The nationwide general strike called by the seven political parties against the municipal elections and the Government’s suppression of a joint rally on January 20 passed off peacefully except for sporadic incidents of violence in some parts of the country. Police resorted to firing in Pokhara to disperse demonstrators, leaving a protestor injured at Prithvi Chowk. In Kathmandu, student protesters damaged two taxis and five buses of the Nepal Yatayat in different places of the Valley. In Tanahun, the demonstrators and police clashed all day long at Prashasan Chowk in front of the EC office. Up to 50 arrests were made in Birgunj, 30 in Nepalgunj, 20 in Dhangadhi, 19 in Dipayal, 13 in Chitwan and four in Nuwakot.

On March 19, representatives of the seven political parties and Maoists announced an agreement to launch a fresh agitation on April 6 against King Gyanendra. Both the sides made public the Memorandum of Understanding (MoU) through separate statements. The agitation programme starting on April 6 includes a four-day general strike and civil disobedience movement, besides a large public rally in the capital Kathmandu on April 8. While the parties demanded restoration of the dissolved parliament (through people’s movement), formation of a powerful all-party Government, peace talks with the rebels and a new Constitution through elections to the Constituent Assembly, the Maoists demanded a national political conference of all democratic forces, formation of an interim Government and elections to the constituent assembly. Dubbing this only as a "procedural difference", the seven-party alliance said, "The agitating seven political parties and the CPN Maoists have also reached an understanding to resolve this procedural difference through ongoing dialogues aimed at reaching a common understanding. They also accept the fact that people’s movement is the only way for achieving the common goal."

A day earlier, hundreds of political leaders and activists, students and professionals were arrested. According to the CPN (UML), dozens of party leaders were arrested early in the morning while plainclothes police personnel searched the residences of several other leaders. Similarly, hundreds of protesting students were detained from various campuses in the capital Kathmandu. Dozens of professionals, including journalists and lawyers, were also arrested from separate rallies organised in Kathmandu.

Nepal News reports that over 400 pro-democracy protesters and journalists were arrested in Kathmandu while dozens of others were injured on the first day of the four-day nationwide general strike called by the seven-party alliance (SPA) on April 6. Violent protests were reported from the Kalanki, Naya Baneshwor, Chabahil and Kirtipur areas where the protesters set ablaze tyres on the streets while the police baton-charged and fired several rounds of tear gas shells to disrupt the protests. Other reports added that marketplaces, industries, schools and colleges remained closed in the capital and no vehicles, except for the diplomatic and UN vehicles, plied throughout the day. The Home Ministry, meanwhile, said that 167 persons were arrested while defying the prohibitory orders effective within the Ring Road area in Kathmandu and Lalitpur.

Protests continued on the second day of the four-day nationwide strike against King Gyanendra being organised by the seven-party alliance. The district post office in Lalitpur was reportedly set ablaze and students at the Tribhuvan University in Kirtipur ransacked the Dean’s office and briefly held several officers hostage. Public transport, shops and schools across the country were reportedly shut. Presidents of Government and corporation employees’ unions said they have extended support to the movement to safeguard their professional and trade union rights. They said employees of the Nepal Electricity Authority, various corporations and banking sectors stopped work on April 7 to express solidarity with the movement. A number of protestors were arrested in Jumla, Morang, Pokhara, Lamjung, Hetauda, Chitwan, Lahan, Kalaiya, Baglung, Charikot, Dipayal and Butwal. Normal life was also reportedly affected in the Surkhet, Rautahat, Gorkha and Tanahun districts.

However, the cease-fire code of conduct monitoring national committee team, after an on-the-spot observation, said 33 vehicles brought to a company of the Nepal Army in Dhading’s Gajuri carried no weapons. Member of the monitoring committee, Tara Nath Dahal, said no arms were spotted in those vehicles and added some spent bullet shells were found in one old truck. Earlier, the Nepal Army had said that the transport vehicles which arrived in Gajuri barracks were meant for peacekeeping troops. Among the injured Maoists are area committee member Indal Mahato, Sabitri Devi of the party’s women’s cell, Sanjay Thakur, Santosh Yadav, Rahul and Kishori Mandal, said the Maoists’ district secretary, Suman, adding the security personnel started baton-charging the Maoists who were heading to the camp to stage a peaceful demonstration against the security personnel’s misbehaviour. However, a police official, Lok Bahadur Budhathoki, said the problem started after the motorcycle of a Maoist was stopped for speeding and who also failed to produce a valid driving licence. Witnesses, however, say that police lathi-charged the Maoists after around 100 of them chanted slogans threw stones and started ransacking the police office. Following the incident, the Maoists gheraoed the Gaushala police office and staged a sit-in protest.

Calling the Government’s move as a violation of the agreement reached between the two sides, around 1,900 People’s Liberation Army personnel from Biratnagar, around 2,500 from Dahaban in the Rolpa district, around 6,000 armed People’s Liberation Army men from Surkhet, around 3,000 of them from the seventh main camp at Taalband and other sub-camps came out of the camps with weapons for demonstration. Himalayan Times added that the People’s Liberation Army personnel are staying with the locals and are unlikely to return unless the Government rolls back its move to appoint the envoys.
