In spite of prolonged and sustained protests from civil bodies, the Manipur Government extended the controversial Armed Forces [Special Powers] Act (AFSPA), 1958, in the State by another year, reports The Times of India. Seven assembly constituencies in Imphal have been kept outside the purview of the act. A cabinet meeting chaired by Chief Minister Okram Ibobi Singh resolved to extend the 'disturbed area' tag under Section 3 of AFSPA in Manipur from December 1. The AFSPA is enforced in disturbed areas. Government spokesperson M Okendro Singh said the decision to extend the disturbed area status in the state for another year was taken after collecting data from Police and central forces. The chief minister has the power to review the status every six months, Okendro added.

Manipur Police averted a major tragedy as they detected a five kilograms Improvised Explosive Device (IED) in Sagolmang area in Imphal East District on December 4, reports The Assam Tribune. Official sources said the powerful bomb, which contained fragmentation-generating objects like nails, ball-bearing and two kilograms RDX, was found by Police at Irol Yotpi Pukhao Laipham in the District. Police believed the IED, planted by suspected militants to target Security Forces (SFs) in the area, was a remote control one which was retrieved by a Police bomb disposal squad and later defused.

Militants of United National Liberation Front (UNLF) triggered two powerful Improvised Explosive Devices (IEDs) at a motor showroom in Imphal on December 5, reports Nagaland Post. The bomb exploded at MGT Tata Motor showroom at Sangaiporou under Singjamei Police Station of Imphal West District, operated by one Kulwan Singh, a resident of Punjab presently residing in Imphal’s MG Avenue. While owning the blasts, UNLF, in a statement, alleged that challenge and cheating by its proprietor Kulwan Singh and his son Dipu to the outfit were behind the attack. Last night attack was performed as a warning to them (proprietor and his son). If the duo and staffs of the showroom continued to challenge and cheat the outfit, more deadly attacks which will root out the business activities of the showroom cannot be rule out, the statement warned.

Based on a reliable information about the presence of Noyon faction of Kangleipak Communist Party (KCP-N) cadres in and around North AOC with a view to commit prejudicial activities like extortion, transportation of weapons etc, a team of Imphal West Police commando conducted frisking on December 7, and arrested one active cadre of KCP-N identified as Oinam Bijenta Singh alias Naobi (41) of Khurai Thoudam Leikai, Imphal East, reports The Sangai Express. One 9mm pistol along with magazine loaded with one 9mm live round and two missed rounds were seized from his possession. Investigation revealed that he was involved in transporting of arms and ammunition, demand letters, Improvised Explosive Devices (IEDs) etc, in Imphal area.

The small-minded pettiness of selfish and communal thinking has unsettled Manipur by blocking growth of peace, Chief Minister Okram Ibobi Singh said on December 7, reports Kanglaonline. He was speaking at the 21st death anniversary observation of former minister Moirangthem Ibotombi at the Moirangthem Ibotombi Memorial Complex, Heirok under the theme `Kanglup amasung jatigee khetnaba leitaba leingak shanti purakpa’. Violence will never bring any solution. Stating that the observation aims to bring peace and unity among the different communities in the State and to spread the message of peace and not violence, the Chief Minister expressed that if the message is spread across the State, we could all come together and find amicable peace and unity. Adding that the State is also not without people who consider only their demands and thoughts to be right, he said it is more important to understand whether such demands and thoughts are also supported by the people.

A team of District Police commandos arrested three cadres of Kangleipak Communist Party-Kanba (KCP-Kanba) from Uripok Khoisnam Leikai in Imphal West District on December 9, reports The Sangai Express. According to sources, a team of Imphal West District Police commandos led by their Officer in Charge (OIC) P Sanjoy rushed to the locality after getting specific information regarding the presence of some underground cadres there. The arrested cadres have been identified as Khundrakpam Khelchandra alias Kanba (45) of Taothong Khunou, Brahmacharimayum Rajmani of Uripok Khaidem Leikai and Hanjabam Dineshor alias Dinesh of Brahmapur Thangapat. Two pistols along with three live rounds and two mobile phones were seized from their possession. Kanba is said to be the secretary of BJP Lamshang Unit sports cell. They have been handed over to Imphal Police Station for necessary investigation.

JCILPS stated in a press release that Manipur Chief Minister (CM) Okram Ibobi Singh gave an assurance to look into the matter very soon during a meeting between a delegation team of JCILPS led by convener in-charge Kh Ratan and CM at 4.30 pm on December 9. It further stated that, the decision to delay of agitation was taken after the assurance of CM and considering the coming Christmas festival of tribal communities as well the ongoing annual examinations. During the extension period a special campaign will be launched, it informed.

According to sources, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadre MB Charanga made an extortion demand to one Ranjeet Singh, a wholesale supplier of Pallel through a middleman Koijam Dinesh Singh, owner of Mukta Pharmacy in Pallel in the District. A team of AR personnel launched a search operation to arrest MB Charanga and his two accomplices. The man rescued from the hands of unidentified armed persons has been identified as one Md Jakir Hussain (33) from Daunpur, Murshidabad District, West Bengal but presently staying at Mantripukhri in the District, informed a source. After rescuing Md Jakir, Police continued the search operations in order to arrest the abductors. Surrendered militants of the Peoples United Liberation Front (PULF) threatened on December 19, to return to militancy if the Manipur government does not extend to them the benefits of surrender and rehabilitation policy by January 10, 2016, reports The Telegraph. Fourteen PULF militants had surrendered with weapons to the state government in 2012, along with 100 other militants of various groups, at a function held at the Assam Rifles (AR) headquarters in Imphal. Chief Minister (CM) Okram Ibobi Singh, Deputy CM Gaikhangam, who is the Home Minister, and senior AR and Police officers were present at the programme. The PULF cadres have claimed that they were yet to get any benefit of the Centre's surrender and rehabilitation scheme even three years after their surrender. "Despite our repeated requests, the state government remains indifferent. Our cadres are getting restive as they feel the government has betrayed them. We were promised rehabilitation and a normal life after leaving the jungles," Md Kaji Umar, former chairman of PULF said. He said none of the militants who surrendered with weapons in his group got the promised benefits. "We are setting the deadline for extending all the benefits to my cadres by January 10 next year (2016). If there is no response from the government, we may launch an agitation or go back to the jungles," Umar warned. The PULF is one of militant groups which operated in Manipur valley.

Cross-examination of leader of the outlawed organisation United National Liberation Front (UNLF) RK Meghen and several other key leaders of the outfit will begin from January 6, 2016 at the Special Court of National Investigation Agency (NIA), reports Kanglaonline on December 21. The outfit leaders are facing trial in the court in accordance to the charge sheets framed by NIA against them following their arrest. The court had earlier fixed December 17 to start cross-examination of the UNLF chairman and his accomplices, following which several media persons including national print and electronic media had stormed the court complex. However, the Judge of the special court had deferred the date for cross-examination to next month citing that preparation of questions to be asked during the cross-examination was not completed. It may be mentioned that 84 prosecution witnesses from the name list containing 114 names hade deposed in the case, while the NIA has submitted 205 related documents and produced 45 recovered material objects before the court.

On December 17, around 6.30 am a column of 21 Assam Rifles (AR) was under attack by sophisticated armed militants in Chandel District. The attack took place between Ishi and Khumulian villages under Chakpikarong Police Station was performed by cadres of PLA using grenade launchers, Rocket Propeller Grenade (RPG) etc. a statement of the RPF dispatched to the media claimed. Casualties were inflicted to the Indian occupational force, it added. Cadres of 252 Mobile Battalion of the PLA performed the attack which the strategy was prepared by ‘Chief of Army Staff’ of the outfit, the statement said that extended gratitude to the cadres involved in the attack. A Naga National Council (NNC) cadre was killed in an encounter with the Indian Army at the Khoupum area of Tamenglong District on December 23, reports The Morung Express. The shootout occurred at Luwangkhulen Part-I under Khoupum Police Station around 10:30 am, according to a Police report which added that the cadre was killed when personnel of 8 Gorkha Rifles (GR) exchanged fire with a combined team of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and NNC. The slain NNC cadre has been identified as Thaimei Kanamsoi (40), resident of Luwangkhulen Part-II of Tamenglong. According to Police, the 8 GR team conducted operation in Luwangkhulen Part-I where a joint meeting of NSCN-K and NNC was being arranged. Upon reaching the spot, the GR team came under fire from the militants, which resulted in a shootout lasting about 40 minutes, Police added. The GR team backed by Assam Rifles later carried out a massive search to arrest other cadres, but no arrests were reported.

Three suspected cadres of an underground (UG) outfit escaped towards a hill located near Pukhao Shantipur village under Sagolmang Police Station in Imphal East District after opening some rounds of fire at a Police commando team on December 29, reports The Sangai Express. According to a reliable source, the incident happened at a paddy field located between Pukhao Shantipur and Pukhao Ahallup. A team of District Police commandos went to the area after receiving a specific information about the presence of some underground cadres. When the commando team was about to reach the area, they saw three armed persons from a distance at the paddy field of Pukhao Chatampat. The suspected UG cadres who were clad in combat uniform, suddenly opened some rounds of fire towards them and fled the area, the source said. Although, the commando personnel chased the trio, they managed to escape inside the thick forest of Pukhao Shantipur hill range.

Addressing the gathering as the chief guest, Ibobi stated that education and health sectors are of utmost importance as the two sectors cannot be compromised regardless of the limited resources. He emphasized the need for putting in joint efforts from the government and private sectors to achieve 100 percent literacy rate in the State from the present 77 percent. As the government has to work on other sectors as well other than education and health, there is a need for private sectors to work in unison with the government so as to further boost the two sectors, he said.

In a memorandum submitted to the Home Minister on December 30, the UNC requested for “communal State forces” of Manipur that are “deployed at Indo-Naga Cease Fire areas be withdrawn immediately for the good.” Calling for an ‘independent inquiry’ to be established to “find the truth” of the December 27 incident, the Council urged the Government to “deliver justice to the innocent victims immediately.” The UNC informed UHM Singh that in the evening of December 26, a Christmas gathering in K. Somrei Naga village in Senapati and Ukhrul Districts, under Nongpok Sekmai Police station of Thoubal District, was disrupted by some Manipur Police Commando personnel. The uproar seen in Churachandpur in the after-math of the passage of three Bills by the State Assembly for protection of indigenous people on August 31 is likely to be resolved soon, Deputy Chief Minister Gaikhangam asserted while speaking to media persons on the eve of New Year in Imphal on December 31, reports E-Pao. The bodies of all the nine people who were killed in the course of the public uproar have not been claimed, till date and a peaceful situation still remains elusive in Churachandpur District. Claiming that a breakthrough has been achieved regarding the impasse, Gaikhangam informed that the Government and the Churachandpur Joint Action Committee (JAC) have initiated dialogue since the last couple of days. The JAC and the Government held a meeting at the Chief Minister's Secretariat a few days back but the two sides could not arrive at any understanding. Holding dialogue after one side was refusing to come forward for dialogue for a long period is in itself a breakthrough, Gaikhangam remarked. With the dialogue process already initiated, a solution can be worked out very soon within the possible limits of mankind, he continued.On being enquired about the framework agreement signed between the Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Gaikhangam asserted that Gol should come out with an unambiguous statement. The dialogue is a bilateral process and the State Government is not involved at any stage. The State Government has also been questioning the contents of the frame work agreement as desired by the people of Manipur, he said. The State Government welcomes any solution to the protracted issue but it should not impinge upon the interest of Manipur in any manner, asserted the Deputy Chief Minister.
