in another incident, a Police source claimed that a suspected militant cadre identified as one Thiyam Romenkumar alias Rome was killed during a ‘shoot-out’ with Imphal West commandos at Lamdeng Khunou Makha Leikai under Lamsang Police station in Imphal West District at about 5.45 am on October 2. One .9 mm pistol and two hand grenades were reportedly recovered from the encounter site. One of the hand grenades did not have a lever and it was hurled towards the commandos though it failed to explode. The Sangai Express reports that Imphal East District Police commandos reportedly arrested two cadres of United Revolutionary Front (URF) on October 2 from different places. One cadre identified as Moirangthem Mukta Singh was arrested from New Checkon area at around 8 pm. Besides seizing one mobile phone handset, five demand notes have also been recovered from the possession of Mukta, who joined the outfit in July and was working under the command of ‘Finance Secretary’ Lemba alias Daballo alias Mocha. The demand notes were supposed to be served to five doctors. The second URF cadre identified as Angom Captain alias Naobi Singh was arrested from his house at around 10.30 pm and items recovered from him included 30 blank envelopes of URF, 10 letter heads of URF, 30 demand letters without address, as well as 15 demand letters also addressed to five doctors, entrepreneurs, school administrators, sports department officials and other individuals.

Priyokumar Singh, were injured when suspected militants ambushed the Police officer’s convoy along Imphal-Moreh road by exploding two bombs planted by the roadside at Khudengthabi near the border town of Moreh (Chandel District), about 100 kilometres from Imphal in the afternoon of October 4. Singh however escaped unhurt. Official sources said the militants triggered the blasts when the SP’s convoy, comprising eight vehicles, was passing through the area while returning from Myanmar’s border town of Tamu, where an Indo-Myanmar border liaison officers’ meeting was being held. The meeting began October 3 and ended on October 4. A search by Assam Rifles and Police personnel at the blast site led to the recovery of another unexploded Improvised Explosive Device (IED). The three bombs were planted at a distance of 10 to 15 feet from each other. Any casualty or injury on the part of the militants could not be ascertained. No one has claimed responsibility for the attack yet.

Police said the explosives were hidden at the spot by a militant, identified as Sapam Ranjan, who was killed during an encounter with Imphal West commandos at Takyel Khongban road under Lamphel Police station on October 1. The recovered explosives include 12 RDX slabs weighing about 500 grams each (total 6 kg), three remote controls, 15 electronic detonator wires and 12 electrical circuit boards and eight dry cell batteries. The recovery was made only after the establishment of the slain UG cadre’s identity. Police investigation on the case after the establishment of the militant’s identity led to the information that he had joined the Kanglei Yawol Kanna Lup (KYKL) some eight years back.

According to the information secretary of the outfit, the two identified as Dibonpou Kamei, a `lance corporal` of Ramgaijeng of Cachar, Assam and Ladjanbung Malangmei had deserted from the outfit along with a gun each. A solution is likely before March, 2013, Union home minister Sushil Kumar Shinde said on October 10. “I have been talking to the chief ministers of both Arunachal and Manipur and we are trying to reach a consensus on this,” he said, in reply to a question on the progress of Naga talks. Shinde’s statement comes a day after he held talks with Manipur chief minister Okram Ibobi Singh. Talks with the NSCN-IM concern the states neighbouring Nagaland as the outfit had demanded an integrated homeland for the Nagas — there are Naga tribes in Assam, Arunachal Pradesh, Manipur as well as in Myanmar. Although the Centre has turned down the demand for carving out Naga-inhabited areas from other states and bring it under a single administrative arrangement, an alternative way to appease tribal sentiments in these areas is being explored.

Sources said a cadre of the NSCN-IM died on the spot while another one was severely injured during the encounter. A well placed source from the NSCN-IM in Dimapur (Nagaland) has confirmed the death of one its cadres in the encounter. However, the identity of the slain cadre could not be ascertained. The encounter took place at an area located between the villages of K Ashang Khullen and Wangli village, about 90 kilometres away from Myanmar border under Kasom Khullen Police station. The van was to be used in a major terror strike in State Capital Imphal, the Police official added. The Police also arrested two suspected militants of People’s Revolutionary Party of Kangleipak-Progressive (PREPAK-Pro) from Thoubal and Imphal West Districts following a tip-off about a terror strike by the outfit. Manipur Police commandos first raided the residence of Mohammad Rajak at Lilong Bazar area in Thoubal District and recovered eight detonators and a remote control device from his possession. Ibobi Singh has now insisted that the union home minister Sushil Kumar Shinde first give in writing, details or points which the Centre was to agree for a settlement with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). Ibobi had said that he was not in a position to oblige the Centre’s wishes to solve the Naga issue unless the “exact points of the agreement” between the Government of India and the NSCN-IM was made known. He said his Government also wished that the talks between the two sides lead to an amicable settlement. Meanwhile, highly placed sources disclosed that at the October 20 meeting with the Shinde, chief minister Ibobi maintained that the Manipur cabinet would be able to “come up with a clear picture” after consulting legal experts of the Indian constitution and the people of Manipur. Both Ibobi and Arunachal Pradesh chief minister Nabum Tumki were summoned to New Delhi under the instructions of the prime minister to give their opinion on the model of agreement that was likely to be worked out.

The Sangai Express reports that, one day after meeting Union Home Minister Shushil Kumar Shinde on October 20 at New Delhi, an official from the Union Home Minister presented the six point draft proposal to Chief Minister O Ibobi at Manipur Bhawan in the morning of October 21. The six point draft proposal pertains to the settlement which is reported to be close at hand after a prolonged political dialogue between the Centre and the NSCN-IM. Though nothing official has come out as yet, sources from the Home Ministry said that some of the probable alternatives for working out a settlement could hinge around ‘more autonomy’, ‘amendment of the Indian Constitution,’ and ‘areas to be administered under the 6th Schedule of the Constitution’. According to Union Home Ministry sources, a draft proposal has been prepared and the same has been placed before the Chief Minister of Assam and Arunachal Pradesh Chief Minister. The final approval or rather the stamp of agreement by the Chief Ministers of the three States will be the key to the solution being sought, said the sources. Significantly, this is the first time that the Chief Minister of Manipur has been taken into confidence in the long, drawn out process of the peace talk with the NSCN-IM group since 1997.

The Sangai Express reports that at least four Naga militants have been killed in another factional gun fight which lasted for around six hours between Naga militant groups, Zeliangrong United Front (ZUF) and Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) near Gadai hills in Tamenglong District headquarters on October 30. The gun fight claimed at least two ZUF cadres and two cadres of NSCN-IM. The deceased cadres of the ZUF were identified as Pathailung and Puileini. One of the deceased NSCN-IM cadres has been identified as Ringuanglung Kamei while the other cadre is yet to be identified. The number of casualties however could not be officially confirmed till the time of filing this report. While searching the area, three magazines of SLR, two magazines of sniper and other equipment including ammunition pouches were recovered.

Security Forces (SFs) conducted a search operation at Sangaiyumpham Cherapur Mathak Leikai and arrested one Noyon faction of Kangleipak Communist Party (KCP-Noyon), identified as Muhammad Musa, on October 31. Several incriminating documents were recovered from their possession including one nine .9 mm pistol, four live rounds of .9 mm, one Chinese made hand grenade, improvised explosive device (IED) containing plastic explosive and splinters.
