According to a media report of January 1, 2003, at least 93 persons were killed in the year 2002 in Kokrajhar district of Assam in various terrorism-related incidents. According to police sources, those killed included 64 civilians, five Army personnel, 18 National Democratic Front of Bodoland (NDFB) terrorists and six United Liberation Front of Asom (ULFA) terrorists. A total of 47 persons were also injured in various incidents. Besides, terrorists also abducted eight persons. Arms recovered during the year included five pistols, eight rifles (303), two RDX consignments, two bombs, 12 grenades and 203 cartridges.

The process of finalising the ground rules of the ceasefire agreement between the government and the Dima Halim Daogah (DHD) is underway. A media report of January 2 indicated that the Assam government has started the process of setting up four designated camps for DHD cadres. The outfit had announced suspension of all 'hostilities' with the security forces for six months, from January 1. According to official sources, the designated camps would be set up for purposes of board and lodging of DHD cadres during the ceasefire-period. The government has also asked the Special Branch (SB) of Assam police to chalk out a list of arms and ammunition DHD cadres would be allowed to keep for their personal security during this period. A monitoring cell headed by a joint secretary in the Union Ministry of Home Affairs will be set up to ensure adherence to the ground rules by both the security forces and DHD cadres.

According to a media report of January 5, security forces (SFs) in Assam unearthed links between the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, and the proscribed National Democratic Front of Bodoland (NDFB) following the arrest in Sikkim of the outfit’s vice chairman, Dhiren Boro in Gangtok. Official sources said, during interrogation Boro admitted that the NDFB had established contacts with the ISI through the National Socialist Council of Nagalim (NSCN) in the mid-1990s. A group of approximately 20 terrorists belonging to the outfit received training from the ISI in Pakistan in the late 1990s. Sources also said that the group was first taken to Dhaka in Bangladesh and then to Islamabad, before being taken to an undisclosed location in that country for training in arms, tactics and intelligence. However, no details of the present links between the NDFB and the ISI are known as yet. Sources also indicated the NDFB has a strong base in Nepal and that its publicity secretary B Erakdao is currently in Kathmandu. Boro has reportedly admitted that the NDFB prints most of its publicity material in Nepal to avoid detection by Indian SFs. Further, it was also revealed that the NDFB, which has two battalions of cadres, is planning to open a third battalion based in Bangladesh. The outfit already has strong bases in Bangladesh and its chairman Ranjan Daimary alias D R Nabla spends most of his time either in Dhaka or in Bangkok in Thailand.

According to a media report, the Assam government will not give any safe passage offer to leaders and cadres of the proscribed United Liberation Front of Asom (ULFA) during the upcoming festive season of Magh Bihu. Offering safe passage to meet parents and relatives during the season had almost become a common practice in Assam during recent years. Official sources were quoted as saying that the Union Home Ministry has reportedly instructed the State government not to announce any kind of safe passage for ULFA terrorists. The instructions have clearly enunciated that, if the ULFA leadership expresses its willingness to meet their parents and relatives during Bihu, they must announce it publicly. This directive has come in the wake of the proposed visit of the top leadership of the National Socialist Council of Nagaland (Isak-Muivah) to New Delhi to meet Prime Minister Atal Behari Vajpayee and other political leaders, on January 9.

The blockade commencing January 12 is in "strong protest against massive destruction of forestry and green vegetation by ginger cultivators", the Karbi Anglong North Cachar Hills Peoples’ Resistance (KNPR), armed wing of UPDS, said in a press release from Guwahati, on January 5. "All units and formations are asked to shoot and destroy truck and other vehicles during the blockade", KNPR general secretary HE Kathar said in the release. The outfit also appealed to the State government to punish "culprits" responsible for destruction of forests and to take action against top district officials, and the Deputy Commissioner and Superintendent of Police, for "encouraging" such cultivators. The KNPR also threatened to launch an indefinite blockade of national highways in the entire Karbi Anglong district from February 1 if the government failed to take action.

He informed the media that arms seized included eight Universal Machine Guns (UMGs), 42 AK-56 rifles and a large quantity of small arms and ammunition. Most of these weapons had been hidden underground in polypacks containing oil inside plastic tanks. He further informed that the United Liberation Front of Asom (ULFA) is losing strength. He said, "There are specific indications that the ULFA is in a state of disarray and is suffering from low morale." He also named the top ranking ULFA leaders who were killed during encounters. They included "major" Tapan Baruah, "lt." Rakta Plaban Chetia, Ajay Rajkhowa and Biren Deori. Besides, several other terrorists, including Bonti Lahon, wife of self-styled major Prabal Neog, 'commanding officer'-28 ULFA battalion, had surrendered to the security forces. The armed wing of the United People's Democratic Solidarity (UPDS), the Karbi Anglong North Cachar (NC) Hills People’s Resistance (KNPR), has reportedly asked inhabitants of Karbi Anglong and N C Hills districts to boycott the Republic Day celebrations on January 26. According to a media report of January 7, the KNPR has called for a 72-hour bandh (general shutdown) beginning January 25 in North Cachar Hills and Karbi Anglong. The outfit is reportedly trying to protest against, among other things, the fragile foundation of Indian democracy, elimination of grass-roots democracy, influx of alien population from ‘Indian mainland’, violation of human rights and the exploitative-oppressive-colonial system of the Union government. The KNPR also reportedly demanded that the Amnesty International or any other international agency should look into alleged cases of extra-judicial actions, human rights violations, ethnic cleansing and 'genocide' perpetrated by security forces, and the guilty be punished. Speaking to a Guwahati-based newspaper, on January 12, the CM said the Naga model of peace process could be followed in Assam, too, while initiating dialogue with the National Democratic Front of Bodoland (NDFB), United Liberation Front of Asom (ULFA) and other terrorist groups. He said, "Now that the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) leaders have come to New Delhi to push their peace process forward, the Government of India must start a serious initiative to get in touch and bring the rebel groups from Assam to the negotiating table on the lines of the Naga rebels." The CM also said the ULFA and NDFB have to be confronted inside Bhutan to curb terrorism in the State. He said, "Tackling the rebels operating out of our foreign neighbours is extremely important to put a halt to their violent hit-and-run offensives". He further informed, "The Special Services Bureau (SSB) will be deployed along the Bhutan border now, but along with that, the border roads must be improved or built, wherever they don’t exist, for an effective patrol of the stretch". Saying, "Violence can never lead to a solution", he added that the ULFA should shun this path and come forward for negotiations. The notion of Nagalim also includes Dibang Valley, Lohit, Tirap and Changlang districts of Arunachal Pradesh and sizable portions of four of the seven districts of Manipur – Tamenlong, Senapati, Ukhrul and Chandel. The Army claimed it foiled a United Liberation Front of Asom's (ULFA’s) plot to strike terror in Assam's Nalbari district, on the occasion of Republic Day, January 26. A media report quoting an Army official release, on January 15, said suspected ULFA terrorists were chased away from their hideout in Jagara village, on January 13 by the Army' Red Horns Division. The Army claimed they had gathered there for a major attack. However, the terrorists escaped under the thick cover of forests. The security forces (SFs) reportedly did not open fire on the terrorists, as it was a residential area and firing would have resulted in civilian casualty. SFs also recovered an AK-56 rifle with a magazine from the hideout.

The outfit, in its mouthpiece Freedom, reportedly said, "ULFA does heartily wish for a peaceful solution of this decades’ old conflict. If there is a peaceful solution, we will definitely pursue the footsteps of the process." The outfit considered the present peace talks with the NSCN-IM as an acid test for the Union government to find a political solution to conflicts in the north-eastern region. So far, the outfit has been insisting on three preconditions for talks––that the negotiations should be held in a third country; should include Assamese 'sovereignty' on the agenda; and should be held in the presence of a United Nations representative.

He said, "The porters were released but we arrested one ULFA militant who was leading the group into camps in Bhutan with a huge stock of food grains and other essentials." ULFA and National Democratic Front of Bodoland (NDFB) terrorists were also reported to be forcibly collecting rations from border villages of Assam to meet their food requirements. According to intelligence officials, there could be approximately 4,000 ULFA and NDFB cadres in terrorist training camps in Bhutan. An unnamed intelligence official said, "A few arrested militants said during interrogations that cadres were facing the worst winters in the Bhutan jungles with food shortage adding to their woes." He further said, "A number of militants in the Bhutan camps were hit by disease but with troops blocking the entry and exit routes along the border, they were unable to get medicine supplies and other essentials." Bhutan has reportedly also admitted that ULFA alone has six camps in the country, including the outfit’s general headquarters and military training bases inside jungles in the southern Samdrup Johngkhar district. The NDFB runs seven camps separately in this district. Bhutan had warned these outfits of military action if they did not leave its territory. Bhutan’s King Jigme Singhye Wangchuk was quoted, on an unspecified date, as saying, "We will hold talks with the militants who have established camps inside Bhutan". He further said, "If the militants refuse to leave our country through peaceful dialogue, we will be left with no option but to use our military forces." A search operation was also carried out at Cotton College campus and hostel inmates were asked not to allow any stranger to stay with them The police is also interrogating a few persons, as intelligence reports indicated that an ULFA artillery squad is in the city to launch mortar attacks. A vigil is being maintained to prevent the squad from attacking identified targets like high-rise buildings situated around Judges’ Field, the Guwahati High Court building, Hotel Brahmaputra Ashok, Circuit House and Meghdoot Bhavan. The Army will also carry out round-the-clock aerial patrols from January 25.

The terrorists also handed over three rifles, 11 pistols, 13 grenades, two Improvised Explosive Devices (IEDs), 10kg of explosives, 30 9mm pistols and 100 bullets of AK-47 rifle. A surrendered terrorist, Bhaiti Patgiri said he had joined ULFA in 1999 and had also been to Afghanisthan on a fake Bangladeshi passport for training in arms. He also informed that ULFA terrorists are facing severe food crisis at camps in Bhutan. He also said, "During my stay in Bhutan, I had never seen a single face of the ULFA top brass." He further informed there are six ULFA camps in Bhutan where 200 to 250 cadres stay. The number of women cadres could be between 10 and 12, he added.

Reportedly, the terrorists belonged to a faction opposed to talks with the Union government. UPDS general secretary Horensing Bey signed a ‘cease hostilities' agreement with the Union government for a year, on May 23, 2002. According to the report, the terrorists came to a village near Diphu, Karbi Anglong's district headquarters, and ordered residents of the migrant community to come out of their houses. Subsequently, the terrorists opened indiscriminate fire killing four of a family on the spot and injuring four more. Meanwhile, police were searching the area, when reports last came in.

He appreciated the public for distancing themselves from terrorists. He further said the terrorists are in disarray, and they indulge in violence in frustration. The report quoting a 'reliable source' further said the outfit's purported objective is to demand a separate Kamatapur State consisting 18 districts of West Bengal and Assam and would act as a rival to the Kamtapur Liberation Organisation (KLO). KLO demands a separate Kamtapur State comprising six districts–– Cooch Behar, Darjeeling, Jalpaiguri, North and South Dinajpur and Malda––of West Bengal and four contiguous districts of Assam––Kokrajhar, Bongaigaon, Dhubri and Goalpara. The 'new outfit' would reportedly also demand inclusion of eight more districts of Assam, including, Nalbari, Barpeta and Darrang among others. The report, however, gave no more details.

The Karbi Students’ Association (KSA), on January 29, offered to mediate between the government and terrorist outfits operating in Karbi Anglong and Norht Cachar Hills district of Assam. While addressing a press conference in Guwahati, its president Hanu Ram Ingti said the Union government should also initiate a dialogue with the dissenting faction of the United People's Democratic Solidarity (UPDS) led by H.E. Kather, and this was required for the lasting peace in this region. According to him, non-implementation of Article 244 (A) was the reason behind terrorism in these areas. Article 244 deals with special provisions related to tribal areas of Assam, and other States. He further said the KSA welcomes the Naga peace process and was ready to unite other students' organisations to make it successful. However, he disapproved the National Socialist Council of Nagaland- Isak Muivah's (NSCN-IM's) demand of Greater Nagaland (Nagalim). The KSA president suggested that the Sixth Schedule of the Indian Constitution is insufficient to meet the aspirations and protect the identity of Karbis and Dimasas. He also indicated that the KSA might launch a stir demanding a separate State and against illegal immigration in Karbi Anglong district. The KSA would hold a general conference from February 10 to 13.
