A cabinet meeting on January 11 decided to hold the Constituent Assembly elections on April 10 this year, Kantipuronline reports. Emerging from the cabinet meeting, Home Minister Krishna Prasad Sitaula said, “The cabinet meeting made the decision in an amicable manner and the government will concentrate on the Constituent Assembly elections setting it as the major agenda.” Leaders of the three major political parties, Prime Minister and Nepali Congress leader Girija Prasad Koirala, Maoist Chairman Prachanda and the Communist Party of Nepal – Unified Marxist Leninist (CPN-UML) General Secretary Madhav Kumar Nepal has also reached an agreement not to make any remarks in public that would adversely affect the environment for the elections.

Prime Minister Girija Prasad Koirala has said he is ready to meet all the just demands made by disgruntled Madhesi groups if they show a readiness to take part in the forthcoming Constituent Assembly election, Nepal News reports. Addressing a function on January 29 in Kathmandu, Koirala said, "I want to tell the Madhesi friends that they just need to become ready to participate in the elections, then it will be for me to meet all the just demands they are raising." Stressing that only dialogue can resolve the Terai problem, the Prime Minister also urged the Terai groups to come to the negotiating table.

Police have not yet clarified the reasons for raiding the YCL office; however, reports say that the police are searching for concealed weapons inside the YCL office. Meanwhile, Maoist chairman Prachanda has warned that his party would opt out of the government if the election to Constituent Assembly is not held on the stipulated time as a result of such incidents. "It will be meaningless to continue to be a part of a government that can’t hold the election," Prachanda said.

The United Nations (UN) Electoral Expert Monitoring Team (EEMT), established under the mandate of the Security Council, arrived in Nepal on its fourth visit, reports Nepal News. According to United Nations Mission in Nepal (UNMIN), three of the five-member EEMT team has arrived in Kathmandu for a three-week visit to hold a wide range of meetings with national as well as international actors to gather information and listen to their views related to the electoral process. In addition to meetings in the capital, members of the EEMT will travel to different regions to meet with local actors, the statement said. The experts are appointed directly by the Secretary-General and are responsible for assessing the Constituent Assembly (CA) electoral process on a regular basis in order to determine whether it is proceeding in a manner that will lead to a result that accurately reflects the will of the Nepalis. The EEMT reports to the Secretary-General, who shares its reports with the government of Nepal and the Election Commission.

The US ambassador to Nepal, Nancy Powell, met with CPN-Maoist Chairman Prachanda at the latter's residence at Nayabazaar in Kathmandu on May 1, reports Kantipuronline. According to a Maoist source, Prachanda during the meeting said the US government should remove the Maoists from its terrorist list. Powell assured Prachanda that her government would soon remove the Maoists from the terrorist list. "Powell said the act of removing the Maoists from the US terrorist list is delayed due to bureaucratic process," the source said. The US embassy in a press statement issued on May 2 said the meeting was held to discuss the result of the Constituent Assembly (CA) election. The statement added that Powell provided Prachanda an overview of current US government assistance to this country, designed to help create a more prosperous, democratic and stable Nepal. The envoy sought assurances from Maoist Chairman Prachanda that the new government would respect current donor agreements and ensure the safety of those implementing them. This is the first ever meeting of a US official with the Maoist leadership in Nepal.

Student unions affiliated to the CPN-Maoist, the Nepali Congress and CPN-UML and other fringe parties have concluded that the demand for "One Madhesh Province" raised by the Terai-based parties is illegitimate and that it will prove to be counter-productive for the Madhesi people themselves. A meeting of eight students' union held in the Kathmandu called on the government to address the demands raised by Terai-based parties through the new constitution, but advised against explicitly stating "Madhesh as autonomous region" in the interim constitution. They were of the firm opinion that this demand can't be accepted under any circumstances. "Since it has already been said that the issue of state restructuring would be tackled by the Constituent Assembly, the demand of the Terai-based parties for inclusion of the phrase 'Madhesh as autonomous region' and 'group entry' of Madhesis in the draft of the supplementary constitution amendment bill is not legitimate," said Pradip Poudel, president of Nepal Students' Union.

The CPN-Maoist chairman Prachanda has warned that his party would launch nationwide agitation if Girija Prasad Koirala becomes the Prime Minister (PM), again, according to Nepal News. Speaking at a programme organised by Muslim Mukti Morcha in the capital Kathmandu on July 26, Prachanda claimed ‘foreign forces’ were plotting to make Koirala PM again. “Domestic and foreign forces are conspiring to make Koirala prime minister. If that happens, that will be against the people’s mandate. We will bring people in the streets against such move,” said Prachanda, without elaborating who he meant by such forces. He added that his party can easily topple what he called ‘petty Kings’ in reference to Koirala. Prachanda also ruled out any possibility of Maoists returning to jungle. “Petty Kings are making every effort to block Maoists from climbing to power. If this effort continues we will push the petty Kings into the jungle instead,” he said.
