He also said, "The government should withdraw terrorist tag and red corner notices issued against the Maoists and re-appeal for the talks… and it should be ready to discuss the issue of round table conference, interim government and constituent assembly to end the political crisis dogging the nation." Following dismissal of the Sher Bahadur Deuba Government on February 1, King Gyanendra has assumed all powers himself and declared an Emergency throughout the country. All international flights to and from Kathmandu remain suspended since the King’s proclamation and communication facilities, including telephone lines, have been blocked. The King also suspended several provisions of the Constitution, including the freedoms of press, speech and expression, the freedom to assemble peacefully, the right to privacy and the right against preventive detention, according to a statement from the Narayanhiti Palace. In an announcement on State-run television, the monarch accused the Government of failing to conduct Parliamentary elections and being unable to restore peace in the country. Gyanendra, who is also Supreme Commander of the 78,000-strong Royal Nepalese Army, said security forces’ would be given more powers to maintain law and order.

According to The Hindu, King Gyanendra has appointed some of the members of the proposed 10 member Cabinet in Kathmandu on February 2. These included Minister for Information and Communications, Tanka Dhakal, Minister for Home and Law, Justice and Parliamentary Affairs, Dan Bahadur Shahi, Minister for Local Development, Khadga Bahadur, Minister for Labour and Transport Management, Ram Narayan Singh, and Minister for Finance, Madhukar Shumsher J.B. Rana. A Palace statement said: "The King has expressed confidence that everyone will support and cooperate with the new Cabinet.'' Separately, quoting an unidentified opposition political leader, the report said at least 50 political leaders have been arrested and many more have gone underground to avoid detention.

"There is pressure on US assistance here, that’s undeniable," Moriarty told reporters in Kathmandu when asked for Washington’s response to the ongoing detention of political leaders and human right activists. "That pressure will increase if we don’t see movement in those areas," he said after inaugurating a South Asia Student Leader Conference sponsored by the US mission in Nepal. Asked if US aid would be cut, he replied, "I think it’s at risk, everything is at risk." The United States had allocated 45 million dollars in aid for Nepal in 2004, 10 per cent of which was for security, an unnamed US State Department official told AFP in Washington this week.

During a press conference in the capital Kathmandu on May 20, the Director General of the Logistics and Operations Division of the RNA, Major General Kiran Shumsher Thapa, claimed that there has been a significant improvement in the law and order situation since the ‘royal takeover’ on February 1. A statement released by the RNA said a total of 556 insurgents were killed during SF operations since February 1, 2005. While 375 Maoists had surrendered during this period, SFs had recovered nearly 120 units of arms. Further, the RNA has reportedly assessed the current strength of the Maoists to be approximately 9,500 and additionally around 25,000 militia, 14,000 political activists and around 100,000 sympathisers. According to the RNA, over 2,100 SF personnel had lost their lives during the nine years of insurgency while over 2,100 civilians were killed by the insurgents and over 8,000 insurgents were killed in counter insurgency operations during the same period. The RNA has also alleged that the insurgents killed 136 children during the period.

The US embassy in Kathmandu in a statement released on November 4 stated that, "The United States notes that the parties in the past have said that they would not enter into any formal relationship with the Maoists, unless and until the Maoists firmly renounce violence, put down their weapons, and commit to supporting the democratic process. Despite declaring a three-month ceasefire in September, the Maoists have done nothing to indicate that they are prepared to abandon violence in the long term, and abductions and extortion continue unabated." The statement further said, "We hope that the Maoists will enter into peace negotiations with the government in good faith, abandon their weapons, and come into the political mainstream. Until these steps are taken, the Maoists cannot be treated as a legitimate political party."
