At least four cadres of Lungam Group of Kuki National Army (KNA-Lungam) including its ‘commander-in-chief’ Lunkhongam have been killed in a reported shoot-out with Security Forces (SFs) at Phaikok village located close to Myanmar border in Ukhrul District. The shoot-out took place on June 30 afternoon at Phaikok village which is about 40 kilometers away from Chassad Police station to the South. The encounter involved troops of 44 Assam Rifles and some cadres of KNA-Lungam group who were taking shelter in an isolated hut. Two AK rifles, one M-16 rifle, one radio set and 200 rounds of ammunition were recovered from the slain cadres, informed a source. Information about the shoot-out was received only on July 1 due to remoteness of the encounter site and lack of communication infrastructure. Details of the slain cadres are not available still. KNA-Lun-gam is a breakaway faction of KNA which is under SoO pact.

Members of Women Action for Development (WAD), on July 1, staged a sit-in to protest the monetary demand of INR 300, 000 allegedly served by the Military Council faction of the Kangleipak Communist Party (KCP-MC) to the woman body. A demand note allegedly signed by Nongdrenkhomba and Taibang Nganba of KCP-MC was received by WAD on June 17, the woman body said in a statement. The statement said negotiations were held between a woman representative and the militant group on June 22 and 23 over the demand. But the outfit reportedly used aggressive words to her. It appealed to the outfit to withdraw the monetary demand served to the civil body which is working for the people.

The United National Liberation Front (UNLF) has decried the Supreme Court for passing judgement favourable to the armed forces. A release by the outfit senior publicity officer Ksh Yoiheiba states that on March 25, 2000, five civilians were killed by the security forces alleging them as terrorist at Pathribal village on the pretext of an encounter. The Central Bureau of Investigation (CBI) in its inquiry held in 2006 also reported that the slain persons were civilians. The case has been lying idle for the past twelve years, but a week back, a decision was taken by the Supreme Court to hand over the judicial proceedings to a military court.

Two demand letters and one mobile handset with SIM card were reovered from her possession. She disclosed that she is working under the command of one Finance Commander Panthoi and Thoubal District commander of the outfit, Wanglen. Naorem Roshan disclosed that he joined UPRA organization in the month of January 2012 through one Joshua of Makokching, at present residing at Hyderabad and presently holding the rank of self styled finance secretary of UPRA. Toijam Devdutta disclosed that he joined UPRA organization in the month of May 2012 through one Rocky. Further, they had already extorted an amount of INR 15,000 from Kumar of Pukhao and INR 11,000 from the Chief of Sinam Kom Village respectively.

Three personnel of 24 Assam Rifles were reported to have sustained injuries in a gunfight with cadres of People’s Liberation Army (PLA) which took place at around 7 pm near Satang village under Tengnoupal Police Station in Chandel District on July 3. According to a reliable source, the incident occurred when the AR troops were trailing the PLA cadres on getting information that a villager of Lamlong Khunou was abducted by the PLA cadres. The villager was reportedly released before reaching the spot where the encounter took place. The three AR personnel suffered injuries after explosion of an Improvised Explosive Device (IED) followed by gunshot. However, the identities of the injured AR personnel could not be confirmed.

Talking to Nagaland Post on July 9, cease-fire monitoring cell (CFMC) convenor, Vikiye Sumi alleged that around twenty armed AR men in a full combat uniforms arrived at his residence around 9 a.m. in a mini truck under the pretext that they have been instructed by “top level” officers to take photographs of his private residence. However, CFMG chairman, Major General (retd) N. A statement issued by the Publicity Wing of the UNC said a 48 hour total bandh was observed in Naga areas from the midnight of June 16 to midnight of June 18 to protest the lack of sincerity of the Government of India (GoI) and Government of Manipur (GoM) in taking forward the democratic process of dialogue on the demand for an ‘alternative arrangement’ for the Nagas in Manipur outside the GoM and to urge the GoI for intervention. Stating that the demand for an alternative arrangement is for immediate intervention, pending settlement of the Indo-Naga issue, the UNC alleged that even after a lapse of three weeks of having publicly registered the protest, no initiative has been taken up for pursuing the dialogue process to its logical end.

The day had been observed by the outfit in honour of its founder and ‘commander in chief’ Thangkholun Haokip who had died on the day. The KNO was founded in the year 1988 and the KNA’s commander-in-chief Haokip went to Kachin (Myanmar) to get guerrilla warfare training from Kachin Independent Army (KIA) of Myanmar. Thangkholun was assassinated by rivals on July 24, 1992. The KNA is demanding separate Kuki states both in India and Myanmar. Varengam Shimray and his wife Ngaherla were killed at Lungpha village in Naga-dominated Ukhrul District on July 24, 2011. Later, the NSCN-IM had owned responsibility for killing the couple, claiming that Varengam was “involved in anti-Naga activities”. The NIA is also investigating the NSCN-IM’s alleged ambush on Independent member of Legislative Assembly (MLA) of Phungyar Assembly constituency in Manipur, Wungnaoshang Keishing in 2011 in Ukhrul District. As many as eight security personnel were killed and seven injured while the MLA had a narrow escape.

Two AR personnel and one civilian sustained bullet injuries during the gunfight. A house was also reportedly destroyed by a lethod bomb. According to Police, the encounter spot is located at 65 kilometers north of Tengnoupal Police Station bordering with Ukhrul District. The incident occurred at around 1.30pm at Khoibu Centre when the PLA cadres numbering about 40-50 ambushed the personnel of AR coming in three-four vehicles. The AR personnel also retaliated to the PLA cadres resulting in a fierce gunfight.

During a convention on 'Petroleum Exploration in Manipur' held in Imphal on July 16, hordes of civil bodies had decided to oppose any oil exploration activities in the State. They categorically alleged that the Government hasn't obtained no-objection certificates from the village authorities.
