A self styled ‘platoon commander’ and a cadre of the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Danial Muchahary and Rahen Muchahary were arrested after an encounter with a joint team comprising the Police and the Army from Lawdangi area under Dhekiajuli Police station in Sonitpur District on January 2, reports The Sentinel. Police recovered one 7.65 pistol, three round live cartridges, three mobile phones along with six SIM cards from the militants. Police sources said that Danial was the self styled ‘platoon commander’ of NDFB –IKS of ‘38 battalion’ of the outfit.

one person, identified as Rajiv Rajkhowa was arrested by Pengaree Police following a public chastisement at Dwarmara village in Pengaree in Tinsukia District on January 3, reports The Sentinel. The arrested person, Rajiv Rajkhowa, shot a local Village Defence Party (VDP) member, identified as Umesh Rai, at his residence who narrowly escaped death. Then he was caught by the son of the victim with the help of the villagers and later handed him over to Pengaree Police. Local sources said that Rajiv Rajkhowa had served an extortion letter to Rai last year in the name of the ULFA-I. The Police recovered two handmade revolvers and a writing pad belonging to the ULFA from the arrestee.

Unidentified assailants fired at the residence of Prashanta Gogoi, President of Bharatiya Janata Party OBC Morcha (Other Backward Class wing of BJP), located at Milan Nagar in Dibrugarh District on January 3, reports The Sentinel. However, no one was injured in the firing incident. At the time of the incident, Prashanta Gogoi who had joined the BJP few months back, was stated to be in Guwahati for some personal work. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Dhananjay Boro alias B.Dahal Thungri (32) was arrested by the Police along with Indian Army at Shantipur area under Runikhata Police Station in Chirang District on January 8, reports The Sentinel. One 9mm Pistol, one magazine and 4 rounds of ammunition were recovered from the arrestee. The Chirang District Superintendent of Police (SP) Shankar Raimedhi said that the militant was a trained NDFB-IKS cadre of 38th batch and after training he had been operating in Baksa District. But he was on the run after anti-militancy operation was intensified in the state.

sources in Assam Police said that at a time when majority of Karbi militant outfits were joining the peace process, People's Democratic Council of Karbi-Longri (PDCK) was trying to spread its tentacles in the hill District, reports The Times of India on January 10. The source said that formed under the guidance of I.K. Songbijit, who was earlier the hardliner leader of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), PDCK has reportedly launched a recruitment drive in the region. The source said, "Ever since the genocide of Adivasis in 2014, Songbijit got reportedly unpopular among the Bodos for his barbaric ways. Sidelined and pushed to Myanmar, the rebel leader formed PDCK with Karbi youths drawn from the NDFB faction." Many Karbi youths were recruited in the NDFB-IKS faction when Songbijit was heading it and Police suspect that these youths helped him to form the new outfit. According to the source, there are around 60 cadres under IK Songbijit in Myanmar training camps. The PDCK is talking about ‘sovereignty’ and it is backed by Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and Independent faction of United Liberation Front of Asom (ULFA-I), the source added.

According to the official sources, the Joint Secretary (North East) of the Union Ministry of Home Affairs (UMHA) and senior officials of the State Government on January 10, had discussions with leaders of the NDFB-RD and NDFB-P to review the ceasefire agreements. In terms of militancy related violence, Assam was the only State in the Northeast which recorded higher casualties during 2016, as compared to the previous year (2015), reports The Sentinel on January 15. Referencing Government official records, the report said that, in 2016 (up to November), Assam recorded a total of 80 casualties, including 29 civilians, 4 security personnel and 47 extremists. But, in 2015, Assam recorded 58 killings, including 9 civilians and 49 insurgents.Significantly, the number of civilian casualties in the State rose sharply to 29 in 2016 from 9 in 2015. In 2014, 168 civilian fatalities were recorded. In 2013, 35 civilians were killed in insurgency-related violence across the State. Similarly, casualties among the Security Forces (SFs) also increased from zero in 2015 to four in 2016. Due to sustained operations by SFs, 47 militants belonging to various insurgent groups lost their lives during 2016, as against 49 in 2015, 102 in 2014 and 52 in 2013 in the State. According to the high level security sources, there was a substantial decline in insurgency related incidents in 2015. In that year, the level of violence steeply declined to the lowest since 1997. Official records further state that 125 persons were kidnapped in Assam in 2013, 94 in 2014, 27 in 2015 and 14 in 2016. On the other hand, 348 extremists were arrested in 2013, 319 in 2014, 645 in 2015 and 343 in 2016 in the State.

The Karbi Anglong based United Christian Forum (UCF), local Christian leaders’ forum, on January 17 denied the allegations of possible links between the churches and militant groups like National Democratic Front of Bodoland-IK Songbijit (NDFB-IKS) to create violence in the region, reports Nagaland Post. UCF expressed its concern over these allegations which it states were first expressed by a person named Ranjit over a talk show aired by an Assamese channel on December 7, 2016. In a memorandum submitted to Karbi Anglong Deputy Commissioner (DC) in Diphu, UCF stated, “It is nothing but an attempt to marginalize the tribal people of Karbi Anglong and ultimately drive them out from the hill district like what they have done in Tripura”. UCF also alleged that certain organization was working to destabilize the tribal region and forcing into conflict.

Militants lobbed several grenades targeting the vehicle at Jagun 12th Mile Barabasti on National Highway-53 bordering the District in the run up to Republic Day, a defence spokesman said. The AR vehicle and three vehicles of tourists returning from the Pangsau festival have been damaged in grenade explosions, the spokesman added. The Pangsau Festival is held along the Indo-Myanmar border in the area.

Suspected militants of the Independent faction of United Liberation Front of Asom (ULFA-I) triggered four blasts within a span of 45 minutes in Upper Assam’s Charaideo and Dibrugarh Districts on January 26 (today) morning, reports The New Indian Express. However, there was no casualty in the explosions as they were triggered in isolated places. The Police said the explosions were reported from Angera, Lengeribor and Bihubor in Charaideo District and Chowkidinghee area in Dibrugarh town in Dibrugarh District. The bomb in Dibrugarh was planted near a drain, 500 meters away from the official Republic Day function. It went off even while the celebration there was on. In Angera, the explosion occurred near a petrol pump. The powerful blast left a deep crater at the site. The second blast was reported from Lengeribor on the Assam-Nagaland border while the blast at Bihubor was triggered near an office of the Forest Department. The Police said the bombs were triggered apparently to create panic among people who were earlier urged by the militants to boycott the Republic Day celebrations.

The KPLT declared unilateral ceasefire for a period of six months with effect from October 20, 2016 till April 20, 2017, which they communicated through a letter signed by the militant group’s ‘general secretary’ Vojaru Hanjang. The militant group also expressed its desire to come to the mainstream in the interest of restoring peace and development in Karbi Anglong Districts. The State Government decided to withhold operations against KPLT as a ‘good gesture’ to the militant group's peace initiative.
