Prime Minister Manmohan Singh said on April 1 that the process initiated by the Union Government to restore peace in Assam would be expedited, but ruled out talks with the United Liberation Front of Asom (ULFA) on the "sovereignty" issue. Dr. Singh, who arrived in Assam on a two-day election campaign, told a press conference in Guwahati that negotiations would be held within the constitutional framework. "The ULFA may raise the issue during talks but that does not mean all issues are open to negotiation," he said. "Doors will be open to all those who shun violence. Two rounds of talks have been held with certain groups [the discussion with the ULFA-formed People's Consultative Group] and we will accelerate the peace process," he added The Prime Minister also stated that his Government would take a tough stance on infiltration in Assam. "I want to assure the people of Assam that we will show no mercy on illegal infiltration. At the same time, all genuine citizens have my assurance that in the name of detection of foreigners they will not be harassed."

The United Liberation Front of Asom (ULFA), in its mouthpiece Freedom claimed on April 7 that it had restrained its cadres from "armed activities" during Legislative Assembly elections in Assam solely in the interest of its peace process with the Union Government. The outfit’s chairman Arabinda Rajkhowa, in his speech on the occasion of ULFA’s ‘27th raising day’ said that groups with "vested interests" were trying to scuttle the peace process by killing its cadres, hoping this would provoke it to walk out of the peace process. He further said that ULFA’s decision not to disrupt the polls must not be construed as an acceptance of the electoral process. "As long as these elections are held, Assam will remain suppressed under Indian colonial rule", he said.

More than 70 per cent of 6.8 million voters in 45 constituencies across the Maoist-affected districts of West Midnapore, Bankura and Purulia cast their votes in defiance of the boycott call issued by the Communist Party of India-Maoist for the Legislative Assembly elections on April 17. "There was no report of any untoward incident," Chief Electoral Officer Debashis Sen said. Polling was held for 21 constituencies in West Midnapore, 11 in Purulia and 13 in Bankura. Hindu reports that the boycott call had an impact on at least six booths, four in Purulia and two in West Midnapore.

Union Home Secretary V. K. Duggal said on April 18 in Srinagar that terrorist training camps were flourishing across the Line of Control (LoC). He told reporters on the first day of his two-day visit to Jammu and Kashmir to review the security situation in the run up to April 24-elections in four Assembly constituencies that, "We have all the numbers on the camps and the militants waiting to infiltrate." He also said "Cross border terrorism must end. We have fail-proof and fool-proof evidence that (militant) camps are flourishing across the border. The Centre is determined to keep the State peaceful in all conditions." Despite the Confidence Building Measures, terrorist infrastructure, including camps, were running and the terrorists were ready to infiltrate into the State from across the border, informed Duggal. During the first quarter of 2006, the number of terrorism-related incidents and the casualty figure of security forces and civilians have come down from last year, Duggal disclosed. "Last year by this time, there were 489 incidents as compared to 374 this year. We have neutralised a sizeable number of militants," he stated.

Maoists ambushed the convoy of Ashok Singh when he was returning after campaigning for zila parishad (district body) elections, for which he was a candidate. The Maoists also set ablaze the vehicle in which they were traveling. The CPI-Maoist has given a call for boycott of elections to the panchayati raj bodies scheduled for May.

One person was killed and 32 others sustained injuries in terrorist attacks and clashes between political parties on April 24 during by-elections in the four Assembly segments in Jammu and Kashmir. Chief Electoral Officer B.R. Sharma said the overall percentage in the four segments was 59. Bhaderwah witnessed the highest percentage of 72 followed by 66.2 per cent in Rafiabad, 56.2 per cent in Pattan and 40.32 per cent in Sangrama. "The overall situation remained peaceful," Sharma said adding that the percentage could go up by one or two per cent as the figures were not final. Unlike in the past, there was not a single complaint of coercion by security forces and enthusiasm among the willing voters was at its peak, he said.

A grenade was thrown at polling both in Government Higher Secondary School, Pattan, but it failed to cause any damage. A rifle grenade was lobbed by the terrorists at Palhalan polling booth but it also did not cause any casualty or damage. In another grenade attack at Salusa, one Border Security Force personnel, Rajinder Singh, was injured. Terrorists also detonated an improvised explosive device at Bhat Mohalla Pattan in the Baramulla district. However, no loss of life or injuries was reported.
