A Biplobi Communist Party (BCP) regional leader, identified as Shamsul alias Ali Robin (32), was killed at Kotchandpur bus stand in the Jhenidah District on February 2, reports Daily Star. Police sources said Shamsul had demanded an extortion amount of Taka 500,000 from a trader and asked him to come to Kotchandpur bus stand with the amount. Being informed by the trader, Police personnel attempted to arrest the extremist at the location. In the ensuing encounter, the extremist was killed. Police recovered two shutter guns, two bombs and three bullets from the encounter site. Police sources said Robin was wanted in 19 cases including five for murder.

The extremist’s literature and documents seized by central security agencies and State Police forces during their operations have revealed intricate details of "levy" extorted by groups which run in several hundred crores every year. The 'levy' is not only paid by the contractors working in the areas dominated by the extremists but also by the industrial houses including some of the nationally reputed ones, the officials said. Though the Communist Party of India-Maoist (CPI-Maoist) still remains the prominent Naxalite group in Jharkhand, there are other splinter groups which too have now started imposing 'levy' besides indulging in kidnapping, looting and narcotics trade, which results in around INR 3 billion as annual income from the State.

In protest against the abduction and demanding safe release of the drivers, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrated at Pheidinga on June 26. According to general secretary of the Association Angom Boby said that there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. "They mainly extort money from traders of 'tendu' leaves, iron ore mining firms, small and big contractors and transporters," he added. Tendu leaves, which are used to make bidis (leaf-rolled cigarettes), are one of the most important forest products of the Bastar region, which is considered a hub of the Maoist insurgency. Villagers, however, doused the fire which gutted fodder kept in two rooms of the house. "No one saw who set the house on fire. But we have reasons to suspect MCC's hand in the incident," Amiruddin said. He said that about 15 days ago, the Maoist Communist Centre had sent him a letter demanding a sum of INR 2 lakh and five SIM cards. Besides, the extremists also sought a monthly payment of INR 5000. He also received several threat calls from a number 9504097082. The caller even inquired about his son’s Naushad Hussain's arrival. He said that his son, who is in Army, had recently come home on leave. Amiruddin said that the caller had asked him to deposit the levy and the SIM cards in the village school. The victim, identified as Premchand, head of Paigampur panchayat, was killed outside his residence by a group of armed Maoist cadres at Dera Chowk in Minapur block, an unnamed Police officer said. The village head had been demanding security from the State Government fearing a threat to his life. He also had sought help from Chief Minister Nitish Kumar by appealing in the local dailies a few months ago. Earlier, Premchand's brother was killed by the Maoists who have been demanding levy from the rich people of Minapur.

In the State, contractors engaged in setting up a 33 KV Assam State Electricity Board (ASEB) sub-station at Sriram Sapori village in Majuli of Jorhat District, fled after receiving extortion notes from the United Liberation Front of Asom (ULFA), reports Sentinel. A source said that the ASEB had commissioned the setting up of two sub-stations – a 132 KV at Garmur and the other 33 KV one at Sriram Sapori under the Rajiv Gandhi Vidyutkaran Yojana scheme of the Government of India. The two sub-stations would benefit about 7,000 families living in 200 villages in both the places. However, work at the 33 KV sub-station is incomplete following a threat to contractors by the ULFA. The source said that the contractors fled for fear of their lives after receiving extortion notes signed by M. Deka Phukan and Bijoy Das belonging to the ‘28th Battalion’ of the ULFA.

Two militants, suspected to be from the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB), were killed in an encounter with a joint team of the Police and Army at Santipur Balichari village under Dhemaji Sadar Police Station in the Dhemaji District on August 2, according to Telegraph. The Additional Superintendent of Police of Dhemaji, R.K. Handique, said the encounter occurred around 10.30pm (IST) when the Security Forces (SFs) raided the village after receiving information that some NDFB cadres had taken shelter there, primarily to carry out extortion. One of the slain militants was identified as Dudu Doimari alias Mergang Basumatary. They were identified as Chandra Singh alias Sanjib alias Shankar, Inao Singh alias Raju Singh and Pranjit Singh. Inao Singh was reportedly a new recruit of the outfit. Police officials said three, working under ‘commander’ Chandra Singh, were involved in collecting ‘taxes’ at the rate of INR 10000 each in the name of the outfit from Manipur-bound trucks. So far they had collected INR 10000 each from more than 60 trucks. Chandra Singh confessed that he has been in charge of the Dimapur Town Command for the more than two months. The abductors had fled leaving Lama behind after seeing that the SFs were closing in. Lama was abducted on August 8 from Batasipara under Dhekiajuli Police Station where he had gone to supervise the construction of a bridge. Police on August 28 said two National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) linkmen, Joshua Ngobang and Samchang Wangsu, were arrested from a hotel in capital Itanagar on August 24, for trying to extort money from three politicians in Tirap District, according to Telegraph. Police reportedly arrested them after the Arunachal Pradesh Forest Minister Newlai Tingkhatra tipped it off about the NSCN-IM linkmen taking money from him on August 24. The duo also extorted money from a Legislator belonging to the Congress party, Kamthok Lowang, and another politician from the District, Anok Wangsa of the Naga People’s Front. Each of them was asked to pay INR 500, 000. A ‘sergeant major’ of the United Liberation Front of Asom (ULFA), Niren Sarma, was shot dead in an encounter with the Security Forces (SFs) at Bhaskarbari Chariali in the Dibrugarh District on August 31, reports Sentinel. One pistol, six rounds of ammunition and a mobile phone were recovered from his possession. According to Deputy Superintendent of Police (DSP) Surjit Singh Paneswar, Niren had served an extortion notice to a small tea grower, Dipak Gogoi, who lodged an FIR (first information report) to the Police. When several bids to collect the extortion amount of INR four hundred thousand were foiled, Sarma set a deadline on August 31 and threatened to kill Gogoi if he failed to pay the amount. The DSP said that the SF personnel laid a trap in the vicinity of Gogoi’s residence in the night. In the ensuing encounter which continued for more than 20 minutes, Niren Sarma died at the spot while other members of his group managed to escape.

The block development officers of Subdega and Balishankara got the threat September 2 by post. Two letters written with red ink in English, Oriya and Sadri (local tribal language) have threatened the officials to pay compensation within September 5 to families in the blocks which lost their members, properties and crop in elephant attacks since 2006, officials said on September 3. The Maoists demanded INR 300,000 to families who lost their members in pachyderm attacks, INR 200,000 for those whose houses were completely damaged and INR 50,000 for half damaged and INR 30,000 for partially damaged houses.

Krishna Rao, project manager of the Gayatri-East Coast Insulation, who was abducted by suspected NDFB militants on October 16, 2009 was released near Karigaon in the Kokrajhar District, reports Telegraph. Rao, originally from the Krishna District of Andhra Pradesh, was supervising work on the East-West corridor project at Joypur near Karigaon when he was abducted by five motorcycle-borne militants. Sources said Rao walked from the spot he was released along the National Highway 31C to his company office at Kajalgaon after his release. He was subsequently driven to an undisclosed location by company officials with Police security and was later said to have been taken to Guwahati. The abductors reportedly demanded INR 2O million in exchange of the abducted officer. It is not clear if ransom money was paid.

Purba Banglar Communist Party (PBCP) cadres kidnapped three persons and held them for ransom and having failed to realise the money they killed them and buried the bodies in a graveyard in Taragunia graveyard under Daulatpur sub-district in Kushtia District, reports Daily Star. The dead were identified as Mehedi Hasan Sohag, a third year student of Kushtia Islamia College, Jahangir Hossain, an employee of KARITAS in Dhaka and Rassel, a grocer of Jhenidah District. The dead bodies were recovered on December 1 following a confessional statement of Rokunuzzaman alias Manik, a top cadre of outlawed PBCP arrested on November 30. Police quoting the arrested cadre said that a gang led by Manik abducted Mehedi Hasan Sohag from Majampur area in Kushtia on November 1. They later demanded a ransom of BNR 3 million from Sohag's family. Police also added that the cadres killed the abductees in between November 15 and 20 as their families failed to pay the ransom and dumped the bodies at Taragunia graveyard.
