The Pakistan Army under General Ashfaq Parvez Kayani is pursuing a three-pronged policy, including keeping India out of Afghan affairs, to control Kabul, a former top Canadian envoy to Kabul and also the Deputy Special Representative of the UN Secretary-General for Afghanistan from 2005 until 2009, Chris Alexander, said, reports Times of India. In a write up titled ‘The Huge Scale of Pakistan’s Complicity’, a week after WikiLeaks released secret US war documents implicating Pakistan’s double role in Afghanistan, Alexander said, "The Pakistan army under Gen Kayani is sponsoring a large-scale, covert guerrilla war through Afghan proxies…Their mission in Afghanistan is to keep Pashtun nationalism down, India out and Mr (Hamid) Karzai weak." According to Alexander, Kayani told the Afghan President Hamid) Karzai this spring that the condition for peace in Afghanistan would be the closing of several Indian consulates, while offering to broker deals with Islamic Emirate leaders, whom he considers a "strategic asset," the Globe and Mail newspaper reported. Kayani, Pakistan’s Army Chief, also told a Washington audience that he remained wedded to "strategic depth" — that is, to making Afghanistan the kind of proprietary hinterland for Pakistan, free of Indian or other outside influence, which it was from 1992 to 2001.

The verdict of the trial court awarding the death sentence to Mohammad Ajmal Amir Kasab, the lone surviving Lashkar-e-Toiba (LeT) militant of the November 26, 2008 Mumbai terror attacks (also known as 26/11), came up on August 2 for confirmation before the Bombay High Court, which adjourned the matter, reports The Hindu. The High Court directed the Maharashtra Government and the defence to file their respective appeals on the sentence of the special sessions court in the 26/11 case by August 12.

Government on August 3 said that while there was no specific threat for the Commonwealth Games, there is a "general threat'' from militant outfits who want to strike at high profile events. Responding to a Lok Sabha (Lower House of Parliament) question, minister of state for home M. Ramachandran said the Delhi Police in consultation with the Union home ministry and other security agencies had "formulated elaborate security measures for the safe and secure conduct of the Games''. The ministry also said that an international security liaison group had been set up. The group included representatives from various security agencies for effective liaison with their counterparts from participating countries before and during the Games.

The Karnataka High Court, on August 3 , denied anticipatory bail to Abdul Nasir Madani, chairman of the People's Democratic Party (PDP) in connection with the July 25, 2008 Bangalore serial bomb blasts case, in which one woman was killed and 20 people were injured, according to The Hindu. The Karnataka government opposed the petition, saying that Mr. Madani was involved in a criminal conspiracy and prima facie there was a case against him. The PDP leader was one of the 32 people charge-sheeted in the case and the city police had established his role in the case. Justice N. Ananda accepted the arguments of the State and rejected the petition. Madani is yet to appear in court, which has issued a non-bailable warrant against him.

The Maharashtra Anti-Terrorism Squad (ATS) arrested 28 Bangladeshi immigrants, working as labourers in Nagpur, on August 3 for illegally staying in the city, reports The Hindu. They were remanded to custody till August 5. “Due to terror threat, we keep a close watch on immigrants from Bangladesh. They come here to work as cheap labour, but some have ulterior motives as well,” inspector Purushottam Chaudhary told The Hindu. The arrestees have been charged under the Foreigners' Act for entering the country without valid documents.

A one-member Tribunal, headed by Delhi High Court Judge Sanjiv Khanna, on August 4 confirmed the extension of the ban on the Students' Islamic Movement of India (SIMI) for two more years, according to The Hindu. The Union Home Ministry had extended the ban on the outfit for the same period in February. SIMI has been banned since 2001.With the confirmation of the extension of the ban, the outfit will remain banned till February 7, 2012.

A combined force of the Thoubal District Police, Army and the Special Cell of the Delhi Police arrested four cadres belonging to Military Defense Force faction of the Kanglei Yawol Kanna Lup (KYKL) from Shivaji Enclave in West Delhi on August 11. They were identified as Longjam Momocha Singh alias Deepak alias Langonba (24), self styled project officer Sagolsem Somananda Singh alias Mahesh (28), Maibam Radheshyam Singh alias Foreign alias Boris alias Dekora (26), and Sapam Shyamananda Singh alias Piktru (28). The combined team also recovered two laptops, mobile phones, 20 demand letters of the faction and ATM cards from their possession.

According to a diplomatic note published on August 11, New Zealand officials in India anticipate a terrorist attack on a "soft target" ahead of the Commonwealth Games in New Delhi. The possibility of a terrorist attack was detailed in diplomatic cables released to the Dominion Post newspaper relating to visits to New Delhi by New Zealand High Commission staff. After one mission, between February 28 and March 13, officials said that the pre-Games environment could be overshadowed by some form of 'soft target' attack such as the recent attack on the German bakery in Pune, which would be unsettling and capture media attention.

Two cadres belonging to Military Defense Force faction of the Kanglei Yawol Kanna Lup (KYKL) were arrested by a combined force of the Thoubal District Police and Army from Tanjeng and its surrounding areas on August 11, reports Imphal Free Press. They were identified as Laishram Kingson Meitei alias Bomcha (19) and Sorokhaibam Prem Singh (20). While one 9-mm pistol made in USA, one 9-mm magazine and two live rounds of 9-mm pistol were recovered from Laishram Kingson, one hand grenade was found from the possession of Prem Singh. They were arrested following the reported arrest of four cadres of the same faction from Delhi.

Speaking in the Rajya Sabha (upper house of the Indian Parliament) the External Affairs Minister said, "If there is goodwill from Pakistan and if there is an assurance that their soil is not going to be directed by terrorist instrumentalities to attack India or to foment anti-India feelings, then India would certainly be willing for a sustained dialogue with Pakistan," Referring to the role of the Jama’at-ud-Da’awa (JuD) ‘chief’ Hafiz Saeed in the Mumbai attack, Mr. Krishna said, "We consider that he was the mastermind of the Mumbai attack. But unfortunately, Pakistan becomes subjective whenever we take the name of Hafiz Saeed and others into these discussions. Ishrat, a girl from Mumbra, Javed Shaikh alias Pranesh Pillai from Pune, Amjad Ali Rana and Zeeshan Johar from Pakistan were killed in an encounter on the outskirts of Ahmedabad on June 15, 2004. The City Crime Branch that carried out the operation claimed that all four were members of a suicide squad of the Lashkar-e-Toiba (LeT) out to kill Chief Minister Narendra Modi. Haji Iqbal Ahmad and Mohammad Asif were in jail for eight years in Maharashtra for aiding a bank robbery in Mumbai to generate funds for the hijacking of IC-814. “Whatever we did, we have been punished for it. I am happy that I have been finally released and can go home,” said Iqbal Ahmad, adding that his years in Indian jails were “memorable”. He said his jail term had ended long ago but he could not go home because Pakistani authorities had not completed verification formalities. They were escorted to the border by Maharashtra Police Constables.
