On July 1, a senior Government official of Assam and a police constable were killed by insurgents of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in an attack which occurred during an eviction drive in the Dhansiri Reserve forest area of Karbi Anglong district in Assam. According to reports, NSCN-IM cadres, entrenched in bunkers in the area, fired at the authorities who had been clearing a portion of the reserve forest which has been encroached upon by a Nagaland-based NGO to set up a model village.

On July 2, the Assam Government is reported to have requested the Union Government to shift the Hebron camp of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) situated near the Assam-Nagaland border. It is suspected that, on July 1, the inmates of the particular camp had fired at the Assam Government and police personnel, who are clearing encroachment from the Dhansiri reserve forest in the Karbi Anglong district. A civil official and a police constable had been killed in that incident.

According to a media report quoting intelligence sources, the United Liberation Front of Asom (ULFA) has instructed its crack units to retreat to Myanmar to escape a possible public backlash against it since the June 24 bomb blast inside a bus at Mathurapur in the Sivasagar district in which seven people were killed. However, the other militants managed to escape from the incident site. Two country-made pistols, a 12 bore rifle and 10 rounds of ammunition were recovered from the site of the encounter.
