On the political front, the Congress Party, on January 5, demanded a cease-fire with ULFA in the State. The party stated that ‘dialogue was the only way to solve insurgency and for that a cease-fire with ULFA militants was necessary’. Meanwhile, the All Assam Students' Union (AASU) warned the State Government of lawlessness if it failed to book the culprits behind the recent killings of the relatives of ULFA terrorists. Amnesty International, the London based Human Rights group, called upon terrorist groups in Assam to ‘publicly commit to International Humanitarian Law’. It also urged the government to initiate ‘independent and impartial’ investigations into the recent massacres of Hindi-speaking people in the state.

In another development, police in the State have decided to make it mandatory for personal security officers of all surrendered terrorists to wear uniforms. This step is being taken to convince the public that they are not armed Surrendered United Liberation Front of Asom (SULFA) activists. In a related development, differences have, reportedly, arisen among the top brass of the Assam police over the issue of disarming the SULFA members. As reportedly earlier, the State police chief, on January 7, had mentioned the launching of a special operation to seize illegal arms from SULFA men. A certain section of police officials are against disarimg the SULFA as the latter ‘have been helping the police by providing information and other assistance against the ULFA.’

Assam Chief Minister Prafulla Kumar Mohanta offered a ‘Kashmir type’ cease-fire to the ULFA on the condition that the outfit agrees to participate in a dialogue process. The Chief Minister was reaction to the January 15 statement by ULFA's chairman Arabinda Rajkhowa that peace talks could be held "if the government in New Delhi agreed to discuss the issue of Assamese sovereignty". However, an article in outfit's official magazine ‘Freedom’, rejected any ‘National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) type talk’ with the Indian government. The article reiterated the outfit's pre conditions of United Nations mediation, a ‘third country’ as the venue for talks and ‘sovereignty of Assam’ to be on the agenda.
