A day after protesters burnt the houses of their representatives to protest the passing of three Bills in the State Assembly that are seen as ‘anti-tribal’ and infringement on the traditional tribal land ownership rights, more violence seized Churachandpur District as the death toll reaches 7, reports The Sangai Express. The Telegraph further adds that three protesters died in Police firing on September 1 and four were during the arson incidents on August 31. On September 1, protesters defied the curfew and attacked the police, forcing the latter to fire in the air. An irate mob set Churachandpur police station on fire this afternoon. The police fired in retaliation, resulting in the death of three protesters and injuries to two. The fatalities have been identified as Khai- zamang, Khamthianmuan and Zamminthang Valte.

Churachandpur Deputy Commissioner Lunminthang Haokip said that on August 31, two persons died of bullet injuries, one was charred to death as the houses were set on fire and the fourth died in a road accident caused by road blocks. He, however, could not say who fired the shots. Minlan Gangte, information secretary of the Kuki Students Organisation, Churachandpur stated that "The amendment of the bill disturbs the rights of the tribal people. People are angry because our representatives did not speak for us when it was passed in the Assembly," He said the land law has not been extended to the hills till now and if it is extended to the hills it will disturb the tribal people's rights.

A member of Kuki Student Organisation (KSO) stated that “Our land is protected by the 6th schedule. We believe that the Manipur government has slyly introduced the Land Reforms Bill under the garb of ILP. In any case the tribals have not been supporting the Inner Line Permit (ILP) movement – it is primarily a Meitei demand. We feel that by introducing the land Bill the Manipur government and the Meiteis will try and grab our land. The land in tribal hill areas is governed by customary laws and is held by the Chieftain on behalf of the villagers. With this Bill the land will fall under the deputy commissioners and the Manipur government, and they will try and take our land from us”. According to the report for the first time in years, traditional rivals Nagas and Kukis have come together to agitate against the bill in the face of “a common enemy’’. KSO member also added that “One of the clauses in the bills passed yesterday is to set 1951 as the base year to identify non-indigenous people, who are regarded as outsiders. “But tribal society has not kept records of settlers. Besides the first elections were held in 1971. How are we to establish who is a late settler and who is not. This is just a ploy to get rid of us and reduce our numbers. State government has meanwhile hastily declared that the MLR & LR amendment Bill will not harm the interest of those residing in the hills. State education minister M Okendro in a statement said the amendment of the MLR & LR Act is to only lengthen the process for land buying by non-Manipuri people/ non-permanent residents and that in order to buy land non-Manipuris must now submit an application to the respective deputy commissioners. He further said that the law will extend only to the four valley districts and not the tribal Hill Districts of Manipur.
