Addressing a mass meeting on January 13, Prime Minister and chairman of Communist Party of Nepal-Maoist (CPN-Maoist) Prachanda warned of a 'people's revolt' if the current Maoist-led Government is forced to quit, reports Nepal News. "This government is not a repetition of past ones. If it is overthrown our party will spearhead a people's revolt from the next day and capture power… Nothing in the world will stop us," he said. The meeting was organised in Kathmandu to make the formal announcement of unification between the CPN-Maoist and Communist Party of Nepal-Unity Centre (Masal). Prachanda heads the united party which has been named as Unified CPN-Maoist. The party will have a 175-member central committee that includes 38 members from the Unity Centre (Masal).

According to Government spokesperson and Minister for Information and Communication Krishna Bahadur Mahara, the commission will include representatives from all parties in the Government. Sita Thebe was nominated as a representative of women in the commission but other members are yet to be named. However, a senior leader of the main opposition Nepali Congress (NC), Ram Chandra Poudel, while addressing a programme in Bhaktapur on April 17 said the Government made a big mistake by 'unilaterally' constituting such an important commission. "The Government has formed the commission without consulting Nepali Congress. This is not acceptable," Poudel said.

Prime Minister (PM) and Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) Chairman Prachanda said that he will take action against the Chief of Army Staff (CoAS) General Rookmangud Katawal by forging consensus with all major political parties, according to Kantipuronline. "There is no alternative to consensus and I am committed to sack him. Let's not say it now, what will happen if he defied," he said. Talking to journalists after the inauguration of the third phase of BP highway at Baradanda in Khurkot, Sindhuli District, PM Prachanda said the discussions are being held to forge consensus with the parties for action against the CoAS. He also expressed confidence that the parties would reach a common agreement.

In a video telecast by Kathmandu-based Image Channel in the afternoon of May 3, the Maoist chairman Prachanda is seen telling Peoples’ Liberation Army (PLA) combatants in a meeting at Shaktikhor located cantonment in Chitwan how the party swindled all into believing that the number of PLA was 35,000 when it was actually not more than 8,000, ultimately leading to the increase in PLA's strength rather than its reduction as has been assumed. Prachanda is seen further justifying the inflated figure in the video which the channel claimed was from January 2, 2008 when the Maoists were an important constituent of the Girija Prasad Koirala led interim Government. He said that apart from the PLA, which he said is now already a "regular army", the party has also formed Young Communist League (YCL) comprising thousands of youths despite various difficulties and "who now add to our strength". The Maoist chairman also revealed that a significant share of the money that will go to "our martyrs" in villages throughout the country and the PLA in cantonments will be used by the party to prepare for revolt and ultimately capture the state. "You all know that if we have enough money in our hands we can prepare a good battle plan. So, the party needs a good amount of money for the revolt," he said. He further said that though the party may appear to have again reached a compromise (with the state and political parties), "but if you look deeply then you will know how seriously the party is preparing for the ultimate revolt". Claiming that PLA combatants are "politically aware", he said even a small number of their entry into the Nepalese Army is enough to establish a complete Maoist control over the Army. This was why Chief of Army Staff Rookmangud Katawal was against our soldiers’ entry into the Army, he said. Prachanda said his party would clarify the contents of the video tape.

The National Human Rights Commission (NHRC) urged chiefs of security agencies to step up security after receiving “information” that cadres of opposing political parties in more than 13 Districts had been displaced due to Maoist attacks, reports The Himalayan Times. “With the unfolding political situation, the excesses and unruly activities of the leaders and cadres of Unified Communist Party of Nepal-Maoist (Unified CPN- Maoist) and its political wings have increased,” it said. The NHRC expressed serious concern about organised attacks on leaders and cadres of opposing political parties in Districts, including Sankhuwasabha, Bhojpur, Jhapa, Saptari, Panchthar, Morang, Dhan-kuta, Dolakha, Ramechhap, Kailali, Bardiya, Khotang and Taplejung.

Speaking in Kathmandu, Baidya said, “The SC is not the people’s court.” Expressing dissatisfaction over the judiciary, he said, “Feudalist and reactionary forces are still active in the judiciary.” The party would rather carry on with the street protests to press President Ram Baran Yadav to correct his ‘unconstitutional’ move, he added. Caretaker Prime Minister and Maoist chairman Pushpa Kamal Dahal ‘Prachanda’ accused the UML-led new coalition of trying to derail the peace process, insisting that the parties are being 'remote-controlled' as they engage in homework to form the new Government. "On the surface it looks like an attempt to bring down the Maoist-led government, but their intention is to disrupt the peace process. They want to push the country into disarray," Prachanda said, addressing a mass meeting organised by his party at Kathmandu's Khula Manch on May 17. The mass meeting preceded by protest rallies across the town was part of the protest against the President's order to reinstate the army chief sacked by the government. However, Prachanda said the Maoist party would not backtrack from the peace process despite being provoked to do so. "We will fight peacefully to make sure that the new constitution is drafted and peace process concluded," he said.

"The party would launch third people's movement by joining forces with nationalist forces," he said at a party ceremony organised at Daman in the Makwanpur District, adding that a revolution is necessary to uphold civilian supremacy to counter the growing military dominance in the country. The former prime minister also described the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)-led Government as a "puppet" installed by "foreign masters" and said it is worthless to expect anything from it.
