Sopore Superintendent of Police (SP) Altaf Khan on February 1 said that the Police have identified the killers of two sisters, Arifa and Akhtar, who were, as reported earlier, killed on January 31 in Sopore in Baramulla District, reports Times of India. Of the three militants two identified as local militants Muzaffar Naiko and Wasim Gania — students of a madrassa (seminary) in Muslim Peer locality in Sopore. Another militant was a suspected Lashkar-e-Taiba (LeT) cadre. "There are around 13 madrassas in Sopore and the Government is aware of their existence. We'd informed the authorities about their indoctrination but nothing was done about it," said an unnamed Police officer. SP Altaf Khan said these madrassas are breeding grounds for militants, adding, "We have strong inputs that these are run by the Lashkar."

Tripura’s ruling Communist Party of India-Marxist (CPI-M) on February 1 said it feared a spurt of terrorism before the local bodies elections in the state, which has earned huge appreciation from the central Government and other states for effectively taming militancy, reports Shillong Times. The elections to 4,293 seats in 527 village committees under the Tripura Tribal Areas Autonomous District Council (TTAADC) will be held Feb 24, 2011. "When the election process has just started, the separatist outfit National Liberation Front of Tripura's (NLFT) militants on January 31 killed an engineer and critically injured his driver in north Tripura to disturb the peace and development," CPI-M state secretary Bijon Dhar told reporters.

The Central Forces have already been deployed in sensitive areas including Communist Party of India-Maoist (CPI-Maoist)-dominated West Midnapore District. "So far, situation in West Bengal is peaceful. The Forces have been sent to ensure that the election process goes peacefully," a Home Ministry official said. The six phased election to the 294-member West Bengal Assembly begins on April 18 and will end on May 10.

During the first phase in north Bengal on April 18, 500 companies will be deployed. The EC said 361 companies of Forces will come from Assam and 200 companies from Tamil Nadu, Kerala and Puducherry. Chief Secretary Samar Ghosh had sought 798 companies. Polls in Assam will be over on April 11. Forces from Tamil Nadu, Kerala and Puducherry will be sent to north Bengal after polls are over on April 13.

Most of the Bodo-dominated seats and some constituencies dominated by minorities recorded a heavy turnout. This phase was crucial for both the Bodoland People's Front (BPF), an ally of the ruling Congress, and the All India United Democratic Front (AIUDF), which is having a stronghold in the minority-dominated constituencies, as both are trying to emerge as the kingmaker. Monday's polling sealed the fate of several heavyweights, including the former Chief Minister and Leader of the Opposition, Prafulla Kumar Mahanta; Asom Gana Parishad president Chandra Mohan Patowary and nine Ministers of the ruling Congress-BPF coalition.

For the first time in years, militant outfits were not involved in creating disturbance during the polls barring one incident of blast in the Rajiv Bhawan, the headquarter of the Assam Pradesh Congress Committee (APCC) on March 14, but threat from the militants is far from over as Security agencies received inputs about possible attacks on Security Forces (SFs), Assam Tribune reports on April 13. The anti-talk faction of the United Liberation Front of Asom (ULFA), headed by ‘commander in chief’ of the outfit Paresh Baruah, threatened the Congress and managed to trigger off an explosion in the Rajiv Bhawan, but the outfit could not indulge in any other major act of violence due to tight security measures taken up. Though there were intelligence inputs of a few ULFA militants entering the city, the elections passed off peacefully. Polling in the militancy hit Districts of Dima Hasao (formerly known as North Cachar Hills) and Karbi Anglong was also by and large peaceful with most of the militant outfit operating in the area are under ceasefire agreement with the Government.

Times of India reports that one woman and a Police officer were killed by the Communist Party of India-Maoist (CPI-Maoist) cadres who were opposing the Panchayat (village level local self-Government institution) elections in Ramsinghdih Panchayat under Laxmipur block (administrative division) in Jamui District on April 20. Three Maoists, who had queued up before a booth at Ramsinghdih Panchayat, opened fire killing Assistant Sub-Inspector Rajendra Jha on the incident site, the Police said. The Maoists later demanded a matchbox from a woman, identified as Aisa Khatoon, to set ablaze a tractor near the booth. As the woman refused, they fired at her, killing her and injuring two other villagers, the sources said.

According to Intelligence sources, around 80 cadres of the outfit are currently camping in the District.Chief minister Neiphiu Rio, who is campaigning in Mokokchung for the past four days, has urged the cadres to stay away from the polls or face the wrath of the security forces. “They should never get involved in the elections. This is not their game,” Rio said. The associate press secretary of Naga People’s Front (NPF), the main constituent of the ruling Democratic Alliance of Nagaland (DAN), Shilumar Ao, said the government would provide full proof security to ensure free and fair poll. “People should not be afraid of threats and intimidation,” he said. Even though there were reports of movement of cadres of National Socialist Council of Nagaland- Khaplang (NSCN-K) near the constituency, the outfit has said it would not get involved with the polls. The NSCN-IM meanwhile, has been accusing the Khaplang group of being pro-Jamir and anti-Naga. Former Chief Minister S.C. Jamir is contesting the by-election against NPF candidate Toshipokba Longkumer. The NSCN-IM had vehemently criticised Jamir for contesting the election, stating that he would try to sabotage the ongoing Naga peace process with the Government of India.

Out of 33,849 posts of Sarpanches (heads of Panchayats) and Panches (members of Panchayats), for which elections were successfully conducted by the State Election Department in 16 phases, nearly 1300 posts of Sarpanches and Panches remained vacant most in Kashmir region. Chief Electoral Officer (CEO) and Home Secretary B. R. Sharma said, “… If they ask us to issue a fresh notification for the vacant posts of Panchayats, it would be done shortly.’’ He added that all over 4000 Panchayats out of a total of 4130 across the State would be constituted any time after June 30. "We are forwarding the list of over 4000 Panchayats elected during the 16 phase elections to the State Government on June 30. The names of elected Sarpanches and Panches would be submitted to the Government. Any time, thereafter, the Government could constitute the Panchayats, which would formally come into existence in first week of next month’’, Sharma said. About 1300 posts of Sarpanches and Panches, majority of Panches in Kashmir division remained unfilled. While in some segments, the candidates didn’t come forward, in some constituencies, the election couldn’t be held due to stay order obtained by the candidates through the courts.

Tarun Gogoi said, “There are official formalities to be done. The district will now be divided into four administrative units and the strength of the council will be increased from the present 30 to 50, of which 44 will be elected and the remaining will be nominated by the governor." Gogoi further said that apart from the delimitation process after the creation of the four new districts from the one district at present, the Constitution will have to be amended first as the autonomous council was set up under the Sixth Schedule. Gogoi added "The implemented provisions will be effective in the 2016-17 election only and not in the coming election next month."
