In the wake of violence by Communist Party of India-Maoist (CPI-Maoist) cadres, the Election Commission has decided to conduct polling in 15 Lok Sabha (lower house of the Parliament) constituencies in Jharkhand, Orissa, Maharashtra and Bihar between 7am and 3pm to enable day-light evacuation of polling personnel and poll materials, PTI reported on April 13. "The timings of 66 assembly segments in 15 parliamentary constituencies in Jharkhand, Maharashtra, Orissa and Bihar were synchronized and changed from 7 am to 3 pm without reducing the statutory time period," an EC release said adding, "The State administration has been advised to economically workout a sortie plan for these helicopters."

Around 51 percent of the electorate in Chhattisgarh exercised their franchise for the Lok Sabha (lower house of Parliament) elections on April 16 despite widespread Maoist violence, Times of India reported. There are 11 Lok Sabha constituencies in Chhattisgarh. Electoral Officer S. K. Kujur said Durg, Korba and Raigarh recorded the highest average of 55% each, followed by Bilaspur (53%), Rajnandgaon (52%), Mahasamund (51%) and Jangir (50%). Bastar, the worst hit by Maoists, recorded 46%. Surguja, which too faces Red threat, recorded the lowest turnout at 45%. Only 47% voters turned up in capital Raipur.

IANS reports that the Election Commission on April 17 declared six assembly constituencies of West Bengal as Maoist-affected saying that security arrangements would be stepped up there to tackle any violence during the Parliamentary elections scheduled to be held in three phases between April 30 to March 13. The security arrangements will be heightened in all six Maoist-affected areas - Jhargram, Bandwan, Jaipur, Balarampur, Bagmandi and Tinpur, the West Bengal Chief Electoral Officer Debashis Sen told a press conference in capital Kolkata. According to The Hindu, polling for Phase-II of the parliamentary elections, covering 140 Lok Sabha (lower house of Parliament) constituencies in 12 States, was held on April 23 with about 55 per cent of the 194 million voters exercising their franchise. In Andhra Pradesh and Orissa, where legislative Assembly elections were also held for 140 and 77 constituencies respectively, the voter turnout was 68 and 55. Chief Election Commissioner Navin. B. Chawla told the media that he was “extremely satisfied” with the election and it was held “without any large incident.” With this phase, more than 50 per cent of the 543 Lok Sabha seats have been covered. In Phase-I held on April 16, 124 constituencies went to the polls.

An estimated 6.18 lakh voters exercised their franchise (45.3 per cent) in the Udhampur-Doda Lok Sabha seat which went to polls in the second phase on April 23. The voter turnout was low by about four per cent as compared to the Jammu-Poonch Parliamentary constituency where polling was held in the first phase on April 16. Voting was held in three Districts of Doda belt including Ramban, Doda and Kishtwar and parts of Reasi segment under tight security arrangements following reports of fresh infiltration. An almost equal number of votes were polled in Udhampur-Doda seat as compared to the 2004 Lok Sabha election. As against 6.18 lakh people exercising their right to franchise on April 23 out of a total of 13.62 lakh electorate, 6.08 lakh votes were cast in the 2004 elections out of a 13.04 lakh electorate. Kathua District with a highest number of 4.04 lakh electorate also accounted for the highest voter turnout of 53.02 per cent while the lowest voting percentage of 33.2 was recorded in Ramban District. Voting in all six districts, which formed part of Udhampur-Doda Lok Sabha constituency, passed off peacefully with no militancy-related or major poll violence incident reported from anywhere. Addressing a joint press conference, the Chief Electoral Officer B. R. Sharma, Inspector General of Police (Jammu), K. Rajendera, and Divisional Commissioner (Jammu) Pawan Kotwal said an estimated 45 per cent polling was recorded for the Udhampur-Doda Lok Sabha seat.

Around 50 per cent of 144 million voters on April 30 exercised their franchise in 107 constituencies in nine States and two Union Territories in the third phase of the Parliamentary elections, The Hindu reported. The Election Commission said the polling process was extremely satisfactory and held in an absolutely peaceful atmosphere, barring a few minor incidents. Reports indicated that there were incidents of Maoist violence in West Bengal, group clashes, Police firing and poll boycott in States such as Madhya Pradesh, Maharashtra and Bihar. There was no loss of life in any poll-related violence.

Four persons were killed when suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) triggered a landmine blast targeting a convoy of three vehicles ferrying Election Commission (EC) personnel after polling at Jamboni in West Midnapore District on April 30, reports PTI. The blast occurred at 6:45pm in the area between Dahijuri and Belpahari in the Binpur parliamentary constituency when the EC officials, escorted by para-military personnel, was returning after conducting polling at a school building in a forest, the Inspector General of Police (Law and Order) told PTI. While three of the victims were identified, the fourth body could not be recognised, said the District Magistrate N. S. Nigam.

In fresh violence aimed at disrupting re-polling, the Communist Party of India-Maoist (CPI-Maoist) cadres on May 5 exchanged fire with Security Forces (SFs) at about 0900 hours near Bhejanwada polling station in Malkangiri District, reports Zee News. The Maoists retreated after the SFs retaliated and there was no report of any injury among the SFs. The Malkangiri District Collector N. B. Jawale said that besides the shootout, polling was peaceful. Re-polling in 17 polling stations in Malkangiri and Chitrakonda areas in the State was being held as elections in these areas on April 16 had been disrupted due to the Maoist attacks.

According to The Hindu, about 57 per cent of the 94.6 million voters exercised their franchise when Phase IV poll was held on May 7 in 85 Lok Sabha (Lower House of Parliament) constituencies in seven States and the National Capital Territory (NCT) of Delhi. Six deaths were reported – one in Rajasthan in Police firing, three in West Bengal in group clashes/hurling of bombs and another two in West Bengal due to sunstroke, as the victims were waiting to cast their vote. Chief Election Commissioner Navin B. Chawla said that he was “quite satisfied” with Phase IV poll as it was “by and large peaceful barring a few stray incidents of violence in West Bengal.” In that State, where polling was held in 17 constituencies, the turnout was “large” (about 75%). In Jammu and Kashmir where the Srinagar constituency went to the polls, there was a low turnout (around 24%), he said. This phase covered Haryana in 10 constituencies, Rajasthan 25, Punjab 4, West Bengal 17, Bihar 3, Jammu and Kashmir 1, Uttar Pradesh 18 and the NCT of Delhi 7. Bihar recorded a turnout of 37 per cent. It was 63 in Haryana, 65 in Punjab, and 50 each in Rajasthan and U.P. Besides Police firing and violence, snatching and damaging of electronic voting machines in West Bengal and Punjab, two incidents of rigging in the Agra constituency in Uttar Pradesh and one such complaint in Rajasthan, 22 incidents of poll boycott in Bihar and a few similar cases in Haryana were reported. With this phase, polling has been completed in 457 of the 543 constituencies and an average of about 55.5 voters caste their votes. Chandigarh, Himachal Pradesh, Puducherry, Tamil Nadu, Uttarakhand, and parts of Punjab, West Bengal, Jammu and Kashmir and U.P. are the remaining States/Union Territories where polling is due. The final and Phase V poll on May 13 will cover 86 constituencies and all the results are expected on May 16.

During the whole five phases of election, 37 persons including Security Force personnel, Election Commission staff and civilians, lost their lives. While 23 were killed in violence, Maoist attacks and Police firing, the others died in accidents. The Chief Election Commissioner, Navin B. In Baramulla Lok Sabha seat, over 40 per cent voters are reported to have exercised their franchise. Handwara recorded the highest voter turnout of 67 per cent in Baramulla constituency while Sopore town recorded the lowest poll percentage of 12 per cent. Giving details of the polling percentage, Chief Electoral Officer (CEO) B. R. Sharma said Nobra Assembly segment in Ladakh recorded the highest turnout of 70 per cent followed by 67 per cent each in Kargil and Zanskar seats. Leh had recorded 50 per cent but information from at least 15 polling stations had not been received through out the day. Rafiabad (63 per cent), Karnah (59 per cent), Sonawari (51 per cent), Gurez (50 per cent), Lolab (44 per cent) and Langate (43 per cent) were other Assembly segments where more than moderate polling was witnessed. Rest of the constituencies reportedly saw a voter turnout ranging between 22 to 37 per cent. Sharma said the figures were tentative and may go up. The CEO said polling was peaceful and incident free as polling was not disturbed at any place although some minor incidents did take place.

During the recent Lok Sabha (Upper House of Parliament) election, its cadres could be seen throwing their weights around and forcing the voters to vote for the candidate of their choice, while the Security Forces simply looked on, alleged the MNRF. The group accused a number of contractors as acting a ‘handymen’ of the NSCN-IM. The MNRF further informed that a contractor, Chinaongai alias Angai alias M Paul, was ‘admitted’ to the its fold earlier and given a rank taking his age into consideration. However he turned out to be a black sheep and was expelled from the group on March 20, 2009, it said. The group asked the people not to extend co-operation to him.

Quoting sources in the Union Ministry for Home Affairs (MHA), PTI reported on May 20 that in the backdrop of the violence committed by the Communist Party of India-Maoist (CPI-Maoist) during the just concluded Lok Sabha (lower house of the Parliament) elections, the MHA is gearing up to launch a multi-pronged offensive against Maoists through joint operations with State Police forces. The Ministry has asked extremist-affected States, especially Chhattisgarh, to increase presence of its State Police along with the para-military forces during all combing and counter-offensive operations against the Maoists. This follows complaints from central para-military forces that the presence of State Police, particularly in Chhattisgarh, was nil or minimum, official sources said. An analysis of the recent attacks during elections, in which 32 Central Police personnel were killed, reportedly showed that central forces did not follow Standard Operational Procedures (SOPs). Central forces like the Central Industrial Security Force and the Central Reserve Police Force are also working on new SOPs to be followed in extremist infested areas. According to MHA sources, six to seven months have been set for the results of the new policies, which would be put in place within a month of the formation of the new Government. Besides greater coordination between paramilitary forces and the State Police, civil society involvement in countering extremist propaganda also forms a part of the strategy.

Sources said armed militants entered Chanu, Longsam and Chattong villages under Kanubari circle in two groups, abducted 16 Congress activists, including the party’s block president Abu Wangpan, at gunpoint and took them away to Mon District in the neighbouring State of Nagaland. The report adds that on October 3, the NSCN-IM militants had abducted five Congressmen, including the village chief, from Langhua Basti in Kanubari and taken them to Lakhunbasti in Nagaland. All the five were “released” on October 11 and returned to their respective families. Police had registered a case in this regard on October 9.

The Maoists opened indiscriminate fire at the Aeetalli polling station in the Kotni sub-district, said the Additional Superintendent of Police M. K. Sharma. "There were nearly 200 security personnel and we retaliated with firing in their direction. The attackers later withdrew from the area and polling was conducted peacefully," Sharma said. Later in the afternoon, the Maoists again started firing at the same polling station as the voting ended and the poll officials were preparing to leave. Sharma said the Security Forces returned fire and escorted the poll team to safety. Similar incidents of firing took place at polling stations in Burgi in Kotni sub-district, Tadgaon in Bhamragad sub-district and Korchi on the Maharashtra-Chhattisgarh border, Sharma added. Sharma said all the Electronic Voting Machines (EVMs) and around 100 poll officials have been safely escorted by road or airlifted to the District headquarters. The Election Department had ordered re-polling in 22 polling stations in Aheri and Amori Assembly Constituencies. Legislative Assembly elections were held in Maharashtra on October 13.

They are also not allowing other candidates to campaign at Rajganj and Dumri in Dhanbad and Giridih Districts, respectively. Armed Maoists have issued a call to boycott the elections at Tealiya, Palma, Jatipur, Nawda, Bagaro, Harladih and Maniyadih villages of Dhanbad. The Maoist posters have demanded punishment to the Police officers committing atrocities on tribals and alleged that the Police provoke violence in many parts of Jharkhand. They also talked of corruption in the National Rural Employment Guarantee Schemes in villages and asked the people to boycott the election.
