It said it would rush additional paramilitary forces, following a request of the state government to assist the police in tackling the situation, reports The Telegraph. Minister of State for Home Affairs Kiren Rijiu stated that "The situation in Manipur is very tense. Curfew has been imposed all around the troubled areas. If necessary, we will take more steps," Union Home Minister Rajnath Singh called up Chief Minister Okram Ibobi Singh, who briefed him about the situation in the state.

People in the Hill Districts have been agitating since August 31, the day a special session of the Assembly passed Protection of Manipur People Bill, Manipur Shops and Establishments (Second Amendment) Bill and Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill. In related news, the Deputy Chief Minister stated that none of the three Bills passed in accordance to the aspiration of the Joint Committee on Inner Liner Permit System (JCILPS), civil society organisations and the people of Manipur impinge upon the land and interests of tribals, reports The Sangai Express. Deputy Chief Minister categorically stated that the Government would not have any reservation to modify the Bills if anyone can point out the area which has the potential to infringe upon the land and rights of tribal people.

While the Assam Rifles (AR) allegedly crossed the border without permission on September 5, sources in the security forces said Myanmar was refusing to cooperate with Indian forces and was even encouraging the Northeast insurgents on its territory. Indian agencies say the militants have set up camps in Myanmar within a few kilometres of the border with Manipur. These camps are hamlets where many of the insurgents allegedly live with their families, reports The Telegraph. A source stated that "Indian militants have a camp in Mintha, 3km into Myanmar from the border, and another to its south in Hlezeik, There are camps also at Myothit and Thanan along the river Yu, all of them close to the border and under the very nose of the Myanmarese army." About 11km into Myanmar from Manipur border, United National Liberation Front (UNLF) is believed to have set up base in a hamlet called Heonkabin. According to latest Union Ministry of Home Affairs (UMHA) figures, kidnappings, a staple insurgent activity in the North-East, has seen a significant decline this year, with the worst-affected state of Assam showing a nearly 70 per cent drop in kidnapping incidents even as the recently banned Khaplang faction of National Socialist Council of Nagaland (NSCN-K) outfit resorted to maximum abductions for any outfit in 2015, reports The Economic Times on September 22. The figures show that 182 kidnappings have been reported this year from the seven northeastern states compared to 250 in the same period last year and 369 in all in 2014. Assam has seen the biggest drop - from 125 in 2013 and 94 in 2014 to only 24 so far this year, kidnappings in Meghalaya are down from 110 last year to 45 so far this year and the same is down to 24 in Arunachal Pradesh from 49 last year. The maximum kidnappings by any outfit in the North-East this year, 34, have been done by the just-banned NSCN-K outfit in Nagaland and Arunachal Pradesh, followed by 24 by Khole-Khitovi faction of NSCN (NSCN-KK) in both these states and 15 by the Isak-Muivah faction of NSCN (NSCN-IM) - with which a framework agreement was signed recently. In fact, Nagaland has now overtaken Assam as the state worst affected by kidnappings, reporting 55 cases already compared to 65 in all in 2014. The Naga outfits in Manipur along with NSCN-K have meanwhile emerged as the most violent North-East outfits this year, resorting to 65 incidents of terrorism and inflicting 27 casualties on Security Forces (SFs) this year through ambush attacks in Manipur and Nagaland on convoys of Army and Assam Rifles (AR) - the total casualties of SFs this year have hence jumped almost 300 per cent to 40 from only 12 in 2014. Civilian casualties are however down to a record low at only 32 casualties this year compared to 114 in the same period last year. Tripura, where the State Government lifted Armed Forces [Special Powers] Acts (AFSPA) earlier this year, continues to be the most peaceful state in the North-East, reporting only one violent incident, a single civilian death and two killings of SFs. Manipur, the worst-affected state by insurgency in North-East, has seen an improvement, with violent incidents down by nearly 25 per cent.

During the counter insurgency operation, from August 1 to September 15 last, three cadre of People’s Liberation Army (PLA) were killed, the AR release said.Seven cadres of United National Liberation Front (UNLF), seven cadres of Khaplang faction of National Socialist Council of Nagaland (NSCN-K), five cadres of Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro), six cadres of PREPAK, four cadres of PLA, eight cadres of Kanglei Yawol Kanna Lup (KYKL), one cadre of Zeliangrong United Front (ZUF), one cadre of Kangleipak Communist Party (KCP), one cadre of Vice-Chairman faction of PREPAK (PREPAK-VC) and three 'overground' cadres of UNLF, PREPAK and KYKL each were arrested, the release added.The release further said arms and ammunition including one AK-47 rifle, two 7.62 mm A-1 Rifle, one 9 mm carbine machine gun, four 9 mm pistol, one lathod gun with three lathod shells, one country made 12 bore single barrel rifle, 8 improvised explosive device (IED), two Chinese hand grenades and other assorted ammunition were recovered.Also, the Special Secretary of Union Ministry of Home Affairs (UMHA)’s Internal Security Division, Ashok Prasad arrived in the capital Imphal on September 21 on a two-day visit to review the current law and order situation in Manipur, reports The Morung Express. Meanwhile, the United People’s Front (UPF) and the Kuki National Organisation (KNO) have jointly decided to demand a separate State of all hills in Manipur instead of continuing with the present demand for ‘separate administration of the hills, according to Zomi Revolutionary Organization (ZRO) president and general secretary of UPF Thanglianpao Guite, reports Kanglaonline. In a major development to the present movement, the UPF and the KNO following a marathon meeting of their top officials on September 26, decided to come together and demand for a separate State to be carved out of the hills of Manipur instead of demanding for separate administration for the hills. According to the two organisations, the demand will be much stronger than the present demand and they will soon talk with the Centre in this regard. Guite said the groups under the Suspension of Operation (SoO) with both the State and Central governments have decided that only separation from Manipur will serve them and they will demand for a State under the Indian Constitution.

In first operation, troops of the 2 AR of 9 Sector AR under the aegis of headquarters of IGAR-S along with Thoubal Police commandos launched a joint operation in Charangpat area in Thoubal District and arrested one PLA cadre, on September 27, informed a statement issued by the Public Relations Officer (PRO) of IGAR-S. The arrestee was identified as No 1808, SS Sgt Kangabam Ibomcha alias Rajesh Meitei (33) of Jiribam Dibong Khunou. He revealed that he had undergone training near Churachandpur and presently he is working under Deputy Bureau Secretary in-Charge SS Lt Col Jibon of PLA and was instructed by him to organise recruitment of youth for PLA and improving Public Relationship for the outfit PLA with the local Meira Paibis (Mother's Association) and frontal organisations. The ongoing agitation in the south District of Churachandpur against three bills passed by the Manipur Assembly has brought together two umbrella Kuki militant organisations having tripartite suspension of operation (SoO) agreements with the state government and the Centre, reports The Telegraph on September 30. Intelligence sources said the Kuki National Organisation (KNO) and United People’s Front (UPF), the umbrella organisations, are now working on a "Kuki state" within the framework of the Constitution. The Assam Rifles initiated the peace process with Kuki militant groups since 2005 and gradually more groups came forward and signed tripartite SoO agreements. Cadres of more than 20 armed Kuki groups are now staying at various designated camps across the state. Though the groups have been demanding start of a political dialogue, the Centre is yet to appoint an interlocutor to initiate the talks
