According to police sources, 16 civilians, seven APF personnel and three YCL cadres were wounded. YCL cadres along with freed Kamaiyas (bonded labourers) and landless squatters have demanded that the APF should vacate the building of the Cotton Development Farm at Sanoshree as they are not required there. The clash erupted after the police tried to open a road blocked by the protesters.

The clash occurred after the Police set free a former Maoist insurgent, Bhagirath Neupane, who was detained by YCL cadres on May 3 for his alleged involvement in corruption and spying on Maoists. The YCL cadres alleged that Neupane was involved in major financial irregularities while he was coordinator of the Maoist Intellectual Organisation in Morang and was responsible for the death of three Maoists by spying for the army.

Moriarty at Damak in the Jhapa district where he went to inform refugees about the resettlement programme on May 25, Nepal News reports. The attack caused minor damage to the vehicles accompanying Moriarty. However, no one was injured in the incident. The YCL cadres also waved black flags and shouted anti-US slogans. 20 people were injured in a clash between the Maoist-affiliated Young Communist League (YCL) and students belonging to All Nepal National Free Students Union (ANNFSU) affiliated with the Rastriya Janamorcha (RJM) at Barmeli Tole in Bhairahawa district on May 28, Kantipuronline reports. Seventeen students from the ANNFSU including central committee chairman of the student wing Rajendra Dhungana and three YCL cadres were reportedly injured in the clash. The clash started after the YCL cadres attacked the Mechi-Mahakali Students' Bicycle Trip (MMSBT) organised by the ANNFSU. The YCL cadres were irked by the slogan "stop YCL terror" which was written by the members of the ANNFSU. The YCL cadres damaged the bicycles and seized posters, pamphlets and other materials of the ANNFSU. Himalayan Times adds that one MMSBT member Pushkar Sapkota alleged that YCL cadres looted NR 19,000, 25 mobile phone sets and 73 bicycles from the students.

The Chief District Officer, Narendra Dahal, confirmed the deaths of five civilians. Unidentified armed mobs resorting to violence by attacking ordinary people and vandalizing and torching houses and shops at Chandrauta, Birpur, Krishnanagar, district headquarters Taulihawa, Ganeshnagar, Lalpur, Bishanpur and many other places. The local inhabitants, whose houses and property were damaged by berserk groups, resorted to retaliation. The Traffic Police Official informed that 85 vehicles were torched in the arson, including a considerable number of private vehicles. According to Police Inspector Kamal Nepal, over 150 persons were injured in the violence, and the condition of over a dozen is critical.

And between September 29 and October 3, the Maoists plan to 'expose' the corrupt people and those named as guilty in the report by Rayamajhi Commission. On September 30, the Maoists also plan to gherao (lay siege) all the District Administration Offices across the country. They have also announced general strike from October 4 to 6. This strike coincides with Election Commission's schedule whereby nominations of candidates will have to be filed on October 5. Meanwhile, secretaries of over 3,000 Village Development Committees (VDC) across the country have decided to hold nation-wide strikes to protest against the government’s indifference towards protecting them from atrocities by the armed groups in the Terai region, Himalayan Times reports. In a press conference in Kathmandu on December 2, chairman of the VDC Rights Protection Centre, Bhuwani Prasad Ghimire, said that, “We have decided to launch strong phase-wise protests in all VDC offices across the country from December 9.” The VRPC has announced closure of VDC offices on every Sunday from December 9 to December 30 and on Sunday and Monday in January, and from February onwards the secretaries would work and live in the district headquarters and later even stop working and even resign en masse. Ghimire also informed that, altogether 489 secretaries of different VDCs in Bara, Parsa, Rautahat, Saptari and Sarlahi districts have tendered their resignations until now, adding that, “We will go for more aggressive protest programmes if the government ignores our demands.”

The groups, including a faction of the Madheshi People’s Rights Forum (MPRF) led by Bhagya Nath Gupta, announced on December 6 the formation of a front called "Broader Madheshi Rastriya Morcha". Gupta said that the front was formed as the scattered agitation was not yielding desired results in the Terai. He also claimed that other groups in the region, including the Joint Tharu National Front, the Limbuwan and Khumbhuwan groups, would also join the front.
