Prime Minister Baburam Bhattarai said on January 9 that there is no alternative to CA elections to bail the country out from grave political and constitutional crisis, reports The Himalayan Times. Addressing the 38th Convocation Day of Tribhuvan University in Dasharath stadium, Kathmandu, he said that the country is passing through a critical juncture due to the dissolution of CA which had a great cascading effect in the country. He further said that the formation of the national unity Government through package deal is the only option to give a way out to the current political and constitutional hassles.

The general convention of the newly formed CPN-Maoist-Baidya party kicked off in the Kathmandu on January 9, reports Myrepublica.com. This is the party´s first general convention following its split from the UCPN-M in June 2012, the 7th in the history of the party and its mother party, and the first in 21 years. Altogether 1,200 representatives, 400 observers, 300 volunteers and 100 cultural artists are participating in the convention. The five-day convention will conclude on January 13. Representatives of fraternal communist parties from 11 countries including USA, India, Turkey and Canada, who were also present, expressed their good wishes and solidarity. Addressing the opening session of the 7th General Convention at Khula Manch, Chairman Mohan Baidya declared that fresh constituent assembly (CA) elections were not possible in the present context and blamed the major parties for the existing political scenario.

At a programme organised by the Reporters Club in Kathmandu, Nepali Congress (NC) leader Ram Sharan Mahat blaming the incumbent Government of embezzling money from state coffers, claimed that Unified Communist Party of Nepal-Maoist (UCPN-M) has transformed corruption into a respectable act. Similarly, leader of Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Raghubir Mahaseth blamed the UCPN-M leaders of benefitting by collapsing the nation’s economy. “Maoist has continued donation threat in the name of its General Convention. Business entrepreneurs are hit hard by the donation threats,” said Mahaseth.

He said, "Nobody can prevent the country from going to election by then even if the NC and CPN-UML are not ready for it, claiming that the UCPN-M represents 95 percent of the country's population as far as the political agendas are concerned.” Speaking at the same function, Prime Minister Baburam Bhattarai accused the main opposition parties of not willing to face election. Addressing the closed session of the ongoing seventh general convention of Unified Communist Party of Nepal-Maoist (UCPN-M) in Hetauda town in Makwanpur District, Prime Minister Baburam Bhattarai, on February 6, told his party´s rank and file that it had become necessary for the party to stay in Government for the next 20-30 years. Bhattarai also sought support from the party organization to formulate party policy and programs accordingly. He said he would not step down any time soon without finding a suitable alternative. “We would have been in a serious trouble had we not been in the government. We would have landed in the International Criminal Court had we not been in the government,” said Bhattarai.

Speaking at an interaction in Kathmandu, Poudel also floated an idea that the Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), two major parties in opposition, could be offered major ministerial portfolios, including home, finance, defense and general administration, in the Bhattarai-led coalition if the parties could not agree on the Chief Justice-led election Government.

Separately, the Nepal Bar Association (NBA) on March 14 said that a sheer attack on independent judiciary by Chief Justice Khil Raj Regmi by heading an election government has left a black spot in Nepal's six decade-long judicial history, reports The Himalayan Times. The NBA also expressed displeasure to the negligence of the President as a patron of the Interim Constitution of Nepal saying that the President did not take any steps to prevent the unconstitutional move of the political parties and the Chief Justice. The NBA has also urged the legal practitioners and other professional organizations to condemn such antidemocratic move. Likewise, the Supreme Court Bar Association has also condemned the appointment of the Chief Justice to the post of the Prime Minister.

During his four day visit, Feltman will meet senior officials of the Government and political parties, and representatives of the diplomatic corps and civil society to discuss the peace process. “Secretary General Ban Ki-moon has asked me to come to Nepal and talk to Nepali officials, representatives of political leaders about the election and way forward. NC President Sushil Koirala at a press conference organized by Press Union Chitwan Chapter in Chitwan District on November 24 said that a coalition Government would be formed based on consensus among the political parties, reports The Himalayan Times. He said 'There is no space for arrogance based on the poll result. Constitution will not be promulgated without consensus among the parties.' The country is in a very weak condition, he said, adding that all should come together to bail the country out of crisis and move to a path of progress.

In another incident, a senior leader of poll-opposing CPN-Maoist party speaking at an interaction organized by Reporters Club in Kathmandu on November 26 said that his party is ready to participate in the yet to be formed CA despite having boycotted the recent election for the same, reports Nepal News. Separately, the Nepali Congress (NC) at a meeting of the party office bearers and central members available in Kathmandu on November 27 said it would claim its leadership of the Government for being the largest party through the recent vote, reports Nepal News. The discussion was held at the residence of the party President Sushil Koirala. Following the meeting, central member Dr Ram Sharan Mahat said the party has stressed on forming a consensus Government under its leadership, as it emerged the largest party. Consensus would be prioritized for the formation of Government and if fails, efforts would be made as per the constitutional provision.
