Nine Maoists, including an ‘area committee’ member (ACM) and ‘district committee’ members (DCM) have surrendered to the SFs. A statement issued by the Ministry of Defense (MoD) on January 12 said that the seven Maoists who surrendered in the far western region were ACM Janak Thapa alias Elaka, section commander Leg Bahadur Rokaya alias Pramod and Maoist cadres Bashanta Rokaya, Hima Rokaya, Chandrika, Namrata and Pema. Likewise, Maoist DCM Tilak Bahadur Raut and ACM Dolma Raut of Sindhuli surrendered to the District Administration Office in Kathmandu on January 13, the MoD statement added. Tilak also submitted a pistol, 25 rounds of bullets and one cordless set to the DAO.

Separately, former Prime Minister and president of the Nepali Congress-Democratic (NC-D), Sher Bahadur Deuba, has urged the Maoists to scrap their 'people's court'. Speaking at a programme in the capital Kathmandu on February 28, Deuba said that "a court is based on the principle of jurisprudence and such a court is neither the party's nor the king's." He also cautioned the Maoists that "the so-called people's court" could bring about fractures in the 12-point understanding reached between the alliance and the Maoists.

The Royal Nepalese Army (RNA) has disclosed that over 8029 Maoists have been killed in security actions since its deployment against them in November 2001. Army officials informed during a regular press briefing at the RNA headquarters in Kathmandu on March 28 that of the 8029, 5086 were killed after the breakdown of cease-fire in August 2003. An additional 1723 Maoists were killed thus far, including 401 of them since September 3, 2005 when the insurgents had declared a unilateral truce. Similarly, 461 Maoists were injured in the clashes with the security forces. 635 army personnel lost their lives since the breakdown of peace talks in August 2003 till March 28, 2006. It said the 3869 Maoists have surrendered till date. The Maoists killed 1237 civilians since the onset of the insurgency, the RNA statement added.

The Communist Party of Nepal- Maoist (CPN-Moist) announced that it would observe a unilateral cease-fire within the Kathmandu valley with effect from April 3-evening until further notice. The chairman of CPN-Maoist, Prachanda, stated that his party had taken the decision “to cease all of its military activities” in the capital valley keeping in view the requests made by the alliance and civil society groups and also to expose claims by the royal Government that the Maoists were planning to infiltrate into the protest programmes organized by the Seven Party Alliance (SPA). He added that his party would extend its “full support” to the programmes of general strike, rallies and non-cooperation announced by the SPA this week (April 6-9) as per the spirit of the second memorandum of understanding entered between his party and the SPA. He also alleged that the Government was conspiring to what he called unleash “state terror” against the peaceful movement being launched by the opposition parties against the 14-month-old direct rule of the king.

Nepal News reports that over 400 pro-democracy protesters and journalists were arrested in Kathmandu while dozens of others were injured on the first day of the four-day nationwide general strike called by the seven-party alliance (SPA) on April 6. Violent protests were reported from the Kalanki, Naya Baneshwor, Chabahil and Kirtipur areas where the protesters set ablaze tyres on the streets while the police baton-charged and fired several rounds of tear gas shells to disrupt the protests. Other reports added that marketplaces, industries, schools and colleges remained closed in the capital and no vehicles, except for the diplomatic and UN vehicles, plied throughout the day. The Home Ministry, meanwhile, said that 167 persons were arrested while defying the prohibitory orders effective within the Ring Road area in Kathmandu and Lalitpur.
