Joint Secretary, Union Home Ministry, Sambhu Singh, ruled out the possibility of the involvement of the Assam based militant outfits in the incident; Sambhu Singh told reporters that Meghalaya based militant outfit was behind the incident, “Our reports indicate that UALA militant might have carried out the attack,” “In the meeting, it was decided to intensify the operation by the Central security agencies against all militant organisations,” said a top government official who was present in the meeting. The UALA is a new faction formed after split with the parent Breakaway faction of Achik National volunteer Council (ANVC–B) group.

Agarwal was rescued in healthy condition from a dense jungle at Maldang after a fierce encounter which broke out between National Democratic Front of Bodoland (NDFB) rebels in which, four Police personnel including Sonitpur Superintendent of Police, P Kalita sustained minor injuries when splinters of a grenade hurled by the rebels hurt them, sources said. Agarwal, who was the project head of Twang hydro power project, was abducted on September 21 by militants of the Songbojit faction of NDFB (NDFB-S). Goalpara District logged 70 per cent, while the turnout in Kamrup (rural) District was 60 per cent. Two militants of the Independent faction of United liberation Front of Asom (ULFA-I) faction, identified as Siddhartha Dahotia alias Agni and Ratul Bora alias Anupam, surrendered before Tinsukia Superintendent of Police on November 19 after fleeing from the outfit's base in Myanmar and crossing over to India, reports Times of India. They also deposited one AK81 rifle. Police said the two militants were among nine other militants, who tried to flee Myanmar and surrender in Tinsukia District but were ambushed by their own colleagues in the outfit and Baruah loyalists with the help of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) cadres. The duo said one member of the fleeing group was killed in the ambush and two others managed to cross the border but are still traceless. They added that they have no idea about the remaining four militants. Immediately after the two surrendered, ULFA-I ‘publicity wing’ issued a statement confirming the escape bid by nine cadres with one weapon. The outfit added that these nine cadres were moles planted inside the outfit by intelligence agencies. "Two of them managed to escape with one weapon but our special operation group nabbed four and killed three. The nabbed cadres have revealed that they were trained by government intelligence agencies and they got themselves recruited into the outfit by taking advantage of some loopholes in our recruitment drive. They were sent with two objectives-to loot our armory and leak information, " said Joy 'Asom', a member of the’ publicity wing’.

The ‘interim Chairman’ of the NDFB– IKS in an email said, “On October 26, 1989, to fight for a free Bodoland from subjugation and occupation, the National Democratic Front of Bodoland began military training of the first batch of Bodoland Army and after rigorous training of 15 days, the passing out parade was held on November 14, 1989. Thereafter, this day has been being observed as the Bodoland Army Day or Bodoland Army Raising Day. In 1984, a letter was written to the President, National Socialist Council of Nagaland (NSCN) seeking support and help in their revolutionary struggle to liberate Bodoland. As a part of understanding between the NSCN [Nationalist Socialist Council of Nagaland] and NDFB, the NSCN had dispatched their military training instructors ‘2nd Lieutenant’ Tamreipam, ‘Sergeant’ Wangpam and ‘Lance Corporal’ Stone to the NDFB training centre in 1989 and the long–cherished wish of getting military training of the cadres in guerrilla warfare as fulfilled. Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

The Police said they had information that RNLF leader Bhargav Rangkho alias Sunil Rabha was going to Guwahati with a companion. While they could apprehend Rangkho, his companion managed to flee under cover of darkness. The RNLF was formed in 1997 with the objective of putting pressure on the government to bring the Rabha Hasong Autonomous Council under the Sixth Schedule. The police said the organisation had a strong base when it was formed but had become weak over time. “According to our information, they have only 16 or 17 cadres,” Goalpara Superintendent of Police Nitul Gogoi said.

Despite the fact that every major militant outfit is now in the peace process, barring two small factions of ULFA and NDFB, the MHA extended the term of the Armed Forces (Special Powers) Act in the state for one more year from December 4, under which the state will continue to have the disturbed area tag. The MHA defends its decision by pointing at the presence of Maoists and the continued activities of ULFA-I and NDFB-IKS.A source said, "The problem is from the militants in the peace process and we need to rein them in and tackle this post-militancy period." The city Police operation wing Superintendent of Police (SP) Ranjan Bhuyan said, "The militant cadre identified as Mojince Sangma (33), hailing from Goalpara, was on his way to Bokolia in Karbi Anglong District to procure arms for the outfit. We found 15 rounds of .9mm ammunition and INR 187,000 from his possession too. Sangma was scheduled to procure at least two sophisticated small arms from a KPLT linkman. "He said the LAEF is getting support from the Karbi People’s Liberation Tigers (KPLT) in procuring arms. The KPLT gets used arms from ULFA-I [Independent faction of United Liberation Front of Asom] and then they sell them to the LAEF and the United Achik Liberation Army (UALA). Some groups in lower Assam are also in close contact with the KPLT," added the Policeman.

The Centre and the Assam government signed an agreement for suspension of operations (SoO) with the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD) in Guwahati on November 29, reports The Telegraph. The agreement was signed at the headquarters of the Special Branch of State Police at Kahilipara in the presence of Sambhu Singh, the joint secretary (Northeast) in the Union Ministry of Home Affairs (MHA). Assam Home Secretary G.D. Tripathi, Additional Director-General of Police (special branch) Pallab Bhattacharyya, ADGP-law and order, A.P. Raut and a six-member delegation of NDFB-RD leaders, led by Daimary, were also present. “Security forces will not take any action against the outfit’s cadres unless there is a violation of the ceasefire ground rules,” an official source said. According to the agreement, two designated camps will be set up in Udalguri district and at Panbari in Dhubri district for the outfit’s cadres. The NDFB-RD had submitted a list of 541 cadres to the Government, but the number is likely to increase as some NDFB cadres, who are now with the Songbijit faction [NDFB-IKS], are likely to join the Daimary faction, he added. The outfit will immediately deposit 40 weapons, including some AK-series rifles, the source said. “But the process of surrendering of arms will continue as they have told us that many of their cadres are outside the state and more arms will be deposited when they will come. Till the Songbijit faction comes forward for talks, there will be no let-up in operations against this faction,” he added. The pact will remain in effect for six months, after which it will be reviewed and a decision on its extension will be taken. The NDFB –RD had declared a unilateral ceasefire on August 1, 2011.

SNDFB cadre was killed at Audang Bazar under Karigaon Police out post in Kokrajhar District on November 28 The outfit asked the perpetrators to abstain from killing former cadres who are leading normal life. In a press statement, the ‘Assistant Information and Publicity Secretary’ of the NDFB-PTF, R Daoka said the killing of surrendered NDFB who was leading a normal life was unfortunate. He said the NDFB-IKS led by IK Songbijit was involved in killing of Kamfram. He also warned that the NDFB-PTF will not sit silent if the former cadres who have come over ground are being killed by the NDFB-IKS in near future.

The Ranjan Daimary faction of the National Democratic Front of Boroland (NDFB-RD), which signed a ceasefire agreement with the Centre and the State Government on November 29, will finalize its agenda for talks shortly, reports The Assam Tribune. Meanwhile, Ranjan Daimary is trying to persuade the ‘Chairman’ of the Songbijit faction of the NDFB (NDFB-IKS) to join the peace process. The NDFB-RD a Chairman’ admitted that he had recently got in touch with IK Songbijit and tried to persuade him to join the peace process. Replying to a question as to why Songbijit, who was made ‘commander-in-chief’ of the NDFB-RD by Daimary, broke away to form a new outfit, he said, “I was in jail when the division took place. Songbijit might have been frustrated with the delay on the part of the Government in responding to our unilateral ceasefire. As Songbijit is in Myanmar, the possibility of him coming under pressure from Paresh Baruah, commander-in-chief of the ULFA-I [Independent faction of United Liberation Front of Assam] and SS Khaplang, chief of the NSCN-K [Khaplang faction of NSCN] also cannot be ruled out.”

At a Satyagraha rally in Guwahati on November 30 the three communities under the banner Sadou Asom Goria Moria Deshi Jatiya Parishad (SAGMDJP), raised the ante for constitutional safeguards based on ethnic lines."Islam is our religion, but we also have our ethnic identities. The Goria, Moria and Deshi communities are as indigenous as other ethnic groups in the state. These communities are some of the most deprived ethnic groups in the state.
