Srinu alias Vikram, who planned to extort INR 1000000 from businessmen in the Rangareddy district was arrested from Vanasthalipuram locality in the capital city of Hyderabad on January 4, reports The Hindu. Cyberabad Police Commissioner, S. Prabhakar Reddy, told that Srinu had earlier collected INR 10,000 from the businessman in Vanasthalipuram in December 2007. He approaches the same businessman again with a fresh demand for INR 1000000 but was caught by the police. The police also recovered an AK-47 rifle with 50 bullets from his possession.

On January 29, the United National Liberation Front (UNLF) captured two parsons, identified as Mayanglambam Suresh alias Lamphel alias George alias Oja and Hankhulan Haokip, for allegedly extorting ransom in the name of the outfit. Demand letters addressed to Churachandpur Shanting Taxi Association, LDA Director and Loktak Hydro Electric Power House and various blank demand letters were ‘recovered’ from their possession. A UNLF spokesman said that INR 5500 were already extorted from a family of Thangmeiband area and INR 10,000 from a saw mill at Mongsangei as ordered by one ‘advisor’ T. Kom and ‘finance secretary’ T. The security force (SF) personnel killed two militants, suspected to be either from the United Liberation Front of Asom (ULFA) or the National Democratic Front of Bodoland (NDBF), during an exchange of fire at Silikhaguri Sapori under Narayanpur police station in the North Lakhimpur district. An injured militant escaped with his AK-47 rifle, while a pistol with five rounds of ammunition and a revolver with four rounds were recovered from the slain militants, the sources said. In a separate encounter in the Karbi Anglong district, an NDFB militant was killed by the SF personnel. A group of three NDFB militants involved in extortion had gone to collect the money when SF personnel stopped them, but they managed to escape after opening fire. The SFs chased the militants and in an encounter at Panbari area under Diphu police station, killed one of them. However, the two others managed to escape. The SFs seized a .32 bore revolver and five cartridges, a hand grenade and a mobile set from the slain militant.

They included People's Revolutionary Party of Kangleipak's (PREPAK) 'lieutenant' K. Kanta Singh and member of the outfit’s finance department Achom Jagat Singh, and People's Liberation Army's (PLA) 'finance department member' M. Chittaranjan Singh. "Both the PREPAK members belong to its "Shanti" faction. They have recently rechristened their faction as the United People's Liberation of Kangleipak (UPLK) and Kanta Singh is one of its founder-members," STF sources said. Five other arrested cadres of the UPLK have been identified as Chirom Iboyaima Singh, L. C. Deben Singh, Soram Tomba Singh, Koijam Ibomcha Singh. According to police sources, the arrested militants were present at the auction of old vehicles of the Border Road Task Force (BRTF) deployed in Manipur, to extort bidders from Manipur. A cash amount of INR 1.5 million was also recovered from their possession. Additional Commissioner of Police Rajiv Kumar, who headed the STF, said, “A group of nearly 15 Manipuri militants had come to Kolkata in response to an open tender from the BRTF for auctioning old vehicles worth crores of rupees. The militants usually operate in two modules. The first actually participates in the bidding. The other waits on the sidelines for the bidding to finish and then extorts at least 20 per cent of the final bid amount from the bidders.” STF sources added that the militants were living mostly in Madhyamgram in North 24 Parganas near the Dum Dum Airport. Intelligence sources claimed that similar extortion modules existed in Shillong, where Assam Rifles auctions are held, New Delhi, where the Union Ministry of Home Affairs (MHA) deals relating to Manipur are finalised and Guwahati, the transit point to Manipur.

The arrested militant also told police that he had issued a similar demand note to another shop in the Hong Kong Market. According to police, the modus operandi of such extortion was to first issue demand note, followed by threats and finally abduction if the shopkeeper failed to pay.

The Colombo Criminal Division (CCD) arrested three extortionists on December 18 while they were attempting to extort SLR 500,000 from a businessman in Colombo in the guise of Liberation Tigers of Tamil Eelam (LTTE) militants. Senior Superintendent of Police (SSP), Ranjith Gunasekera, said the three extortionists had been threatening a businessman in Colombo and demanding a ransom of SLR two million claiming they were LTTE militants. "However, both parties entered into a deal and the businessman agreed to pay Rs. 500,000 of ransom to the extortionists. The Iboton Modern School at Wangoi in a press release said that somebody calling himself as Meiraba and claiming to be the Thoubal ‘division in-charge’ of the Military Council (MC) faction of the Kangleipak Communist Party (KCP) served a demand note of INR 200000 to the school through its ailing secretary Y. Megha Singh and the school warden, reports Imphal Free Press. The release added that militants in the evening of December 24 also collected INR 8,100 from the secretary and the warden, saying that was the percentage cut from the salaries of the teachers and staff of the school. They also collected seven mobile phone handsets belonging to the family of the secretary and teachers of the school. The unidentified militants asked the school authorities to be present whenever the group called them for ‘questioning’, saying they would be inspecting all schools in the State before the ensuing metric examinations, and would as a warning be ‘awarding capital punishment’ to some teachers. The school was also told to publicise the intent of the group in local dailies for a few days continuously on threats of dire consequences for non-compliance. Meanwhile, an unidentified caller claiming to be a cadre of the KCP-MC informed media persons that the matter had nothing with the outfit and it would be hunting down the imposters.

According to Telegraph, Police on December 28 arrested two National Democratic Front of Bodoland (NDFB) cadres, including a woman, who were allegedly involved in the October 30 serial bomb blasts in Assam. Superintendent of Police in the Goalpara District, Akhilesh Singh, said the duo was among six persons arrested on December 27 in connection with an extortion case from Soulmari of the same District. Singh said interrogation of the arrested persons led to the revelation that Aghai Basumatary, a ‘sergeant’, and Jayanti Brhama, a ‘sergeant majors’, were involved in the bomb blasts. “Aghai had actually assembled the bomb that was placed in Ganeshguri,” said Singh, adding that Jayanti was “indirectly” involved in the Kokrajhar and Barpeta Road bomb blasts. Aghai had confessed that the instructions to carry out the blasts had come from NDFB leader Ranjan Daimary with whom he was close, Singh said. Aghai told the Police that he was handed over the materials for making the bomb in Guwahati by another person. Aghai is an expert in handling explosives. Both Aghai and Jayanti had undergone training in Bangladesh and Bhutan, Singh added.
