It has also asked ECI to give “sufficient time” for the ongoing political dialogue to accomplish its tasks in the interest of all. Rebel Trinamool Congress (TMC) Member of Parliament (MP) Kabir Suman on January 4 claimed that Communist Party of India-Maoist (CPI-Maoist) helped Mamata Banerjee win West Bengal assembly elections in 2011, reports Hindustan Times. Outlining TMC's close relations with the Maoists, Suman said slain Maoist leader Koteshwar Rao alias Kishenji had told his men to “hold aloft the Trinamool flag” to oust the Left Front government. The Trinamool has been denying the allegation, levelled earlier by the Communist Party of India-Marxist (CPI-Marxist) and more recently by Suman himself. He said without the help of Maoists, TMC would not have won a single assembly seat in West Midnapore. “Maoists were part of the Bhumi Uchhed Pratirodh Committee (BUPC) [committee for resisting forcible land acquisition]. Agitations in Nandigram, Singur and Lalgarh were responsible for the regime change. Santosh Rana, a Naxal, and his comrades campaigned for me in Jadavpur (in 2009).” In Nandigram, the TMC led the BUPC, which was opposing former Chief Minister Buddhadeb Bhattacharjee’s plans to acquire about 14,000 acres for an SEZ.

Jailed GNLA’s chief, Champion R. Sangma has decided to contest the February 23 assembly elections in Meghalaya, a legal official said on January 20, reports The Shillong Times. “He (Sangma) has already made up his mind to contest the upcoming Meghalaya assembly elections either from inside or outside the jail,” Sangma’s legal Counsel Sujit Dey said. “Sangma will contest as an independent candidate, but he is yet to choose the assembly constituency from which he would contest,” Dey said. On January 11, the Shillong Bench of the Gauhati High Court granted bail to Sangma after it found that no charge sheet was filed against him. Sangma was arrested July 30, 2012 near the India-Bangladesh border in Meghalaya. He was wanted for masterminding several crimes, including killings and extortion in insurgency-ravaged Garo Hills in western Meghalaya, and has been booked under various sections of the Indian Penal Code for waging war against the Indian state and the Unlawful Activities (Prevention) Act.

The National People’s Party (NPP) has alleged that the draft peace agreement signed by the Central and State Government with the militant outfit ANVC was an ‘election oriented’ stunt. “The Government was not doing anything on the agreement and it was hurriedly signed just before the election,” NPP leader Conrad Sangma said on January 24, adding, “The entire process is election oriented.” The draft agreement paves way for expansion of powers of the Garo Hills Autonomous District (GHADC) and it was hurriedly approved by the State Cabinet, Sangma said. The two sides are scheduled to meet on January 31 to discuss the modalities of peace, an official source said on January 24. The first round was held in Silchar, Assam, on December 13, 2012. Observers reckon that the ruling Congress has calculated the risks of not pampering the HPC-D ahead of the upcoming by election to the Chalfilh Assembly constituency, which has a large Hmar population. The Government had signed a suspension of operations (SoO) pact with the outfit in November 2010 but it had fallen apart after the two sides accused each other of breaking the ground rules.

Naga militant groups- National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), NSCN- Khole-Kitovi (NSCN-KK) and Federal Government of Nagaland (FGN) have decided to stay away from the election to Nagaland State Assembly, according to a report of January 29. According to United Naga Council (UNC) president L Adani, the ‘Naga Concordant’ formed by NSCN-IM, NSCN-KK and FGN have decided to stay away from the Nagaland polls. The collective decision of the three armed groups has been already conveyed to the people of Nagaland. Even though Naga People’s Front (NPF) is an ardent supporter of the Indo-Naga peace process, there is no necessity to support NPF in the Nagaland State Assembly election, Adani said. NPF Manipur unit was set up to fight for the Indo-Naga peace process in the context of Manipur. For UNC too, there is no question of involving itself in the Nagaland Legislative Assembly election either directly or indirectly, Adani added.

Nagaland Post reports on January 31 that the Naga National Council (NNC) has criticized the State Government for holding ‘sham’ elections and asserted that the polls did not “constitute” the settlement of “Indo-Naga” conflict. This was part of a resolution adopted during a meeting of the NNC central executive council held on January 24 in Kohima. NNC also resolved that it would continue to practice and adhere to the policy of non-violence in upholding the “democratically mandated plebiscite of 1951” by the Nagas “to continue to stay as an Independent nation.” The State Assembly elections are scheduled to be held on February 23.

Police sources informed Nagaland Post that 17 unlicensed arms were also seized and were deposited in the Police station. The State Chief Electoral Officer P Naik, on February 7, said that the State Government has sought for 91 companies of paramilitary forces for the upcoming Assembly elections. Earlier, the State Government had sought 73 companies of paramilitary forces to ensure a free and fair election. “We are concerned about certain pockets of Garo Hills where some incidents took place in the last few days,” Naik said. It may be recalled that last week militants entered the Williamnagar Jail premises and shot dead an assistant jailor and a warden. Due to a spurt in militant activities unleashed by the Garo national Liberation Army (GNLA) in Garo Hills, the region has become more vulnerable as compared to other Districts of the State and almost half of the polling stations in the State (1222 out of 2485) have been categorized as either sensitive or hyper sensitive.

Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

NSCN-K on February 15 dismissed the Congress candidate’s allegation and described it as an insult to the outfit. Congress Candidate from Kiyezhe Aye stated that the appeal to impose 144 Criminal Procedure Court (CrPc) in the constituency was made sincerely and purely to ensure free and fair democratic election. He further said that he had written to DC & RO Zunheboto for imposition of CrPc along with a post-mortem report on incidents witnessed during 2008 election. The Shillong Times reports that taking strong note of the 36-hour bandh (shut down strike) called by the Hynniewtrep National Liberation Council (HNLC) to boycott the Assembly polls in the State, the Government has beefed up security to ensure peaceful elections. Addressing a press conference on February 21 following a meeting with political parties, officiating Chief Secretary, Barkos Warjri said that altogether 91 companies of Central Paramilitary Forces have been deployed in the State to maintain law and order and 44 companies were deployed in the militant-hit Garo Hills region. Out of the 2485 polling booths in the State, only 1213 were identified as ‘normal’ and of the 900 polling stations declared as ‘sensitive’, 355 are ‘hyper sensitive’ due to prevalent militant activities. Another 545 are hyper sensitive polling stations due to other reasons. While dwelling on the security arrangements made for the polling day, Warjri said the Government will have one section of central armed police force stationed in all the polling stations which are affected by militancy while only half section of the central forces will be placed in polling stations which do not face the same threat.

Madugula and NIrmarti Panchayats at Biram and Boyitili and Killamkota Panchayats at Boyitili, a group each of about 15 Maoists, some of them armed took away the nomination papers saying that nominations should not have been filed when they called for a boycott of elections. Local people could decide one sincere person among them, they reportedly said. A group of 15 Maoists went to Jamiguda where the nomination papers of Jamiguda and Jillelakota were kept. They took away the nomination papers and money paid as deposit and made two polling officials march along with them for two kilometres. The Maoists distributed the deposit money to the contestants and warned them not to participate in the elections. The polling staff was let off. Also, contestants for three more Panchayats, two from Chintapalli manadal (administrative division) and one from G. K. Veedhi mandal, both in Vishakhapatnam District, have withdrawn their nominations under the threat of Maoists. The Panchayat elections are scheduled to be held in three phases in July 2013.

The Communist Party of India-Maoist (CPI-Maoist) operating in Junglemahal (West Bengal) have been told to go for a poll boycott in tribal dominated areas of West Bengal in the 2014 polls, reports The Indian Express on October 30. The decision is a deviation from the stand of Mallojula Koteswara Rao alias Kishenji, the former Maoist military chief. Before being killed in an encounter, Kishenji had propagated voting in the 2011 State Assembly polls and openly urged cadres to vote for the Trinamool Congress. Two years after Kishenji's death, the Maoists ‘central committee’ has issued a circular stating the Maoists "will give a vote-boycott call in Bengal and implement it with its full strength". Though the Union home ministry and Chhattisgarh government had identified 299 booths as "hyper-sensitive" and requested the EC to shift them out as polling parties and paramilitary forces would risk landmine attacks while accessing these booths, the Commission ensured that only as many booths were relocated as agreed among the candidates of all parties. "After the deliberations, there is consensus in favour of relocation of around 150 polling stations. These may now be shifted to places closer to the roads, or even safer locations within the villages, such as the panchayat office," an EC official told The Times of India.Intelligence agencies have lately reported large-scale mobilization of Maoist cadres in Naxal-dominated areas of Chhattisgarh, assembling and planting of IEDs on routes to polling booths and formation of small "crack" teams to locate suitable ambush points to target polling parties and security forces. This has led the Union Home Ministry to seek stepped up counter-Naxal operations not only in Chhattisgarh but also adjoining areas of Maharashtra, Odisha and Andhra Pradesh. Other measures advised are aggressive intelligence-gathering, proper road-opening, assessing possible ambush points and dismantling of IEDs possibly planted there. A team of Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) force and District force arrested them from the forest under the limits of Basaguda Police Station, said a senior Police official. The search party was on a combing operation in Basaguda area when it spotted two people fleeing from the forest. Security forces nabbed them after chasing them for sometime, he said. During interrogation, they admitted their involvement in an attack on security personnel in forests of Tarrem village on November 11, when polling for state assembly elections was held in the region, he said. In another incident, three Maoists were held by a joint group of Chhattisgarh Armed Force (CAF) and District force from the forests of Bhusapur and Marudbaka villages two days ago, the official said. The Maoists, reportedly members of Pamed/Usoor area committee of CPI-Maoist, were earlier involved in several cases of crime, including attempt to murder, planting bombs and attacks on police party in the region, he added.

One of the reasons attributed to the eight percent increase in voter turnout compared to the 2008 Assembly elections in these 18 constituencies was the "reach of the security forces deeper into these areas over the past one year." This may provoke the rebels,” he said in a press statement. “The fact is if the Maoists want, they can influence voting in cities too – in rural areas, no one would dare to vote despite the presence of a large number of forces, unless the Maoists approve of it. The villagers know, they are the ones who have to stay in the village after the forces leave,” Kunjam added. He appealed to media to refrain from provoking the Maoists.
