Keonjhar Superintendent of Police, Ghanashyam Upadhyay said, “It seems they had earlier asked for some money from the supervisor. But he refused and they burnt the vehicles as an act of revenge.”

They have been collecting "donations" from vehicles plying along the Mechi highway stating that they need public support to organise their Party's mass meet in Biratnagar on February 18. According to the transportation workers, Maoists have been collecting money at Kabeli, Ranke and other places demanding NR 1000 each from the drivers of buses, trucks and other heavy vehicles and NR 500 from each taxi driver.

Shortly after the arrest, police produced both before a Gazipur court which placed them on a five-day remand. This is the first ever arrest of an former army officer turned politician since the interim government started a crackdown on corrupt high profile politicians, businessmen and professionals. The militants were allegedly trying to extort money from the leader. Meanwhile, the ULFA has reiterated that it would sit for talks even in Dispur within 48 hours of the Government of India declaring its willingness to talk on restoration of sovereignty of Assam, according to Assam Tribune. The ULFA, in its mouthpiece Shwadhinata, said that the peace process ended in a deadlock because of lack of sincerity on the part of the Government of India. The outfit alleged that though it showed sincerity for a negotiated settlement, the Government started imposing new conditions, which resulted in the process ending in a deadlock. The ULFA said that Ministers and officials of the Government of India started issuing derogatory statements, while the Army always opposed the peace process. Despite the heavy military presence in the peninsula, LTTE agents were believed to be carrying out the extortion from shop owners and civilians with family members residing overseas, warning at times of dire consequences if the demands for money were not met. The Sri Lanka Monitoring Mission (SLMM) said it had also received information of continued trends of extortion in Jaffna over the past few weeks, adding that the amount demanded was reportedly increasing frequently. In July 2007, the SLMM said it had received complaints of extortion with extortionists demanding up to Rupees 500,000 from shop owners and people with relatives abroad. Apart from threats posed by LTTE extortionists, civilians in Jaffna also continue to face fears of abductions and killings by the LTTE and other groups. The weekly SLMM security assessment report noted that it had enquired into the situation of civilians seeking protection in Jaffna this week and found that there were currently 193 surrendees in the Jaffna region, of which 174 males and two females were at the Jaffna prison while the remaining 17, consisting of four families have been accommodated at a children’s home in Vaddukoddai.

The outfit set a one-week deadline for traders and business houses to pay the ransom. According to security forces (SFs) engaged in counter-insurgency operations in Assam, the ULFA ‘commanders’ Hira Sarania or B. Dutta signed most of the extortion notes, which were delivered through messengers. Most of the business houses were, however, reluctant to report the incident to the police. "It created panic among them only after they started getting telephone calls from the ULFA rebels to pay the money in a week," an unnamed senior security official said. He said most of the calls came from western Assam districts or from the neighboring State of Meghalaya.

The report said that the National Democratic Front of Bodoland (NDBF) demands six per cent from all projects, which falls under Bodoland territory. Every truck passing thorough the Bengal-Assam border at the Sri Rampur Gate has to pay up INR 150. Each commercial taxi is charged INR 150 per month. The NDFB takes a two per cent cut from all salaried employees and charges INR 2-3 lakhs per annum from tea gardens. They also charge three per cent from the money meant for education projects like Sarva Shiksha Abhiyan 'Education for All' campaign. The report added that though the amount of money demanded by the militants is less, the target base has been increased. Meanwhile, admitting to the rise in extortion activities, the Assam Chief Minister Tarun Gogoi said, ''Yes the fact is that extortion is very much there but I don't know about increase.''

The LAEF, which is believed to have close links with the National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM), is involved in extorting money from coal mine owners in Nangalbibra and coal exporters in the Gasuapara area bordering Bangladesh. "Now, the LAEF is even serving extortion notes, ranging from INR 5,000 to INR 20,000 to government officials in the district," South Garo Hills District Superintendent of Police (SP) H. Toi said. He, however, informed that the police had managed to contain the militant activities with the arrest of a suspected LAEF militant Sukar Momin alias Sulu Ralo and two government employees – Bainstan Momin alias Bes and Tarius Sangma - alleged to be the LAEF's linkmen from Baghmara. Police also seized a locally-made revolver and extortion notes from Sukar Momin's possession, he added. He also disclosed, "The job of these linkmen was to serve extortion notes to the targets specified by the militants, collect the money and hand it over to the LAEF." Meanwhile, intelligence sources said the NSCN-IM had provided the LAEF with as many as 15 AK-47s, 25 automatic M20 pistols and three highly powerful Universal Machine Guns, besides over a hundred hand grenades to carry out their operations in Garo Hills.

The abducted persons were identified as Hussein Ahmed, Abdul Noor and Abdul Khaliq. They were campaigning for Abdul Khaliq Laskar alias Kuti, a Congress candidate for the Baldabaldi panchayat (local self government) president post.
