About 20 Maoists went to the village and abducted forest guard Sheo Bachan Lal, his driver and three others for refusing to pay extortion for launching a road work under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) project. Three Left Wing Extremists (LWE) of Jharkhand Sangharsh Janmukti Morcha (JSJM), a splinter group of CPI-Maoist were arrested from Mandru village under Oremanjhi Police Station in Ranchi District on February 10, reports Times of India. The arrestees were, identified as Naresh Mahato, Naresh Karmali and Basant Karmali. The Police also recovered two country made rifles, two country made pistols and 10 live bullets from their possession. All the three hail from Basal village under Ramgarh Police Station and had demanded extortion money from a contractor engaged in building of ring road near Pithoria and a firm MG Construction. Police also recovered some Maoist literature and hand written pamphlets of extortion and threats to contractors. On the basis of recent extortion threats given by the outfits to the contractors and firms engaged in road construction, Police tracked down the extremists.

The arrestees, Dhan Bahadur Thapa and Karun Thapa, claimed that they are affiliated with Samyukta Janabadi Morcha (SJM). Earlier, on April 13, organising a press conference in Tansen, Police had paraded five cadres of the armed outfit arrested in the similar crime. Likewise, five more SJM cadres — Khagendra K. Telegraph reports that dissident Garo Hills District Congress legislators on April 29 claimed to have received “threatening” text messages from Garo National Liberation Army (GNLA) militants, asking them why they did not support beleaguered chief minister Mukul Sangma. Frankenstein W. Momin, community and rural development minister and a dissident Congress legislator, said he had received threatening messages from people who claimed to be cadres of the nascent militant outfit. According to him, the phone number from which the text messages were sent was reportedly from Bangladesh and the language used was English. Apart from Momin, other legislators who have received similar text messages include Saleng Sangma, the legislator from Dalamgiri in West Garo Hills. In the past, the GNLA was alleged to have sent “text messages” to demand money from legislators cutting across party lines representing Garo hills. The Sangma Government, which completed a year in office on April 20, is under strain with dissidents trying to overthrow the chief minister and replacing him with former chief minister D.D. Lapang.

Sangai Express reports on May 10 that ‘commander-in-chief’ of Kangleipak Communist Party-Military Council (KCP-MC), identified as Nongthombam Anand alias Malemnganba (36), was arrested from Bangalore on May 5 following investigations into the seizure of 200 kilograms ephedirine worth INR 20 million from an alleged KCP-MC militant on April 1. He was working with one Robindro as a trade partner who was operating from Karnataka. A laptop, seven mobile phones, pen drives, internet broadband connection and documents, threat e-mails and extortion letters related to KCP-MC have been recovered. Anand was allegedly involved in hurling bombs into Imphal Raj Bhavan in 2008. In 2002, he was arrested in a criminal case and thus met with one Thokchom Nando, who motivated him to join his outfit KCP-Tabungba Group. Subsequently in 2009, Nando met him in the jail again and directed him to raise another faction in the name of KCP-Malemnganba. Anand allegedly used to get directions from Nando from Central Jail in Sajiwa from his mobile phone. Nando used to recruit cadre from jail and give the detainee's contact number to Anand. Nando also assigned him the task of getting protection money from mobile phone companies and tower operators. Anand also allegedly threatened some Members of Legislative Assembly (MLAs) warning them against contesting elections and also extorted money worth lakhs of rupees.

Office chief Mahendra BahadurBaniya said the bureau had returned after being told that the office could not fulfil their demand. Biren was allegedly part of a Maoist squad that had held up the Delhi-bound Rajdhani Express at Banstala in the District for more than three hours in October 2009. The Police recovered a pistol and ammunition from him. Nagaland Post reports that Security Forces (SFs) on September 19 arrested two militants on charges of extortion at Dimapur in two separate incidents. In the first incident, a person identified as one “major” Khehoto Yepthomi of Non Accordist group of Naga National Council (NNC-NA) was arrested while forcibly extorting money from some wayside vendors at Golaghat road. A sum of INR 500 and a copy of minutes of meeting held on September 9 between town command and civil commander NNC-NA along with one seal of town command NNC-NA, Dimapur, were seized from his possession. In another incident, SFs arrested one “assistant sectional officer” of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), identified as Aloto Shikhu (29), while he was extorting money from shopkeepers. A total of 30 armed Maoists escorted 15 villagers of Meral Tola, Aloobera and Pachuara villages to the house of Sonaram Hembram at Pachuara village on November 15 to kill Sister Valsa, where she was staying on rent. The Times of India adds that among those arrested is Ranjan Marandi, with known links to Maoists. "The Maoists are trying to make inroads into Pakur to extort money from a mining company. The rebels, however, did not use firearms to kill her. They let the villagers do that so that they could convey a message that even an influential person like Valsa could be killed if Maoists did not approve of that person," said Dumka inspector-general Arun Oraon.

Some 50 heavily-armed Maoists, the Police claimed, reached a makeshift workshop of a construction company which is engaged in construction of a bridge over Kiul River and abducted four labourers. The Maoists later went to another construction site where labourers were engaged in construction of a water tank of State Public Health Engineering Department (PHED) and abducted three of them. The Maoists took the labourers away to Garhi forest area at gun-point, the Police said. The labourers were kidnapped after the construction firm failed to meet their extortion demands, sources said.

The Minister said, “The cadres have been utilised in extensive propaganda against mega dams in Assam”. The Minister said that CPI-Maoist is trying to establish organisational bases in the Northeast. The Upper Assam Leading Committee (UALC) of the CPI-Maoist is currently operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortion from local villagers. The UALC has also engaged in recruitment and training of cadres for the outfit in Assam. “In this backdrop, Assam-Arunachal Pradesh has emerged as another theatre of Maoist activities,” Singh said, further adding that Government of India has alerted the State Governments concerned of the Northeast in this regard.
