Nagaland Post reports that normal traffic along the Indo-Myanmar section of National Highway 2 was disturbed for several hours on November 3, following detection of a powerful IED planted on the road by suspected militants with an intention to attack the SFs. The 3.50 kilograms weight IED with RDX explosive materials was discovered by troops of 15 Assam Rifles posting at Khongjom along NH-2 at Uningkhong, a place located between Wangjing and Tentha in Thoubal District. Personnel of the State Police bomb detection and disposal squad assisted by bomb experts from the Army defused the IED safely and disposed-off later at an open place at Thoubal Khunou. They recovered 12 batteries and six detonators with IED, made with RDX material.

The Times of India reports on November 3 that, the Kuki National Organisation (KNO), an umbrella organization of 16 Kuki outfits, threatened to resume armed struggle and secede from Manipur if the Centre did not begin talks with them which could be a hurdle in the ongoing peace talks between the Centre and Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). However, KNO leaders stressed they want a solution within the Constitution's framework. The seven-year-old Suspension of Operations (SoO) agreement between the KNO and the Government of India ends in November 22. "If the government does not begin talks with us before November 22, we will be forced to take up arms. Does the Government of India want an armed rebellion?" said Seilen Haokip, KNO spokesperson in New Delhi. In 2005, KNO signed the SoO with the Centre leading to a ceasefire. Currently, KNO has about 2,000 armed cadres. The KNO is worried after talks between NSCN-IM and the Centre seem close to a settlement.

United Committee Manipur (UCM), the apex body of the Meiteis (Manipuris), on November 4, submitted a memorandum to Prime Minister Manmohan Singh regarding ongoing talks between the Government of India and NSCN-IM, reports The Shillong Times. The UCM demanded ‘a white paper on the 15 year long peace process between the Government and the NSCN-IM in the true spirit of the Indian Democracy, so that the people of Manipur are not kept in complete darkness before sacrificing the State at the altar of peace. Y Nabachandra, President of UCM said, the Government will be held fully responsible for total alienation of the people of Manipur from the Indian mainland if the Government disturbs the territorial integrity of Manipur or disturb the peaceful harmonious relations between the different communities settled in Manipur. He reiterated the stand of the UCM that people of Manipur will demand pre merger status if the Government disturbs the political structure of Manipur.

UNLF claimed responsibility of the ambush and reiterated its demand of holding a plebiscite to resolve the armed conflict in Manipur. Refusing to hold talks with the Government, it said the conflict could only be resolved with restoration of Manipur’s sovereignty. The outfit said it was proud of the firm stand taken by its chairman Sana Yaima alias R.K. Meghen, though he is in the custody of the National Investigation Agency (NIA). It said the NIA has accepted the truth that Yaima and the other leaders in its custody (in Guwahati) are fighting for the restoration of Manipur’s sovereignty. It cautioned the Centre against disturbing Manipur’s boundary while settling the problem of the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). It stated that with the people and other armed groups of Manipur, the UNLF would resist attempts to disturb the state’s integrity.
