E-pao on April 1 reports that ten people were killed in incidents of bomb blast and encounter in Manipur in March 2015 and 39 militants of various militant groups were arrested in the same month. Twenty-four civilians were also injured in the blast incidents. Eight militants were arrested from Peoples Revolutionary Party of Kangleipak (PREPAK), six from KYKL, five from United National Liberation Front (UNLF), three from progressive faction of PREPAK (PREPAK-pro), five from PLA, two each from United Revolutionary Front (URF) and Zeliangrong United Front (ZUF) and one each from Khaplang faction of National Socialist Council of Nagaland (NSCN-K), Kuki National Army (KNA), KCP-Noyon, KCP- Taibang Nganba and KNF- Nehlung. Five guns, 38 ammos, one lethod gun, one IED were recovered from the arrested militants. Among the 10 people killed in the five different blast incidents, three were civilians, three militants, three SFs and one gang member. Twenty-four civilians, three militants and five SFs were also injured in the five different explosions.

Manipur Government has taken up necessary steps to open a Counter Insurgency and Anti Terrorist (CIAT) School at Jiribam sub-divisional headquarters bordering Assam’s Cachar District, reports Eastern Mirror on April 2. Chief Minister O Ibobi Singh chaired a cabinet meeting and decided to recruit 15 instructors cum trainers on contract basis for the CIAT. So far 15 candidates out of 19 have been shortlisted for the instructors’ posts.

National Investigation Agency (NIA) interrogation of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) has revealed that Chinese made weapons come to Manipur through the China-Myanmar-India border, reports The Sangai Express on April 2. According to the interrogation report arms consignments are smuggled from the China border to South Myanmar by the Kachin rebels who hand over the weapons to Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Myanmar. NSCN-IM then passes on the weapons to NDFB-IKS in Manipur which are taken to Assam’s Bodoland area, where NDFB operates. Forty six NDFB-IKS militants have been arrested so far by the NIA after December 2014 massacre of tribals.

Kanglaonline reports on April 3 that Nehlun faction of Kuki National Front (KNF-N) in a press statement said that award of capital punishment to Thanglallian Vaiphei is appropriate and justifiable as per the constitutional guidelines adhere to all its cadres irrespective of rank and files within the organization. The statement further said that Thanglallian Vaiphei was an active member of the organization and until he left the organization of his own without the knowledge of the ‘high Command’. Thanglallian Vaiphei was killed by KNF-N on March 31, in connection with the abduction of three ABCI workers on January 23 from Saramkon in Ukhrul.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

Assam, Manipur and Meghalaya continue to account for the bulk of insurgency-related incidents in the Northeast although the incidents have steadily increased in Meghalaya in the last eight years compared to the other militancy-inflicted states, reports The Telegraph on April 12. Union Ministry of Home Affairs (UMHA) report stated, "The security situation in some of the north-eastern states, which has remained complex for quite some time because of diverse demands advocated by various militant outfits, has been gradually improving in terms of reduction in violent incidents/civilians killed/security forces killed etc. in 2013 and 2014. However, in Assam casualties have gone up because of terrorist attacks by IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) in December 2014." While comparing the situation in the Northeast during the past eight years, the report pointed out that violent incidents have come down from 1,489 in 2007 to 824 in 2014 and the number of civilians killed has decreased from 498 to 212. In 2014, 212 civilians and 20 security personnel were killed in the 824 militant-related activities in the Northeast. In 2013, 107 civilians and 18 security forces were killed in 732 incidents. A comparative analysis of the violent incidents reveals that in 2007, Assam had recorded a figure of 474 while in 2014, the figure had dropped to 246. In 2007, Manipur had recorded a figure of 584 while the same in 2014 was 278. Nagaland has also shown a marked improvement with 77 incidents in 2014 compared to 272 incidents in 2007. While the figures in Assam, Manipur and Nagaland have significantly dropped, the narrative for Meghalaya was different. From 28 incidents in 2007, Meghalaya recorded 179 extremist-related incidents in 2014. The report also stated, “The militant outfits of the neighbouring states have encouraged, trained and nurtured the Garo militant groups like the A'chik National Volunteers' Council (ANVC) and Garo National Liberation Army (GNLA), Independent faction of united Liberation Front of Asom (ULFA-I), NDFB-IKS, United Achik Liberation Army (UALA) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN -IM) also have their 'command structure' in Garo hills." However, the ANVC was disbanded in December 2014 in Tura, West Garo hills, along with its breakaway faction, the ANVC-B, after a memorandum of settlement (MoS) was signed with the outfits in September 2014.

One .45 pistol loaded with six live rounds, 16 PEK sticks, two Walkie Talkie sets, three live ammunition of .32 pistol, five camouflage caps three banners of the outfit, three flags of the outfit, 12 pamphlets and seven mobile phones were recovered from them. All the arrested militants were presently working under the command of ‘general secretary’ Kangleipal alias Rocky. On April 29, a militant, each of, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) and Zeliangrong United Front (ZUF) were killed in an internecine clash between two groups at a spot between Oktal and Khundong Lamkhai in Tamenglong District, reports E-pao. According to NSCN-IM, the killed NSCN-IM militant has been identified as 'corporal' Illumei Jack and the killed ZUF militant as DP Akhomlung. It is also said that 800 rounds of AK-47 rifle, one lethod gun and one hand grenade belonging to ZUF were recovered from the site of the clash. Nagaland Post further adds that four militants were injured too. Both groups have been engaged in series of clash since 2011 in the region.
