Militants of National Liberation Front of Tripura (NLFT) have stepped up extortion activities in at least four Assembly constituencies - Kanchanpur, Chhawmanu, Raima Valley and Karbook - across Gomati, Dhalai and North Tripura Districts, reports The Telegraph on January 30. Sources in the Special Branch (Intelligence Wing) of the State Police said over the past week, three large NLFT militant groups, comprising 15 militants each and led by Malindra Reang, Bipan Koloi and Debasish Uchoi have been moving in the interior villages of the four constituencies distributing “tax” notices and threatening people with dire consequences unless they pay up.

Crime Investigation Department (CID, Operations Wing) Senior Superintendent of Police (SSP) Mohammed Fayyaz Khan said following a tip-off, his team raided a hideout in the Korangi Industrial Area and after a shoot-out arrested Imran alias Kami. During interrogation, Imran revealed that he was a member of the TTP. He and his associates were involved in the robbery at the Soneri Bank branch in Soldier Bazaar on December 13, 2011, in which they had walked away with PKR 5.2 million. They had also robbed PKR 6.8 million from the UBL Bank branch in Naval Colony. They had looted PKR 1.8 million from the Bank Al-Islami branch near Lasbela Chowk. Imran further disclosed that he was trained in Waziristan Agency of Federally Administered Tribal Areas (FATA) and also involved in attacks on military and intelligence personnel. The militant also sent another text message on May 13 reminding him to pay the amount by May 14 and after getting no response, the deadline was extended to May 18 through another text message sent on May 14. The legislator said that he has taken up the matter with Chief Minister Mukul Sangma and also informed the local Police station about the issue. The armed group is said to have served demand notes on coal mine owners throughout Nangalbibra region in the month of April and amounts ranging from INR 500000 to INR 10 million has been demanded by the outfit. The militants came to the quarry campus and pushed the labourers to one corner before opening fire on them from their automatic rifles resulting in the death of five workers and injury to many more. The full report on the attack and the number of casualties is expected only by May 21 (today) morning due to the remoteness of the region which has no proper vehicular road and mobile telecommunication network. Meanwhile, primary suspect remains the newly formed United Achik Liberation Army (UALA) headed by one Norrok X Momin. At least three passengers, including a 10 year old child, were killed and several others were wounded on August 5 when a bomb exploded in the Karachi-bound Shalimar Express that was coming from Lahore District in Punjab near Toba Tek Singh District, reports Daily Times. The Railways Minister Saad Rafique blamed the attack on the “extortion mafia”. He stated that the Shalimar Express operator had been receiving threatening telephone calls from extortionists. According to media reports unidentified militants had called the railways officials to demand PKR 50 million as extortion money. The extortionists had threatened to target trains if the extortion money was not paid. Security agencies started investigation and have traced the telephone number. The call was made from Afghanistan, officials said. However, there was no claim of responsibility for the blast.

One of the main leaders of the group that had abandoned the GNLA was arrested from Chandmari market with a female companion while proceeding to board a Winger Taxi to go out of the town. He was identified as Sengsan R Marak (21). Police seized an automatic pistol with a magazine and live ammunition, a wireless set, two mobile phones and GNLA demand notes from him. “He was a deputy area commander and he was planning to travel to link up with an arms dealer from Assam when we caught him,” said Mukesh Kr Singh, Superintendant of Police (SP), Tura. Based on his confession, a Police team raided Janga locality and arrested another cadre of the outfit identified as Senton K Marak (21). It was revealed that while the cadres were no longer under the command of the GNLA, yet, they continued to operate under the outfit’s name and were issuing demand notes and extorting money in its name.“They had planned to undertake a massive extortion drive in Tura by serving demand notes and with the money they received they were planning to purchase weapons,” said the Police chief.

The operation was carried out against gangster Zamin Shah Chandio, who was hiding in the settlements of Hussain Hazara Goth and Madho Goth near Safari Park in the Gulistan-e-Jauhar area of the Town. In retaliation the Police killed Zamin Chandio, along with his three accomplices Ilahi Bux Chachar, Ardillo and Sunbul Ahmed. According to Police details, Chandio had refused to pay bribe to the Gulistan-e-Jauhar Police Station and allegedly assaulted its Police Constable, Waseem. When the injured constable returned, the Police team went to raid the gangster’s hideout. However, the gangsters opened fire at the Police team killing Police officers. In retaliatory firing the gangster along with his accomplices was shot dead. Deputy Inspector General (DIG) Tahir Naveed, who was supervising the entire operation, criticised the Policemen occupying lower ranks in the Department. “Some black sheep of the Police Department were involved in giving permission to some criminals to run their illegal activities in the area,” he pointed out, adding that these Policemen had allowed gambling dens, land grabbing and extortions to take place under their patronage. “These same elements were involved in the Police encounter.” However, the leader of Jeay Sindh Tehreek (JST), an offshoot of Jeay Sindh Qaumi Mahaz (JSQM), Habib Jatoi admitted that the deceased were their party activists and the Police shot them dead in a fake encounter. The arrested men are identified as Anurag D Sangma (21), Salgrim M Sangma (23), Emron Sangma (32), Nepbin Marak (28) and Kagil R Marak (28). The Shillong Times reports that an official from East Garo Hills, on November 19, said that the newly-formed Achik National Liberation Central Army (ANLCA) dropped an extortion note of INR 1.5 million each at the residences of the Gramsevaks (village development officers) in Williamnagar in East Garo Hills District through the villagers last week setting a deadline of November 17. The militant group in the extortion notes had also warned the Gramsevaks that if the money was not paid by them, they will face the consequences.

A case has been registered against a Pakistan Tehreek-e-Insaf (PTI) leader in Bhakkar District for demanding protection money at gunpoint, Police said on November 23, reports The Express Tribune. Police said the complainant, Deputy Director Muhammad Khalid Hanif, an Audit Officer at the Bhakkar Town Municipal Authority had told them that PTI leader Abu Bakar Niazi had threatened him and demanded money at gun point. Hanif said Niazi visited his office on November 22, 2013 and asked that he be allowed to place advertising billboards in the District. Hanif said when he told him that he should get in touch with the District Officer and the Inspection Supervision Department, Niazi demanded that he be paid 20 per cent shares of all amounts he received. “He took out a gun and threatened that this would be our last meeting if I did not follow his instructions,” he said. District Police Officer (DPO) Sarfraz Falki said that First Information Report (FIR) has been registered against Niazi with the City Police. He said a Police team has been constituted to arrest the suspect. Nisar Hussain, the PTI District Action Committee Chairman said that the party would look into the case. He said Niazi would be sacked from the party if found guilty.
