Governor J B Patnaik on September 1 said that Independent faction of United Liberation front of Asom’s (ULFA-I) leader Paresh Baruah and members of his group will not be “harassed” by security agencies if they come forward for peace talks with the government for finding a lasting solution to the insurgency in Assam, reports The Shillong Times. “Once they decide to come to the negotiating table, then there will be no question of taking action against them. They would not be harassed (by security agencies),” Patnaik told PTI in New Delhi. Expressing satisfaction over progress of peace talks, Patnaik termed the group led by Rajkhowa [Pro-talks faction of ULFA (ULFA-PTF)] as “real ULFA” and said there may be some significant announcement “soon” on the outcome of the dialogue held so far. However, he refused to divulge any details in this regard.

Six Central Reserve Police Force (CRPF) personnel were injured as protestors turned violent during the first day of 36-hour Dhemaji District bandh (general shot down) called by the Anamishing Janagushtiya Sangram Samiti (AJSS) [loosely translated as Non-Mising People Struggle Forum], at Khanamukh area on September 1, reports The Telegraph. Police arrested eight protesters during the bandh. The strike was called against the inclusion of the non-Mising areas in Mishing Autonomous Council (MAC) area list, adds Times of India. AJSS consists of All Tai Ahom Students Union (ATASU) along with 16 other ethnic tribal groups. Further, ATASU Dhemaji unit ‘president’ Manoj Gogoi said, "The government has included some non-Mishing dominated areas under the MAC. It is our rightful demand that these areas be excluded from the council. But, the administration is trying to foil our agitation. So, we have decided to take up a series of protest programmes from Monday in support of our demand. We have also called a 100-hour Dhemaji District bandh from September 16."

NDFB-IKS warned the ‘colonial rulers of India’ and ‘outsiders’ who have been living in tribal belts and blocks not to go against the interest of the Bodos in the region, reports The Sentinel on September 3. The NDFB-IKS claimed that the Bodos were the aboriginal people of the Western South–East Asia, so called–NE region. In a press statement issued by the spokesman of the NDFB-IKS, BR Ferrenga strongly condemned the statement of All Assam Bengali Youth Students’ Federation (AABYSF) for using harsh word ‘Nefarious’ against them. The NDFB-IKS warned the AABYSF and other organizations who are opposing them, not to do advocacy, as the Indian agents have been working against the Bodos. “Since you are coming as traders in our land (some of them are as labour and so on), do your business. We have no enmity with the businessmen but do not put allegations on the NDFB as kidnapper and extortionist”, Ferrenga said adding that imposition of taxes on the people of Bodoland is their right. So, if someone denies giving Bodoland taxes or betraying them as Indian agent, they would not be excused, he added.

Rengma Naga tribe of Karbi Anglong District mostly settled in Chokihola development block has placed their demand for creation of Rengma Hills Autonomous District Council (RHADC), reports Nagaland Post on September 3. With regard to this, a nine point memorandum was placed before the Union Home Minister, Sushil Kumar Shinde last week by RHADC ‘president’ Ashweng J. Rengma and adviser K. Thong Rengma. Claiming the rights of Rengmas and other non-Karbi people over the reserve and non-surveyed forest lands, where the Rengmas have been living since time immemorial, RHADC has demanded the Center to shield their ancestral privileges. Similar view were expressed by the Kuki community of Singhason hill tracks located in the Center of east Karbi Anglong, spread over Bokajan and Diphu sub-division.

The Assam Tribune reports that the first round of tripartite talks among the Union Ministry of Home Affairs (UMHA), Assam Government and Joint Action Committee for Autonomous State (JACAS) was held on September 2, with the Centre asking the JACAS to prepare a draft of the structure of the Autonomous State. Details of their demand are likely to be discussed at the next round of talks in the first week of October. The talks centered on the demand for Autonomous State under Article 244 A of the Constitution, comprising Districts of Karbi Anglong and Dima Hasao. JACAS later said that agitation and talks will together.

The ANCC is an umbrella body of several Adivasi organisations, including All Adivasi Student’s Association of Assam, All Santali Students Union, Birsa Commando Force (BCF), Adivasi Cobra Military of Assam (ACMA) and Adivasi Seva Samiti (ASS).Its spokesperson, Birsing Munda, who is also the ‘commander-in-chief ‘of BCF, said the blockade was enforced in protest against the government’s attitude towards granting ST status to tea tribes and Adivasis of Assam. The committee leaders threatened to start a mass agitation like a rail blockade on September 5 at Kokrajhar railway station if the government did not respond to their demands.

Joint secretary of the Union Home Ministry (MHA) Shambhu Singh told us that we need to first focus on our demand for tribal status and then the other demand for a separate state. He explained that once we have the tribal status, our rights will be protected when the separate state is created in future. The outfits jointly abducted at least four persons in Chirang and Baska Districts. The NDFB–IKS has provided explosives, including Tri-Nitro-Toluene (TNT) and Improvised Explosive Devices (IED) to the KLO to strengthen the outfit. KLO, whose activities were limited to North Bengal areas, has become more active in Assam. It said, for the first time the KLO has started sending its members to Myanmar for training. At least 30 boys from the Districts of Dhubri and Bongaigaon have been recruited recently and most of them were sent to Myanmar for training. The outfits like the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) and Kanglei Yowel Kanna Lup (KYKL) of Manipur are reportedly assisting the KLO in organizing training of the cadres in Myanmar. Sources said that most of the operations of the KLO are now masterminded by one Shyam Roy, who is from Assam.

All Tai Ahom Students’ Union (ATASU) ‘president’, Pranjal Rajkonwar said the state government had assured them that all non-Mising villages would be excluded from the council area after consultations with the state election commission. “Following the state government’s assurance, we have decided to keep our agitation suspended for an indefinite period,” he said. It is also suspected that he may have encouraged others from the State to join the outfit. Highly placed Police sources stated that the LeT leader from Assam is known as Rakib and he hails from Rangiya area. He left Assam in 1992 to join the terrorist group and now he is known to be a key member of the outfit. However, his whereabouts are not known and according to reports available with the police and security agencies, he never operated in the State. But the possibility of Rakib getting in touch with youths from the State from outside to motivate them to join the outfit cannot be ruled out. Police also suspects that a number of boys from the State have joined terrorist outfits like LeT, Indian Mujahidin (IM) and Harkat ul Mujahedeen (HuM). “We have some inputs that a few boys from Assam joined outfits, like LeT, HUM and IM but it is a fact that they were never sent to Assam to launch operations. Normally, those outfits never engage youths to operate in their own States,” sources added. Sources revealed that there were reports of movements of IM members through Assam, but they have not been able to indulge in any major act of violence in the State.

Even as the Ranjan Daimary faction of the National Democratic Front of Boroland (NDFB-RD) is in the process of preparing the list of its cadre and arsenal, some of its members are believed to join IK Songbijit faction of NDFB (NDFB-IKS), reports Times of India on September 17. According to intelligence sources, although the NDFB-RD faction had submitted a list of its cadres earlier, the Government has asked the outfit to provide photographs and mobile numbers of the cadres also for verification process. The faction has been asked to do so within September 30.Presently, NDFB-RD is said to have cadre strength of at least 500 militants, including about 70 female cadres - armed with sophisticated weapons. However, sources said some of the members have already left Assam and joined the hardline NDFB-IKS led by IK Songbijit."Some members have already violated the norms of the peace process and started resorting to crimes like abduction and extortion in the state. We have inputs that a group of these cadres, who had earlier agreed to the ceasefire, have also moved to Bhutan. We also have reports that some of them have joined the Songbijit faction of the NDFB," said an intelligence officer. The designated camps for the NDFB-RD are likely to be set up in Udalguri, Baska and Chirang and not more than 175 cadres would be kept in one camp. Video surveillance facilities would be installed in all the camps to monitor the activities of these people belonging to the Ranjan faction of the outfit. All the cadres would be provided a stipend of Rs 3,000 each, sources said.

Police sources told The Assam Tribune that the NDFB-IKS first contacted the Hydroelectric Power Corporation (NHPC) authorities demanding a ransom of INR 200 million for the release of the adducted General Manager (GM) of the Corporation Anil Kumar Agarwala. However, the outfit has reduced its demand to INR 150 million and according to information available with the Police and Security Agencies, the militant outfit also managed to establish contact with the family of Agarwala. Sources said the driver of the NHPC GM, has already been arrested and two others involved in the abduction have also been nabbed. Union Power Minister Jyotiraditya Scindia told reporters in New Delhi that the Centre was concerned over the abduction and security agencies had identified some of the abductors. He said the Central Government was in close touch with the State Government on the issue. Assam Police is set to launch a special joint operation with its Arunachal Pradesh counterparts from September 27 (today) in the foothills of West Kameng District (Arunachal Pradesh) to rescue abducted NHPC GM, Anil Kumar Agarwal adds The Telegraph.

Suspected IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) militants ambushed a vehicle carrying SF personals killing a Police officer and his driver in between Mainaguri and Malatijhora under Kazigaon Police Station Kokrajhar District on September 26, reports The Telegraph. The killed SF personals were identified as in-charge of Rupshi Police Outpost, Narayan Chandra Barman (59), and his driver Madan Roy (27), constable Sajahan Miya was injured in the attack. Sources said Barman and his team were on their way to Malatijhora in a police van to collect information on Ranjan Daimary faction of NDFB (NDFB-RD) cadres at the time of the attack. The injured Police Constable Sajahan Miya said that that they were in the area to collect and verify the names of cadres of NDFB–RD to be submitted ahead of their transfer to designated camps. State Director-General of Police (DGP) J.N. Choudhury told The Telegraph that checking the activities of the Songbijit group was a “priority” now.
