Security Forces (SFs) arrested three militants of the Vice Chairman Faction of PREPAK (PREPAK-VC), identified as Waikhom Loveson alias Mihengamba Singh, Huidrom Pambi alias Panthoi and Yumnam Abung Singhfrom Khuyathong Pukhri Achouba Mapal in Imphal West District on March 3. Loveson disclosed that he got basic military training of United National Liberation Front (UNLF). He further disclosed that he came back to Imphal from Myanmar on December 30, 2011 to cooperate with CorCom under the command of ‘sergeant major’ Dinesh Singh. Further they disclosed that they went to Nandalal Phukan Backery shop, Nagamapal to extort money amounting to INR 100, 000 as directed by Dinesh and INR 500, 000 from Lala Opticals, RIMS road with the order of abducting them if they fail to give the money. One .9mm pistol with magazine, three 9mm live rounds, one radio handset with battery were seized from Loveson while one Chinese hand grenade was seized from the possession of Huidrom Pambi and one Chinese hand grenade and 15 live rounds of M-16-were seized from Abung Singh.

While the ‘home secretary’ was arrested from Thenga Loubuk at Khurai Chingangbam Leikai, his wife identified as Memton alias Ing, was arrested later from an unspecified location. Two Chinese hand grenades, one .32 pistol, two magazines, two live rounds, 80 extortion notes of URF and a personal computer set were recovered from Memton. Acting on the disclosure of the couple, four other cadres of URF were also arrested. The four other cadres have been identified as Ningombam Amarchand alias Boy, Ngangkham Ranjan alias Ibungo, Ngangkham Rocky alias Bungcha and Ngangkham Khagemba alias Laba. One .9 mm pistol containing two live rounds, 100 extortion notes of URF, two Chinese hand grenades with detonators and a mobile handset were recovered from the possession of Ranjan.

One .9 mm pistol along with a magazine containing two live rounds was seized from his possession. It was revealed that Nanao joined UNLF in 2008 and got basic military training in Myanmar and worked under the command of one Wanglen. Based on the disclosure made by the militant, Police on March 10 alleged that he was among the UNLF cadres who transported about 230 AK-47 and 56 rifles for National Socialist Council of Nagaland-Khaplang (NSCN-K) in December 2009. He was also involved in an ambush on SFs in Ukhrul District in 2009, Police said.

He further said that in the first three months of 2012, 21 militants, 5 security personnel and 7 civilians were killed in the State. Singh stated that number violent incidents by militants have declined in Nagaland. Giving details of the figure, Singh said, the number of incidents declined from 129 in 2009 to 64 in 2010, 61 in 2011 and 37 so far in 2012.Jitendra Singh further said that violence by militants is on the rise in Meghalaya. He said that in the year 2009, there were 12 such incidents, 29 in 2010 and 56 in 2011. In the first three months of 2012, 35 such incidents occurred. About Tripura, Singh said that only one violent incident was reported in the State this year. He gave a comparative figure for the last three year and said, in the year 2009, there were 19 incidents of militant violence in Tripura, 30 in 2010 and 13 in 2011.

The outfit mainly operates in Churachandpur District and Jiribam subdivision of Imphal East District. The PRA was formed in 2007 at Khobung in Chandel District with a few hundred cadres. They mainly operate in Chandel District. With this, the number of militant groups signing peace pacts will go up to 22. The first tripartite agreement was signed in 2009 with 19 Kuki militant groups under two umbrella organisations — the Kuki National Organisation (KNO) and the United Peoples Front (UPF). In 2010, the Lallumba faction of Kangleipak Communist Party (KCP-Lallumba), a valley based outfit also signed the agreement. The cadres of these 20 groups, numbering more than 1,500, are now accommodated in 12 designated camps.

52 cadres of United Tribal Liberation Army (UTLA), which has inked the tripartite Suspension of Operation (SoO) involving State and Central Governments on March 24, laid down arms in a ‘Homecoming Ceremony’ organised at Red Shield auditorium, Leimakhong in Senapati District on March 27, reports The Sangai Express. The surrendered cadres brought 42 high quality automatic weapons, which include nine weapons looted during their raid on India Reserve Battalion (IRB) Post at Chekra Cham in South Assam on November 13, 2009. Speaking at the occasion, Chief Minister O Ibobi said prolonged armed movement in Manipur could not achieve anything for the people of the State except bring disorder and chaos in the society. Maintaining that there is no place for violence in a democratic country, the Chief Minister observed that violence does not solve any problem but creates more problems. For bringing peace and normalcy, Government’s door is always kept open for negotiation and talk with all concerned, he reiterated. He also assured the surrendered cadres that the Government would try its best in providing them a peaceful life in the mainstream. Chief Minister also warned that if any of SoO group violates the ground rules, the SoO agreement would be revoked.

A gun fight reportedly broke at Nongang village under Noney Police Station of Tamenglong District in the morning of March 27. According to a Police source, cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and Zeliangrong Tiger Force (ZTF), the armed wing of Zeliangrong United Front (ZUF), were suspected to be involved in the clash which lasted from about 6am till 7.30am. Armed cadres of NSCN-IM showed up at Nongang village which consequently sparked off the gun-fight as ZTF cadres retaliated. There is no report of any casualty on either side.

Nagaland Post reports that Police in Ukhrul District has registered a “suo motu case” against some cadres of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) alleging that they assaulted around 10 people of a village in Ukhrul District for not heeding their diktat of casting votes in favour of Naga People’s Front (NPF) candidate during the 10th Assembly election held recently. As per the case registered on March 30 under section 125 of RP (Representative of People) Act and read with 325/31 of Indian Penal Code (IPC), the assault incident took place on March 28 at Ngaimu village falling under Chingai Assembly constituency of the District. The victims of the incidents were supporters of non-NPF candidates. The village, which comes under Chingai assembly constituency, Ukhrul District had witnessed re-poll violence twice in the 10th assembly elections on February 4 and March 4.
