According to Nepal News, the Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) launched its protest movement from August 7 as its ultimatum to the Government to address the issue of civilian supremacy vis-à-vis the President's move reinstating the dismissed Chief of Army Staff (CoAS), General Rookmangud Katawal, expired. As part of its protest movement, the Maoists obstructed the day’s parliamentary proceedings saying the 22-party ruling coalition ignored the issues it has raised. Speaking at the start of the House sitting, Deputy Leader of the Unified CPN-Maoist in the Parliament, Narayan Kaji Shrestha, said his party was forced to declare a stir as the ruling coalition had failed to fulfill its commitment to address those issues within one month. He said the party would wage the protest movement in Parliament and the streets and that it could well turn into the 'third people's movement'.

The declaration comes two days after the party declared Kochila and Limbuwan autonomous States in eastern Nepal. The Maoists declared five Districts in western Terai as Tharuwan autonomous State amidst a huge gathering of party cadres and supporters in Nepalgunj of Banke District. Maoist party secretary C.P Gajurel was among the senior party members who addressed the programme. The Tharu ethnic community forms the majority in the region. Similarly, the Maoists also declared Seti-Mahakali autonomous State - which comprises hilly Districts of far-west - in Dhangadi of Kailali District. Maoist leader Lilamani Pokharel addressed the function attended by large number of Maoist activists and supporters.

Kantipuronline reports that at least 22 activists of Tarun Dal, youth wing of the Nepali Congress party, were injured when the unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) cadres attacked them at Harmatari Chowk in Gorkha District in the night December 23. The injured activists included Tarun Dal’s general secretary Krishna Parajuli. The Maoist cadres attacked the microbus in which the Tarun Dal activists were riding on the way for Gorkha from the capital at Harmatari Chowk. The vehicle was totally damaged. "Maoist cadres pelted stones and vandalised the microbus, the police rescued us when they tried to torch the vehicle keeping us inside ", Parajuli said. The Tarun Dal cadres were due to call District shut down on December 24 (today) protesting against the Maoists attack on Gorkha Tarun Dal secretary Dhruba Pant on December 22. The party has been preparing to stage a sit-in at the District administration office for an hour and vehicular strike. The Maoists said that they attacked the Tarun Dal activists as they were coming to the District to create chaos.
