The Zomi Re-unification Front (ZRF) has sought to join the United People's Front (UPF), a conglomerate of Kuki armed groups under the SoO pact with Central and Manipur Government, reports Sangai Express. A formal intimation to join the UPF has already been sent. ZRF was earlier a member of the conglomerate body, the Kuki National Organisation (KNO). Stating that they are no longer interested in the political demand of the KNO, which is a proposed Kuki State of Zalengam, the ZRF said that they are impressed by the political demand raised by the UPF, which is an Autonomous Tribal State. Further, alleging step motherly treatment by the KNO, ZRF said that they do not even receive their stipend for the last 2-3 months.

a combined team of Imphal West commandos and 18th Sikh regiment arrested one People's Revolutionary Party of Kangleipak (PREPAK) cadre along with a powerful Improvise Explosive Device (IED) at around 2:30 pm from Changangei under Singjamei Police station on December 8. According to the Police, the arrested individual has disclosed his involvement in the IED explosion at Bordin Workshop, Tiddim road on November 12 which had killed a civilian on the spot while leaving another seriously injured. The arrested person identified himself as Ningthoujam alias Wangoo Chaoba and working under one Laiyekpam Dinesh alias Aningba alias Sakhi. The Police officer also said that the arrested militant cadre further disclosed that he use to transport arms and ammunition including IEDs for the outfit. He also disclosed that the outfit paid him INR 5000 for planting a bomb and that this is his second time involvement in the planting of a bomb.

The awareness campaign by United Naga Council (UNC) on Naga issue continues in full swing which started since November 30. The UNC leaders along with the village heads and church leaders carried out its campaign at Machi in Chandel District and Haochong in Tamenglong District on December 8 and December 9 respectively. UNC president L Adani informed the public about the status of the last (fourth) `tripartite talk` held on August 31. He also told the gatherings that the next (fifth) round will take place anytime from now in one of the hill Districts. The UNC leader then informed the Naga public in both the meetings that the Naga solution would be based on the `uniqueness of the Naga history and situation` and at the same time it would be `out of the box`.

Even as tight security has been put in place in Imphal and greater Imphal areas for the high profile visit of All India Congress Committee (AICC) general secretary Rahul Gandhi on December 10, two Border Security Force (BSF) personnel sustained injuries when a car fitted bomb exploded at Koubru Leikha along National Highway-2 under Sapermaina Police Station in Senapati District in the morning of December 9. The spot where the bomb blast occurred is located at about 25 kilometres from Imphal. The injured personnel have been identified as constables T Anand Raj of Tamil Nadu and Abdul Rajaq of West Bengal. Two suspects have been detained for interrogation in connection with the incident. The Press Information Bureau (Defence Wing) in a statement claimed that two People’s Liberation Army (PLA) cadres involved in the blast have been arrested. The two persons have been identified as T Suranjoy Singh and T Somendro Singh of Imphal East.

December 11 that close on the heels of the Kuki National Organisation (KNO) refusing to append its signature on the extension of the Suspension of Operation (SoO) pact, during a meeting held at New Delhi on December 5, insisting on a written assurance that a political dialogue would be initiated soon, the Kuki State Demand Committee (KSDC) has decided to resume the public blockade from December 14. The public blockade was first imposed from November 17 to November 22 and was suspended after Deputy Chief Minister Gaikhangam convinced the KSDC that all efforts would be made to initiate a political dialogue under the SoO pact. Apart from imposing the public blockade along the major highways in the State, the KSDC has also decided to boycott the ASEAN car rally, which is scheduled to arrive at Moreh on December 15 morning. "Recognizing the Kukis contribution and immense support during the MNF movement before the Mizo Accord was signed, our Mizo brothers also expressed their desire to support our movement to create a separate Kuki land," added Guite. Even as the car rally is scheduled to reach Moreh (Chandel District) in the morning of December 15, KSDC had announced to impose indefinite public blockade with effect from the evening of December 14. Regarding Kuki State demand, Gaikhangam said it has been mentioned in the ground rules of the tripartite Suspension of Operation (SoO) involving State and Cental Governments and Kuki militant groups that it is not permissible to create a separate Kuki State carving out some portion from the present Manipur State which would lead to breaking up territorial boundary of the State. The Deputy Chief Minister said that he is clueless why KSDC has taken the decision to block the car rally at a time when modalities for peace talks with SoO groups and KSDC are being chalked out. The peace parley is scheduled to be started after the ongoing Parliament session, he added. The SoO term between the Government and the KNO had expired on November 22. The KNO had refused to sign for the next extension of SoO term during the meeting in New Delhi on December 5 saying unless a written assurance was given by the Government in written to begin a political dialogue it would not sign. As of now, the KNO has not abrogated the SoO nor has it signed for the extension. SoO was first signed seven years ago but till date no political dialogue has begun albeit there have been periodical ‘tripartite’ meetings involving the KNO, the Manipur government and the Centre.

According to a Police release, a combined team of CDO Imphal East, CDO Imphal West, 30 Assam Rifles and 18th Sikh Regiment under the command of Inspector P Achouba Meetei, OC, CDO/IE launched a counter insurgency operation at in and around Khurai Chairen Thongkhong areas on December 21 at about 6:30 pm, after receiving a reliable information regarding the presence of some cadres UG organization PREPAK. During the operation the combined team have arrested four PREPAK cadres who were allegedly involved in several bomb blasts. Security Forces (SFs) arrested two suspected militants of the Zeliangrong United Front (ZUF) from an undisclosed location, reports The Sentinel on December 22. They are identified as Solomon Gomei (17), son of Maiphun Golmei of Tamenglong and Kachaomlan Golmei (16), son of Khapungpok Golmei of Koupum village. Barring these two incidents, the four Naga-dominated hill districts of Ukhrul, Chandel, Tamenglong and Senapati, which were affected by the bandh, remained peaceful. However, all shops and marketplaces remained closed and vehicles remained off the roads in these districts. “It is a total bandh,” a source close to the UNC said. The UNC has called the bandh to protest alleged attacks on Nagas in the valley during the State-wide indefinite general strike called by the two artists organisations, Film Forum Manipur and the Manipur State Shumang Leela Council from December 21.

The news report further states that the R.P. Livingstone is hiding in a peace camp in the State. But, according to the terms of the ceasefire between the NSCN-IM and the Central and the State Government cannot go there and affect the arrest. NSCN-IM on December 22 expressed regret and described the molestation charge a ‘small incident’ which has been blown out of proportion. The incident had taken place on December 18.

Security Forces (SFs) in the last 10 days have arrested seven militants, including a women, belonging to Lamjanba Khuman faction of Kangleipak Communist Party-Military Council (KCP-MC- Lamjanba Khuman) on charges of abduction, reports Business Standard on January 1. The arrested militants have been identified as Mangdenbam Bobby Singh (28), Khumanthem Babu Singh (37), Khumanthem Chandramani Singh (36), Mayanglambam Naoba (21), Irengbam Bode Singh (30), Nongmeitei Shiv Chander (30) and a woman Koijam Ningol Radha Devi (37). SFs recovered 35 demand letters signed by Lamyanba Khumman and Hirachnadra, another senior leader of the outfit. Further, SFs also managed to rescue two hostages from the arrested militant’s captivity. The militants had abducted two persons, who were employees of a Railway Construction Company and had demanded a ransom amounting INR 15 million. These arrests came after SFs arrested KCP-MC- Lamjanba Khuman’s Revenue Officer, Khwairakpam Khogendro Singh in Delhi on December 20, 2012.
