Combatants of the People's Liberation Army staying at Shaktikhor camp in the Chitwan district have demanded that the Government and their party, Communist Party of Nepal-Maoist (CPN-M), deploy them for development works like building roads, irrigation, electricity expansion and similar other works in rural areas. They have urged party chairman Prachanda to make arrangement to mobilize them with a plan to utilize their time for constructive works. However, People's Liberation Army spokesperson Abiral added that they must be jointly deployed by the Government and their party under the coordination of United Nations.

Maoist combatants on February 20 announced that they would walk out from Shaktikhor cantonment in Chitwan, and threatened that their colleagues in all seven cantonments would begin deserting the camps to earn their living from February 21 (today), as they have run out of money provided by the Government to support their lives, Kantipur online reports. According to the cantonment source, 15 to 20 thousand combatants will leave the camps in the first phase from today. Maoists claimed that some combatants of the People's Liberation Army (PLA) would stay back for the security of the sites while the rest of the combatants will seek employment opportunities in the nearby villages.

Meanwhile, Maoist chairman Prachanda has said that his party will decide, within 10 days, whether to remain in the interim government, according to Nepal News. Addressing a press conference in Kathmandu on August 12, Prachanda said there was little moral ground for remaining in the government. He said the conclusion of the August 3-10 plenum was that the party should launch a peaceful movement after quitting the government. “The Maoist will not have any other option than to quit the government and launch peaceful movement if regressive forces continue to hatch plots,” he said. “There is no possibility of holding Constituent Assembly election without declaring a republic,” he added. He, however, said that they would not boycott the Constituent Assembly elections even if the eight parties do not agree on a republican set up. “Even if there is no consensus among the eight parties on a republic and proportional electoral system, we will not boycott the polls,” Prachanda said.

Stating that it is futile to rush through a meaningless election, Maoist chairman Prachanda has proposed to postpone the Constituent Assembly election till mid-April 2008. Addressing a meeting in the capital Kathmandu on August 24, Prachanda said that elections cannot be held in an atmosphere of pressure. "There are pressures and calls for holding election anyhow. In such an atmosphere, the CA will not resolve nation's problems," he said. "We are in favour of real CA for which thousands of people of Nepal had made ultimate sacrifice. We cannot support when moves are made to hold election as if we are electing a parliament or National Panchayat (legislature of erstwhile Panchayat regime)," Prachanda added. He also pointed out that while his party was in a strong position in June, the polls were postponed and now when his party is trapped in a difficult situation, they were rushing through the election. "When there was a wave in favour of our party, the elections were put off under various pretexts. And when they think that our party has landed in trouble, the very same elements are now saying that election must be held at any cost," he said.

In a training programme organized by Newa State Committee in the Lalitpur district, Prachanda accused the seven parties of being indifferent to their demand. Maoist leaders Baburam Bhattarai, Ram Bahadur Thapa alias Badal and Barsha Maan Pun alias Ananta also urged the Maoists to be ready for the announcement of a republic. Around 300 CPN-Maoist cadres and leaders were present during the training programme.

According to Kantipur Online, the Nepali Congress (NC) charged the Communist Party of Nepal-Maoist (CPN-Maoist) with continuing activities against the comprehensive peace agreement and the interim constitution in the capital and other parts of the country. In a statement on October 13, the NC’s principal secretary Sobhakar Parajuli stated that Maoists are continuing with their activities such as murder, violence and extortions. The statement described the abduction of Bara district-based journalist Birendra Sah as one in the series of the Maoist violent activities. The NC also asked the Maoists to allow people displaced during the armed conflict to return freely to their homes and to release their seized property.

Kantipuronline reports that Maoists are forcibly collecting 'transportation tax' from vehicles in the Ramechhap district. The cadres have set up a barrier at the gateway of the district headquarters Manthali and demand NR 200 each from trucks and up to NR 100 from a bus. They don't allow entry of the vehicles into the district if their demand is not met. Himalayan Times adds that CPN-Maoist cadres have set up checkpoints on the Araniko Highway and claim that they are collecting funds for their party. Maoist district in-charge Ranjan Dahal said the money collected would be used for party expenses.

Meanwhile, secretaries of over 3,000 Village Development Committees (VDC) across the country have decided to hold nation-wide strikes to protest against the government’s indifference towards protecting them from atrocities by the armed groups in the Terai region, Himalayan Times reports. In a press conference in Kathmandu on December 2, chairman of the VDC Rights Protection Centre, Bhuwani Prasad Ghimire, said that, “We have decided to launch strong phase-wise protests in all VDC offices across the country from December 9.” The VRPC has announced closure of VDC offices on every Sunday from December 9 to December 30 and on Sunday and Monday in January, and from February onwards the secretaries would work and live in the district headquarters and later even stop working and even resign en masse. Ghimire also informed that, altogether 489 secretaries of different VDCs in Bara, Parsa, Rautahat, Saptari and Sarlahi districts have tendered their resignations until now, adding that, “We will go for more aggressive protest programmes if the government ignores our demands.”

The Seven Party Alliance (SPA), following a six hour-long negotiation in the capital Kathmandu, signed a 22-point deal on December 23, 2007, agreeing to declare the country a federal democratic republic through the parliament, subject to implementation by the first meeting of elected Constituent Assembly (CA), Nepal News reported. The Nepali Congress (NC) leader Mahesh Acharya also said that the Maoists will rejoin the Government, following the agreement. The 22-point deal provides for 60-40 allocation for proportional and direct election – of 601 total seats of CA, 335 has been set aside for proportional representation, 240 for direct election and 26 will be nominated by the cabinet. The negotiating parties also agreed to allow the Government to decide on the date for the CA election.

Meanwhile, the Madheshi leaders from various parties, who had only resigned from the parliament as well as their parties last week, have announced the formation of a new party, the Terai Madhesh Loktantrik Party under the leadership of former minister Mahanta Thakur. In a special function held in the capital on December 28, Thakur said, "Our aim is to achieve republican, democratic, federal Nepal and Terai-Madhesh - One Province with right to self determination." He said the new party is not against CA, but would like to see concerns of Madheshi people addressed first.
