece Ghazwa Times describing her as a LeT activist and taking umbrage at the action of Indian Police in removing her veil. In 2007, however, LeT, in its fresh incarnation as Jamaat-ud-Dawa (JuD), disowned her, by issuing an apology to Ishrat's family for calling her a LeT cadre. Ishrat and Javed were killed along with two Pakistani nationals -- Amjad Ali and Jishan Johar Abdul Ghani -- both alleged LeT terrorists, on June 15, 2004. According to the Police version, they were intercepted on the outskirts of Ahmedabad when they were about to enter the city in a blue Indica on a mission to eliminate Chief Minister Narendra Modi.

Lanka Page reports that a 55-year-old fisherman from Tamil Nadu was killed and three others injured when they were attacked allegedly by Sri Lankan Naval personnel off Kodiakarai coast Nagapattinam in Tamil Nadu on July 8. The attack took place around 10 PM (IST) in the night when eight fishermen in two boats were fishing in Indian waters. The fishermen were forced to strip and then attacked with iron rods. One fisherman Chellappan (53) died of serious injuries, while three others were injured.

A fast-track court in Thiruvananthapuram dismissed the anticipatory bail petition of People's Democratic Party (PDP) leader Abdul Nasser Madani, an accused in the 2008 Bangalore serial blasts case, reported Times of India. Madani was recently made one of the accused in the Bangalore serial blasts case after the Police filed a second chargesheet saying he had sheltered its masterminds and also visited Somawarpet to participate in the conspiracy. Madani was shown as absconding and the court, after accepting the chargesheet, issued a non-bailable warrant against him. Madani (45), who formed Islamic Seva Sangha (ISS) in Kerala, was earlier an accused in the Coimbatore (Tamil Nadu) blast case, which targeted former Deputy Prime Minister L K Advani. He was acquitted in that case in 2008. Madani is holed up with his supporters at Anwarasseri in Kollam District.

In a fresh terror input, intelligence agencies have alerted the State Anti-Terrorism Squad (ATS) and various security agencies about the possible penetration of 31 operatives of Bangladesh-based outfits — Harkat-ul-Jihad-al-Islami (HuJI) and Jamaat-e-Islami (JeI) — into India for carrying out terror strikes, reported Times of india. The one-page alert, marked "secret", contains specific information about 31 HuJI terrorists who are ready to infiltrate into India. "The members of HuJI are planning to come to India through the Bangladesh border. They will reach Kolkata in small groups. A person called Yusuf Saloni, a resident of Munshidanga (there is an area in Kolkata that is called Munshibazar), will receive them and make arrangements for their accommodation in different lodges," the alert reads. The security agencies are tracking Saloni who is suspected to be linked to several banned outfits. Mumbai Police has been asked to keep personnel on high alert but the prime targets of the group have been stated to be New Delhi and Kolkata. "However, the group may move to other cities as well," the alert states. "The American consulate is the prime target. The group will stay in Kolkata for 10 days and then move out for its operation. It has to execute its operation before August 15 and will return to Bangladesh," the alert further states. It also said some railway stations could be on its target list. Alerts have been issued by intelligence agencies in the last few months but none has contained such specific information. Mumbai Police last year had received around 140 such threat alerts but all of them were non-actionable. "Policemen are visiting lodges, hotels and rented flats to make inquiries. We cannot take any alert lightly. Mumbai has always been on priority list of the terror outfits," a Police officer said. Sources in the National Investigation Agency (NIA) team, which questioned David Coleman Headley in Chicago (United States) in June told Rediff.com that their interrogation focused on the involvement of Inter Services Intelligence (ISI) officers in the 26/11 attacks. The NIA sources said Headley revealed that three ISI officers -- Major Haroon, Major Sameer Ali and Major Iqbal -- were associated with the 26/11 terror plot. According to NIA sources, Headley told them that the ISI and Lashkar-e-Toiba (LeT) jointly planned the attacks. Headley's revelations match statements of al Qaeda operative Ilyas Kashmiri made recently to a Pakistani Website. Kashmiri planned the terror siege, originally called the Bombay Project. But the ISI involved the LeT as it felt the organisation was better equipped to strike in India. All those involved, barring LeT founder Hafiz Muhammad Saeed and the three ISI officers, worked on the operation on a need-to-know basis, Headley told the NIA team. He revealed that Saeed scrutinised each and every detail of the Bombay Project. LeT terrorists involved in the conspiracy sought Saeed's permission if they needed leave, Headley disclosed. He added that when his wife complained to Saeed that her husband never had any time for her, she was told that the Bombay Project would suffer if Headley was granted time off from his deadly mission.

The Counter Intelligence Cell also detained his brother, Sulaiman, and two others after raiding a single-room tenement they had taken on rent at Shabajiguda of Padmaraonagar. Among the detained was a homeopathy doctor, Mohammed Haneef, of Musheerabad, who sheltered Viqaruddin. Days after seeking issuance of Non Bailable Warrants (NBW) against David Coleman Headley and Tahawwur Hussain Rana, involved in 26/11 attacks, the National Investigation Agency (NIA) on July 15 withdrew its application realising its mistake that the agency should not have had requested the court for their NBW in the first place as both of them are already in judicial custody in United Sates (US) with which India has an extradition treaty. The NIA had last week approached the court seeking NBWs for Headley, Rana and six Pakistan-based Lashkar-e-Toiba (LeT) militants, including Zaki-ur-Rehman Lakhvi and Jama'at-ud-Da'awa (JuD) chief Hafiz Muhammad Saeed. The agency, however, told the court on July 15 that it is still pursuing the issuance of NBWs against six other LeT members who are in Pakistan with which India does not have an extradition treaty. Besides Headley and Rana, now in the custody of Federal Bureau of Investigation (FBI) in the US, the NIA had made Lakhvi, Saeed, Major Iqbal, Major Sameer Ali, Sajid Mir and Abdul Rehman accused in its First Information Report filed on November 11, 2009. Headley also identified through voice sample test two ISI officers who handled the 10 terrorists who carried out the attack. Giving these bits of information on the basis of interrogation of Headley carried out by an National Investigation Agency team recently, official sources in New Delhi said the ISI role in the attack was very clear from the revelations made by the LeT operative who is in the custody of Federal Bureau of Investigation. Arshad was arrested by a team of Ahmedabad city crime branch officials, in a joint operation with Bihar Police, from Chhapra District on July 17. "We brought Arshad to Ahmedabad on Sunday [July 18]. His name had surfaced during Saiyad's questioning. Saiyad was found in possession of a country-made revolver and 17 cartridges. Arshad had supplied the weapon to him. We are probing his Guajrat footprint and connection with other SIMI members at the moment," said a senior crime branch official. According to investigators, Arshad is former state president of SIMI and was in proximity with a number of senior leaders and operatives. "Terrorism cannot be compartmentalised. Today, one cannot distinguish between al-Qaeda and plethora of terrorist organisations which have imbibed the goals and techniques of al-Qaeda. "It is therefore, essential to ensure that support, sustenance and sanctuaries for terrorist organisations from outside Afghanistan are ended forthwith," he told the delegates, including his Pakistani counterpart Shah Mahmood Qureshi who was among the 30-odd Foreign Ministers present at the meet. While agreeing with the prosecution’s charges against the seven, Special Judge (NIA) S. P. Garg said no purpose would be served by issuing NBWs against Saeed and Lakhvi. For, a Mumbai trial court had issued NBWs against them and subsequently Interpol also issued Red Corner Notices. The NIA counsel had on July 20 said that Saeed and Lakhvi could be issued the “Special Notice” as the Security Council had imposed sanctions on them for their ties to the al-Qaeda and the Taliban. The five persons against whom NBWs have been issued are Karachi residents Sajid Mir alias Wasi and Abdur Rehman Hashim, Pakistani army officers Major Iqbal and Major Sameer Ali, and Pakistan-occupied Kashmir (PoK) resident Illyas Kashmiri. For the last six months, the ISI has been trying to create new sleeper cells in the State to replace those of the Students Islamic Movement of India (SIMI) that were neutralised by the Gujarat Police. Sources in the State intelligence said SIMI’s sleeper cells had provided key support to the terrorists who had carried out the bomb blasts in Ahmedabad in 2008. Though Simi is now banned, investigation into the activities of its suspected members has continued. While upholding the conviction and life sentence to Mohammad Ayub Dar for the murder, the SC said Dar's confession was clear about the training in use of firearms he and his accomplices received in Pakistan during his visit there in 1989. "Dar has given details of the whole outfit including the names of the leader and other companions and the confession also refers to the firearms brought by the group of terrorists from Pakistan and the training which was for bringing into effect the terrorist activity in the Kashmir valley," the SC said. "It has also come in the confession that Dar had visited Pakistan, Lahore and Muzaffarabad to meet other members of the group namely Hyder, Hanif Hyder, Nasir Khan and Yusuf Bangroo on fake passport. The said confession also gives details that the said passport was issued in Sikar, Rajasthan, with visa of Pakistan," the Bench noted. Pamma had fled to Europe from Punjab. The three other arrestees were identified as Gursharan Bir Singh, Piara Singh Gill and Amritbir Singh. Sources in Punjab Police said they were arrested in England on the basis of inputs provided by India where intelligence agencies tracked certain leads suggesting the BKI's move to broaden its base in Punjab using its sympathisers in the State. As the killing of Rulda Singh involved Sikh extremism, the case is being investigated by the Counter Terrorism Unit (CTU) of the West Midland Police in UK. Rulda Singh was shot near his residence in Patiala in July 2009 and Punjab Police had managed to arrest two accused Darshan Singh and Jagmohan Singh in September 2009. The interrogation of both the accused revealed the UK connection in the murder and that the assassination was planned by BKI's Pamma based in UK. The accused disclosed that acting at the behest of Jagtar Singh Tara and others of the BKI, Pamma planned the murder of Rulda. Tara had been arrested for his involvement in the assassination of former Punjab Chief Minster Beant Singh but he managed to escape after digging a 94-long tunnel inside Burail prison in Chandigarh in 2003.

Antony told the visiting Joint Chiefs of Staff Chairman Admiral Mike Mullen that the military aid was disproportionate to the intended task, sources in the Ministry said in New Delhi. Antony told Admiral Mullen that the U.S. should ensure that aid was used only for the purpose it was meant. In a 45-minute meeting at South Block, the visiting U.S. official is said to have apprised the Defence Minister of the American assessment of the security situation in Afghanistan and Pakistan. Characterising U.S.-Pakistan military cooperation as being reflective of the growing relations and friendship between the two countries, Admiral Mullen said Washington was broadening its military relations with Islamabad after the ties were cut off for almost a dozen years.

Nafees had reportedly helped a ISI agent set up base in Lucknow (Uttar Pradesh) and also helped the latter procure an Indian passport on the basis of forged documents. A team of special cell, led by Assistant Commissioner of Police L.N. Rao, arrested Nafees a resident of Lucknow and recovered incriminating documents that were used to acquire the Indian passport for the Pakistani national who was arrested in November 2009. Nafees had been on the run for the last eight months. A reward of INR 25,000 had also been declared for any information on him. On July 19, 2010, Inspector A.K. Singh received a tip-off that Nafees would come to Patiala House Court to meet a lawyer to consult him in one of his cases. A trap was laid and Nafees was arrested. "During interrogation, Nafees said that he was a school dropout, and initially started a building material business. During this period he came in contact with one Aman Waris and a few other travel agents operating from Lucknow and Gorakhpur in UP. With help from the travel agents Nafees cheated several persons by promising to arrange fake visas,'' said a Police officer Singh. According to Shibesh Singh, additional DCP (special cell), on November 12, 2009 ISI agent Abdul Jabbar, a resident of Mustafabad near Lahore in Pakistan, was arrested during emigration clearance of Air India Flight No IC 813. "Jabbar was carrying an Indian passport with the number F-3776115 issued in the name of one Saiyyad Aamir Ali of Lucknow. Jabbar was nabbed at the IGI Airport, Delhi, while he was trying to board a plane to Dammam (UAE),'' said Additional DCP Shibesh Singh.

The document on possible attack on the Indian embassy is part of a massive leak of 92,000 intelligence reports that suggested that the war in Afghanistan is going badly for the US and Pakistan's Inter-Services Intelligence (ISI) is fuelling the insurgency in the war-torn country. Advance copies of the leak were made available to three publications - The New York Times, British daily newspaper Guardian, and German weekly Der Spiegel, which made some excerpts available. The document dealing with the Indian embassy is titled 'Threat Report: Threat to Indian Embassy.' The date of information is June 30, 2008, while the date of report is July 1, 2008. The organisation involved is "Taliban Center" and the Report number is 75010708. "Taliban are planning to carry out an attack on the Indian embassy in Kabul. TB (Taliban) designated an engineer to take this action," the document reads. "He intends to use stolen ANA/ANP (Afghan National Army/ Afghan National Police) car, and wears stolen uniform. He speaks Dari with distinct Iranian accent. Allegedly, he is the owner of a company," it added. "INS (insurgents) are planning to divide into two groups: first will attack Indian embassy building, whilst the second group will engage security posts in front of MOI (ministry of interior), IOT (in order to) give possibility to escape attackers from the first group," the report said. However, other documents strongly indicate that Pakistan's ISI is supporting the insurgency in Afghanistan, as well as plotting with Taliban leaders to assassinate Afghan leaders. The New York Times pointed out that it has been difficult for the US to pin Pakistan's spy agency directly to an attack orchestrated by the Taliban. But the assault on the Indian embassy led the Central Investigation Agency's then deputy director Stephen R. Kappes to immediately go to Islamabad to confront the ISI with evidence that it had helped organise the attack. Another leaked document, dated August 2008, identifies a colonel in the ISI plotting with a Taliban official to assassinate Afghan President Hamid Karzai. However, there were no accompanying details and the report could not be verified. Meanwhile, US national security advisor James Jones, in a statement, condemned the leaks as "irresponsible" and said that WikiLeaks had not contacted the US Government before going public. The fears were conveyed by the Indian Army leadership to Admiral Mike Mullen, Chairman of the US Joint Chiefs of Staff, who was in New Delhi on July 24 and 25, The Sunday Times said in a dispatch from Islamabad. After his arrival in Pakistan, Mullen had on July 24 said that the LeT has expanded its operations to Afghanistan and the West and has become more active throughout the region. The paper said the LeT has joined forces with the Taliban in a new alliance to kill western soldiers in Afghanistan. In the past few weeks NATO commanders are convinced that LeT are behind a string of attacks and influx of fighters into eastern Afghanistan, the newspaper said. The issue was raised by Admiral Mullen after he arrived in Islamabad for meetings with Pakistan's Army chief General Ashfaq Kayani, the report said. Outlawed under US pressure in 2002, the outfit has continued to operate under different names. The LeT's camps have long been used by al Qaeda for training.

Abid Ali Moosa Saiyyad was arrested by SOG Police inspector H. M. Alsika on the basis of a tip-off. According to SOG officials, Abid had conspired with the protestors, who displayed Osama's posters during a ruckus with Police in May 2007. "Abid is in the business of making photo frames. The posters flashed by SIMI activists during protests in 2007 were prepared by Abid and he was involved in the conspiracy. I got information of Abid's involvement through a source," Alsika told Times of India. "Abid is a member of SIMI's sleeper cell. We demanded a remand of Abid to interrogate him, but it was rejected by the court. Till now, we have arrested 30 people in the case, including Abid," he added. The protestors had displayed Osama's posters in May 2007 to protest against the derogatory sketches that were found strewn in M.S. University campus. According to protestors, the sketches had hurt their religious sentiments, prompting their protest. Pragnya’s counsel Sushil Balwada, who has filed the petition challenging the denial of bail by the Bombay High Court, said he will seek adjournment of the matter for two weeks. In the wake of India's assertion that Inter-Services Intelligence (ISI) was involved in the 26/11 Mumbai attacks, the US administration has said that it was investigating the matter to find out whether Pakistan's ISI played a role in the 26/11 terror strikes, reports Indian Express. "We are very much engaged in this question," a senior Administration official told PTI, when asked about the statements made by Union Home Secretary G.K. Pillai and National Security Advisor Shivshankar Menon that ISI had played a role in planning and execution of the Mumbai terror attacks. The official, who requested anonymity, said that the matter was under investigation and he would not like to comment till the probe was over. The revelation about ISI role in 26/11 had not only come from the interrogation of Pakistani-American Lashkar-e-Toiba (LeT) operative David Headley, but also through India's own investigation which had been shared with the US officials. Pakistan, for its part, has strongly denied that ISI had any role.

India on July 27 reacted strongly to the secret documents leaked by Wikileaks that suggested that Pakistan's tribal areas were being used by its spy agency to stoke insurgency in Afghanistan, reports The Hindu. “The utilisation of territory under Pakistan's control to provide sanctuaries for recruiting and sustaining terrorist groups, and to direct terrorist activity against neighbours, must stop if our region is to attain its full potential for peaceful development,” a statement by the Ministry of External Affairs (MEA) said in New Delhi on July 27. “Sponsorship of terrorism, as an instrument of policy, is wholly condemnable and must cease forthwith,” it added. The MEA said it was basing its observations on media reports about classified information “supposedly from U.S. Government sources.” These reports were posted in the public domain on whistleblower website WikiLeaks and alleged support to terrorism by the Inter-Services Intelligence (ISI), Pakistan's military intelligence agency. Sources who had perused the documents “released” so far said they seemed to show that despite being an ally of the U.S. in the ‘war on terror,' the ISI held secret strategy sessions with the Taliban leadership and arranged manpower to mount attacks on foreign forces and eliminate Afghan leadership. The reports also indicate that Pakistan's frontier areas, especially the seven tribal agencies, were used as sanctuaries for the Taliban to recoup and recruit fighters for launching attacks in southern Afghanistan. The “documents” also suggest that an intelligence agency had an inkling of the attack on the Indian Embassy in Kabul which killed 58 people.

The Hindu reports that while the United States has refused to corroborate the suggestion — implied in some of the documents released by the whistleblower site, WikiLeaks — that Pakistan's Inter-Services Intelligence (ISI) colluded with the Taliban against Western forces in Afghanistan, a US State Department spokesman, however, said Pakistan had to do more to prove that it was implementing a “strategic shift against insurgent groups”. At a briefing, Assistant Secretary Philip Crowley said even before the release of military and intelligence documents on the war in Afghanistan, Secretary of State Hillary Clinton had said in Islamabad that Pakistan needed to “ensure that insurgent groups are not being supported by elements within Pakistan who continue to follow an old mindset that conflicts with Pakistan's own security interests”. Crowley added that such a shift would have particular salience for India and, “If Pakistan wants to convince India that it has made this kind of fundamental change, bringing to justice those who are responsible for the Mumbai attack would be a very, very constructive and important step.” He added further that there was little doubt India wanted to see Pakistan taking steps to bring to justice those people that threatened neighbouring States. “We continue to have conversations with Pakistan on bringing to justice those responsible for the Mumbai attack,” he said. Crowley said there were some indications that Pakistan had fundamentally changed its approach to insurgencies in the past year to two.

Speaking at his first public event in India, on the Infosys Technologies' campus in Bangalore (Karnataka) on July 28, David Cameron said that he discussed the matter with U.S. President Barack Obama last week. “Although we are for a stable and democratic Pakistan, we cannot tolerate the idea that Pakistan can look both ways and export terror to India, Afghanistan or anywhere else in the world.” Later, Cameron witnessed the signing of an agreement at Hindustan Aeronautics Limited’s facility in Bangalore for the supply 57 Hawk Advanced Jet Trainer aircraft to the Indian Air Force and the Navy. State Department spokesman P.J. Crowley also underscored the importance of effective steps by India, Afghanistan and Pakistan towards the goal of regional stability. “A stable Pakistan is not a threat to India. A stable India does not need to be a threat to Pakistan,” Crowley said. He said in giving military assistance to Pakistan, the United States had systems of accountability to be sure that it was being employed in accordance with the agreements and “so building up the capability of Pakistan to deal with the threat within its own borders should not be seen as a threat to India”. “We have worked hard across the region to try to move countries beyond a zero-sum mentality. Pakistan has an interest in what happens in Afghanistan. So does India. And likewise, going in the other direction, Afghanistan has an interest in what goes on in countries that will, that border it, whether it’s Pakistan and India on one side, or Iran on the other,” he said.

"We believe that Pakistan should be as serious in paying attention to terror on its western borders as on the eastern borders. I sincerely hope the world community would use its good offices to promote this," Singh said at a joint press conference with Cameron here. "It is not acceptable, as I have said, for there to be within Pakistan existence of terror groups that cause terrorism within Pakistan, outside Pakistan, in Afghanistan, India and elsewhere in the world," added Cameron. At the same time, Pakistan should be encouraged to take steps to see that terror was reduced. "We want to work with Pakistan to make it fight the LeT [Lashkar-e-Toiba] and Afghan or Pakistan Taliban. The Pakistan Government has taken steps and it needs to take further steps to reduce terrorism in Afghanistan, India and the streets of London. I think the right thing is to have discussion with Pakistan frankly, clearly and openly. Next week, I will have discussions with the President of Pakistan,'' he said. Making the same point, Manmohan Singh hoped that Pakistan Foreign Minister Shah Mehmood Qureshi would accept the invitation to visit India later this year so that "sooner or later" the dialogue was restored to the "proper sense of purpose."

"The Samjhauta blast case has been handed over to the NIA," special secretary (internal security) in the Union Ministry of Home Affairs U.K. Bansal told reporters on the sidelines of a function in New Delhi on July 29. The case will be the third one to be probed by NIA after Goa's Margao town and Gujarat's Modasa bomb blast cases in which Hindu extremist groups are suspected to be involved.

Two cadres belonging to MI Khan faction of the People’s United Liberation Front (PULF), who were arrested by a combined team of the Thoubal District Police, Delhi Police and the Army in New Delhi on June 15, were brought to capital Imphal in Manipur on July 30, according to Sangai Express. They were identified as self-styled fighting commander Mohammed Abbas alias Fazur Rahman alias Roshan alias Anil from Thoubal Moijing and Mohammed Rajauddin of Lilong Haoreibi. A police source disclosed that, among others, both are accused in the rape and murder of two girls, P.S. Snowy Anal alias Julie (27) and L.H. Easter Anal (30) of Chakpikarong, on March 21, 2008. Police records indicate involvement of the two cadres in over 10 criminal cases including the killing of a gram panchayat pradhan (chief of local self Government institution) in a Thoubal District area.
