Tamulpur Police arrested two militants of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Sudem Muchahary alias Manual (24) and Khassar Muchahary (36) along with arms and ammunition from Naokata under Tamulpur subdivision in Baksa District on February 4, reports The Sentinel. Police sources said that the militants were involved in various cases of extortion. Acting on a tip off a team of Tamulpur police arrested the rebels when they came to collect extorted money from a trader at Naokata. Tamulpur Sub-Divisional Police Officer (SDPO) Asif Ahmed said that the detained militants threatened Members of Parliament (MP) Biswajit Daimary and Bodoland Territorial Council (BTC) Executive Members (EM) Ganesh Kachari several times.

The two Policemen, who were arrested along with two other accomplices for allegedly extorting money at gunpoint in Chumukedima in Dimapur District on February 7, 2016, were suspended, reports Morung Express. The two Policemen were identified as Constable Vesazo Chuzho, District Executive Force (DEF) Kohima and Constable Meyiwapang, DEF Dimapur. The other two accomplices were identified as Kamei Gangmei, and Yangkhumse Sangtam. All four have been arrested and are now under Police custody. Police further informed that the two others arrested are cadres of Naga Political Groups (NPG).

A ‘platoon commander’ of the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Uday Narzary alias N. Khilikhang (30), wanted for the Adivasi massacre of December 23, 2014, was killed in an encounter with Security Forces (SFs) in Chirang District of lower Assam, reports The Telegraph. An AK-56 rifle with a magazine and INR 31,000 were recovered from the slain militant. Chirang Superintendent of Police (SP) Ranjan Bhuyan said Narzary, who hails from Bengtol in Chirang District, was also involved in extortions and abductions. "He had joined NDFB (S) in 2010 and was a member of the outfit's 35th batch. He had undergone training in use of arms and explosives in Myanmar," the Police officer added.Narzary's killing is being seen as a major success for the SFs, who have been carrying out relentless operations against the NDFB-IKS since the outfit killed more than 65 Adivasi villagers in Kokrajhar and Sonitpur Districts in December 2014. A source said 25 cadres of the outfit have been killed and about 600 of its members and linkmen arrested in the operation. However, about 25 to 30 militants, including top leaders G. Bidai and K. Batha, are still at large.

Two militants of the People’s Liberation Front of Meghalaya (PLF-M), identified as Babul Momin and (Energy) Momin, were beaten to death by a mob at Rowmari Garopara area under Rongjuli Police Station in Goalpara District on February 9, reports Morung Express. The militant-brother duo were beaten to death by a mob on charge of terrorizing them by demanding extortion money, District Superintendent of Police (SP) Nitul Gogoi said. One of the slain militants Babul Momin was wanted by Police for indulging in anti-social activities and extortion demands, the SP said. Extortion demand letters and the Meghalaya-based PLFM letter pads were recovered from the slain militants.

Police arrested three hardcore Garo National Liberation Army (GNLA) militants, identified as Kancha, Hinen and Limbu, working under Rakkam, the ‘finance secretary’ of the outfit, from Siju Wathre under Nongalbibra Police Station in South Garo Hills District on February 11, reports The Shillong Times. The trio was involved in providing vital information about Police movements to GNLA besides collecting phone numbers of businessmen for extortion purpose, Police said. During interrogation, they revealed that GNLA used to pay them INR 3,000 for every successful abduction and extortion.

The arrested militant has revealed his connections with the facilitators and masterminds of May 13, 2015, the Safoora attack. According to investigative sources, Khan is a dentist by profession and he was delivering to the al Qaeda the extortion money, collected from various areas of the city. The Manipuri film industry shut down indefinitely on February 17 to protest against extortion threats by National Revolutionary Front of Manipur (NRFM) to the Film Forum Manipur, reports The Telegraph. "We have decided to suspend all Manipuri film-related activities after the National Revolutionary Front Manipur issued threats to us for not meeting its monetary demand. We will not resume our activities until the threat is withdrawn," the chairman of the Forum, L. Surjakanta, said. According to Surjakanta, the militant group first approached the Forum for "financial assistance" late last year (2015). In response, the Forum suspended all film activities from November 14, 2015. The Forum resumed work on December 28 after a public meet, attended by civil society and student organisations, appealed to the rebels to withdraw the threat. Surjakanta said the militants have not mentioned the exact amount to be paid, but continue to issue threats to the Forum. "Within days of resuming our activities, telephone calls came from the group, threatening us and warning us that no activities would be allowed until the group is paid. Our repeated appeals and pleas to withdraw the demand and threat went unheeded. After reviewing the situation and also in view of the rigid stance of the group, we have decided to suspend all activities indefinitely from today," Surjakanta said.

A cadreof the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), identified as ‘lieutenant’ Inato Ayee, was killed in an encounter with the Assam Rifles (AR) near Chumukedima village in Dimapur District on February 18, reports Morung Express. According to the AR sources, the 37 AR launched an operation “in the area of Paglapahar and Razephema” following receipt of information about “presence of NSCN-K cadres attempting to re-establish extortion network in Dimapur, Chumukedima and along NH- 29.” The cadre was killed in retaliatory fire after he shot at the AR troops, who were conducting search at the road leading from Rezephema towards Paglapahar Bridge, the AR stated. A cache of arms and ammunition, which included one 9mm pistol with ammunition, hand grenades and lathod rounds were recovered, the AR added.According to the AR, the slain cadre was recently appointed as “Tax Collection In charge of Zunheboto” and added that “he was probably dispatched to Chumukedima for re-establishment of extortion network in the area.” The AR further said that the deceased cadre had served as body guard of ‘brigadier’ Akaho Sema, who is now the finance secretary of NSCN-K.

The deceased has been identified as Satendra Mandal (26) of Pipradih village. According to reports about 15 to 20 armed Maoists raided his village and took him in the forest area of Chutte-Kharna, when Satendra was coming back on his motorcycle at home in the evening. The villagers saw his body with throat slit on Chutte-Kharna forest way, one kilometre from his house. The Police recovered “parchas” (leaflet/pamphlet) from the spot stating that Satendra, was ‘Police informer’ and collecting “chanda” (levy) in favor of original Maoists group. At a meeting of the Ceasefire Monitoring Group (CFMG), held in New Delhi, the Government raised the issue of extortion by the NSCN-IM in different parts of Nagaland and Manipur and asked it to stop such activity. The Lucknow meeting where targeting actors was discussed also saw a discussion on training locations, Rizwan allegedly revealed. Recently, many noted businessman, government officials and tea garden owners of the Jorhat District received extortion demand from the banned Independent faction of United Liberation Front of Asom (ULFA-I), reports The Sentinel. The amount demanded ranges from INR 5 to INR 50 lakh. Besides, the extremist organization has of late resorted to the use of mobile phones for extortion in a complete shift of method of serving demand note on a ULFA pad. Notably, the extortion demand is learnt to be undertaken by ULFA cadres namely Jibon Asom and Abhizeet Asom. There are numerous cases of fake threats served to ordinary people and most of the time, prompt police action has brought to the light the involvement of local crooks who pose as hardcore members of the organization. Though most of the businessmen are reported to have got the demand through phone calls, in other cases government officers and tea garden officers have been served demand letters.

According to source, NIA officials questioned State Government officials and added that some heads may roll soon. Millions of rupees have reportedly been diverted to the coffers of militant outfits despite the Centre's efforts to stop it. Militancy and corruption are believed to be one of the main reasons behind the backwardness of the State. Though the Centre has banned the illegal collection of "tax" by the militants, there are at least nine outfits operating in the State that are extorting taxes from the people.The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM)said it was the legitimate right of the group to collect tax from the people as they represented the voice of the Naga people. The Against Corruption and Unabated Taxation (ACAUT), a citizens' group, has come out strongly against taxation by militant groups and organised rallies throughout the State. Sources said the NIA was concerned about the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), which continues to collect lakhs of rupees even after abrogating the ceasefire last year (2015). A source also said NIA had questioned State Government officials over militants employed in government departments.

Sources said that three militants belonging to two factions of the NDFB came to the village on a collect their earlier demanded ransom of INR 1.5 lakh and INR 50,000 from Debnath. The militants stormed into the VCDC office room located near his residence, met Debnath there and asked him to cough up the ransom. When Debnath refused to pay the ransom, the militants attacked him with a sharp dagger. Hearing Debnath’s cries, some people who were working on the road the VCDC chairman’s office, chased the three NDFB militants and managed to nab two them, while the third fled, firing in the air. The people roughed up the two militants and the bike belonging to the latter was burnt down to ashes. Later, Police arrested the militants who were identified as Ratan Boro (26), and Bimal Rajbongshi (22).

During interrogation, they revealed that they were given specific tasks by Arun Dahotia of ULFA-I to carry out extortion and recruit new cadre to strengthen the banned outfit, the AR release claimed, adding they said the organisation was planning to abduct a local businessman for ransom. They also revealed the presence of an overground worker, Monto Sonowal of Duliajan Village in Assam.
