The agitating United Democratic Madhesi Front (UDMF) on March 2 announced new protest programmes against what it calls discriminatory provisions of the Constitution, reports The Himalayan Times. According to a press release issued by the UDMF Secretariat, the front said that it would carry out an awareness programme in the Tarai from March 8 to March 14 which includes interaction and corner meetings across Madhes. The front also announced it would organize rallies in Kailali, Mahottari, Dhanusha, Siraha and Rupandehi Districts on March 18 to protest the Government crackdown against UDMF cadres in those Districts. On March 20, the front will burn a collective effigy of the erstwhile Constituent Assembly (CA) members who promulgated the Constitution.

Minister Sapkota was on a visit to Gaur town to monitor the ongoing conservation works done by Nepal Army around Barhawa Lake, which falls in the jurisdiction of President Chure Conservation Programme. Ram Niwas Yadav, District coordinator of UDMF, said “We have restricted the ministers or any other government officials from visiting the district. But, Sapkota’s visit sparked tension; so we protested.”

The Federal Alliance on April 20 prepared the programmes of protest hoping to intensify Kathmandu-centric agitation in next three weeks, reports The Himalayan Times. According to General Secretary of Sadbhawana Party (SP) Manish Kumar Suman, the alliance would brief the representatives of the diplomatic missions based in the capital about its 22-point common concept paper issued by the alliance on April 17. Suman also said that the alliance would hold rallies and mass meetings in all 75 Districts and would also ensure that similar protest programmes were organised in all Districts.

Leaders of the agitating United Democratic Madhesi Front (UDMF) on April 21 met with diplomats of various countries and informed them about the fresh protests they are planning to launch if their demands are not addressed by the Government immediately, reports Republica. During a meeting, leaders of the agitating UDMF met with ambassadors of over 20 countries and informed them about the protests they are all set to launch soon. “We informed them about the current political scenario of Nepal and about our fresh protests that will be launched soon,” said Mahindra Raya Yadav, chairman of Tarai Madhes Sadbhawana Party (TMSP).

The Himalayan Timesreported that the Federal Alliance in a press statement issued on April 22 announced its new phase of agitation to begin from April 27. According to the statement, the alliance would submit memorandum to the Government through all District administration offices on April 27. The alliance said that it would hoist black flags in all Government offices on April 29 and also organize mass and corner meetings in the District headquarters on May 1. The alliance would organize protest programmes in major cities of the country, including Biratnagar, Dhangadi, Panchthar, Pokhara, Butwal, Janakpur, Palpa, Ilam, Surkhet, Birtamod, Hetauda, Kavre, Dharan, Rajbiraj, Dang, Mahottari, Rautahat and Kanchanpur from May 3 to May 13. The alliance said it would continue its mass awareness campaign during the period. The alliance has set the slogan “Let’s go to Kathmandu, Let’s encircle Singh Durbar on May 14” to prepare the protesters to converge in Kathmandu. The alliance said it would intensify its stir in Kathmandu from May 14 raising the constitutional issues as well as the issues of governance, including problems faced by earthquake-affected people, black-marketing, corruption, bribery and shortage of essentials.

Federal Alliance began their Kathmanducentric protests on May 15 with the picketing of Singha Durbar as an initial phase, reports Republica. Starting from 9 a.m., protestors from 29 Madhesi and Janjati parties gathered in the Singh Durbar area, the center of the country's administration. This was followed by rallies with placards, banners and flags that began from various locations in Kathmandu. The protestors chanted slogans against the Government leadership and urged fulfillment of the 26point demand they submitted to the Government. They emphasized the redrawing of provincial boundaries and amending of fsome provisions of the Constitution, among other things. A brief scuffle occurred after the protestors tried to cross into the restricted zone.

Federal Alliance has started a relay hunger strike at Tundikhel Khulamanch in Kathmandu from June 7, reports Republica. "Rights of the marginalized are not guaranteed in the Constitution and our protest will continue until the Constitution is rewritten to ensure these rights to all communities and all people," stated a press release issued by Parshu Ram Tamang, spokesperson of the Alliance. Speaking to reporters, Chairman of the Alliance Upendra Yadav said "We want to unite the country and this protest is for such uniting, but the government is turning racist and planting the seeds of disintegration. The new Constitution is regressive as it has not provided the marginalized communities even the rights provided by the Interim Constitution."Meanwhile, Prime Minister KP Sharma Oli on June 7 said that consensus Government could be under my leadership, reports The Himalayan Times. He said “Everyone realizes there is a need of consensus government. So talks with other political parties are on to turn the present government under my leadership into a national consensus government. We drafted the constitution after a long time and it has now entered the phase of implementation. According to Nepal Police, over 295 Maoist cadres from various districts, including 213 cadres from Kathmandu Valley alone, were arrested since early morning. Of them, 28 were female protestors. “We made the arrests while the protesters tried to forcefully shut down businesses. A clash erupted between the cadres of United Democratic Madhesi Front (UDMF) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) in front of District Development Committee (DDC) in Gaur in Rautahat District on November 15, reports My Republica. The clash ensued after UDMF leaders started protesting against the visit by CPN-UML senior leader and former Prime Minister (PM) Madhav Kumar Nepal. A team of CPN-UML leaders including Nepal had reached DDC to participate in a meeting of the Constituency Infrastructure Development Program. UDMF leaders then started sloganeering against Nepal and other CPN-UML leaders. The clash erupted after CPN-UML cadres resorted to a counter sloganeering. Media reports have suggested that the Government is preparing to file the amendment proposal at the parliament to merge Arghakhanchi, Gulmi and Palpa to Province No 4 and Pyuthan and Rolpa to Province No 6. Arghakhanchi locals have warned of staging a stern protest if the Government divides the province. Speakers at an interaction organized in the District on November 22, warned of staging a nation-wide protest if Government fails to address their demand. Speaking at the interaction, Nepali Congress (NC) District President Bishnu Khanal denounced the proposal of separating the province. “We are in a constant touch with the party’s leadership on the issue. We will resort to protest if the province is divided.” Likewise, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) District Chairman Chetnarayan Acharya said that his party has been expressing its disagreement to constitution amendment. “Amending the constitution by following the direction from foreign powers will weaken the sovereignty,” he said. Speaking at the first central committee meeting of the RPP following the merger between Rastriya Prajatantra Party-Nepal (RPP-N) and RPP on November 23, party central committee members representing Madhes also opposed the idea, said party leaders. RPP leaders Mohan Yadav and Ram Prasad Sah were among Madhesi leaders opposing top posts for naturalized citizens. They have said that the idea of amending the Constitution to allow top posts for naturalized citizens was never a demand of Madhes. “Most of the party central committee members speaking at the meeting have sought the party's position on constitutional amendment issues. They have also reiterated not to amendment the Constitution to allow naturalized citizens into the top posts” said party leader Kiran Giri. Most of the 54 leaders speaking at the meeting also suggested to the party leadership to stake out the party's stance for a Hindu state if the party had to vote on the amendment proposal.

The Government registered a bill that proposes shifting some Districts from Province 5 to Province 4 and making changes to the provisions relating to citizenship, language of official business and representation in the National Assembly. The Government however is yet to table the bill in the House meeting for deliberations. Speaker Onsari Gharti couldn't introduce any agenda items in the House meeting as no sooner she announced the commencement of the meeting than CPN-UML lawmakers stood up from their seats. CPN-UML leader Bamdev Gautam addressed the parliament to obstruct the House proceedings to stop the bill from getting endorsed. "The government has flouted the constitution while bringing this amendment bill in parliament. This bill shouldn't have been brought here because this transitional parliament has no right to make changes to provincial boundaries," said Gautam. "The prime minister either doesn't understand the constitution or has deliberately flouted it." Gautam claimed that the proposal to change the provincial boundaries was brought against the wish of the people from that province and to "please someone else". "We decided to adopt federalism in a model under which people from the Tarai, hills and the mountains stay together," he said. "But the bill has come as a plot to separate the three regions and create conflict between them." Three small parties -- CPN (ML), Nepal Workers and Peasants Party and Rastriya Janamorcha - have also stood against the bill.Meanwhile, the CPN-UML Central Secretariat meeting on December 1, concluded that the Constitution amendment bill that the Government had moved in the Parliament was anti-national, reports The Himalayan Times. According to the party’s press release, the meeting demanded that the Government immediately withdraw the bill, which had been registered in violation of the Constitution and had created division among the people. The party expressed support for the agitation launched by the people of Province 5 and urged all to expand and intensify the current agitation to the entire nation. A meeting of the party's central executive committee, on December 5, concluded that some of the provisions of the bill are against national interest. "The changes made in the provincial delineation are mostly against national interest. Likewise, the proposed provision on language of official business is also equally objectionable," said Rajaram Shrestha, a member of the party's central executive committee.Along with the argument, RPP, whose partnership is crucial for the ruling coalition to garner two-thirds majority in favor of the bill, asked the Government to put the bill on hold for now saying that the people from Province 5 are protesting against it and even the Madhes-based political parties are dissatisfied with the bill.The party has asked the Government to initiate fresh discussions within the parties in parliament and create an environment for developing new understanding and consensus among the political forces.Meanwhile, the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has decided to intensify the ongoing agitation against the Constitution amendment bill registered by the Government at the Legislature-Parliament, reports My Republica.
