The newly launched Terai-Madhesh Democratic Party submitted an 11-point demand to Prime Minister Girija Prasad Koirala on January 3. The demands put forth by the party include constitutional guarantee of autonomy with right to self determination for Terai-Madhesh region; declaring 42 people killed during last year's Madhesh agitation as martyrs; providing relief and compensation to injured; formation of a new independent commission to probe alleged atrocities during Madhesh agitation; recruitment of Madheshi people in Nepali Army proportional to their population; and allocation of budget based on population, among others. The party asked the government to fulfil the demands within two weeks or face protest agitation.

On January 4, Maoist aligned Young Communist League (YCL) cadres assaulted local traders in Khodpe Bazaar of Baitadi district for organising a vehicle strike in protest against the YCL atrocities. Quoting local police officials, Nepal News reports that the YCL cadres barged into the houses of businessmen and assaulted them. On January 5, the YCL cadres assaulted few more businessmen who were organising a protest against these attacks. Marketplaces and vehicular transport remained closed in Khodpe Bazaar from early morning. Few hours before the Khodpe Bazaar incident, Maoist chairman Prachanda had said that he had already asked the YCL ranks to stop violent activities.

They set ablaze to two Indian vehicles - one truck and a jeep – in the Jhapa district and an Indian truck at Biratnagar in the Morang district. Nepal News adds that marketplaces, educational institutions and industries remain largely closed and vehicular transport came to a halt in Siraha, Saptari, Bara, Parsa, Mahottari, Rautahat and Dhanusha districts. The clash ensued after the protesters staged demonstration outside Jaleshwor Stadium where Nepali Congress senior leader Sher Bahadur Deuba was addressing workers’ meeting. Protestors vandalised two vehicles ferrying the Nepali Congress cadres and also damaged nearby shops. Later, Nepali Congress district secretary, Bajranga Nepali, said four of their activists were injured when protestors attacked them at Jaleshwor while they were returning from the meeting in the evening.

In Rautahat district, five policemen and 35 UMDF supporters were injured in the clash. Rautahat Deputy Superintendent of Police, Ramesh Shrestha, said police resorted to baton-charge after agitators pelted stones towards them, adding that, police did not beat up innocent civilians. Four persons were injured at Janakpur in the Dhanusha district when clashes ensued between agitators and police at the Bhanu Chowk, municipality office, Shiva Chowk and the Mills area. Agitators also set ablaze the Election Commission office at Kalaiya of Bara district. One policeman and three UMDF cadres sustained burn injuries while three cadres were hurt in police action.

One person was killed in police firing in the Nawalparasi district on the 14th day of the indefinite strike called by the United Democratic Madhesi Front (UDMF), Kantipuronline reports. The victim was identified as Jagadesh Pashwan of Badahada, Bubailia-3. The police opened fire shortly after the irate agitators burnt down police posts in Gaurahiya and Bishnubura, the police personnel deployed there had earlier evacuated the posts in fear of attack. The Nawalparasi district administration had imposed indefinite curfew in the district headquarters Parasi. Earlier, the police on March 25 freed two trucks which the Maoists had ‘seized’ on March 24-night from Butwal’s Jogikuti suspecting that weapons were being imported from India by the APF. The clash occurred when police escorted the trucks to Bardhghat-based Bindhyabaisni battalion of the APF. The Maoists also called a bandh (strike) in Rupandehi, Kapilvastu and Nawalparasi till 5pm to protest the "import of weapons". The injured persons include central member of the Nepal Student Union Rakesh Khatri, who is also working with local Routa Construction Company, Maoist supporter Nirmal Regmi, and Police Head Constable Prameshwor Yadav. The tenders which should have been registered in Lahan of the Siraha district had been transferred to Udaypur due to Maoist pressure. According to Ramesh Rai, Kathmandu-based construction entrepreneur, the Maoists have been turning back all constructors other than Maoist supporters from the DAO. "Their plan is to allow only pro-Maoists to register tender applications," he said. Amar Bahadur Khatri, a pioneer construction entrepreneur in the district, complained that local constructors were not allowed to register tenders.

After stopping the Dabur-sponsored annual beauty pageant a few weeks ago, the Maoists-affiliated All Nepal Trade Union Federation Revolutionary on September 1 forced shut, indefinitely, Dabur’s main factory in Bara district, 250 kilometres south of Kathmandu. The union is demanding 10 per cent bonus for the workers and other benefits. The closure has reportedly jeopardised employment of over 700 people. Addressing a meeting in Kathmandu, senior Maoist leader Khim Lal Devkota on September 2 said: “It is futile to talk about industrial security until the workers’ rights and welfare are guaranteed.”
