According to The Hindu, approximately 85 percent of over 13 lakh voters exercised their franchise in Nagaland, which went to poll on March 5 to elect a new 60-member Legislative Assembly. Polling was by and large peaceful barring some stray incidents of miscreants damaging electronic voting machines (EVMs) and complaints of booth capturing lodged by some candidates. Z. Angami, Officer on Special Duty at the Office of the Chief Electoral Officer, Nagaland, said that the polling figures of Zunheboto district were still awaited and the final figure of polling in the State would be arrived at after getting inputs from the district. There were reports of miscreants damaging EVM in five places of Wokha and Phek districts. Angami said complaints of booth capturing had been lodged in some places. The counting of votes will be taken up on March 8.

On March 5, a major attack was averted in Dimapur when Assam Rifles (AR) personnel recovered lethal weapons meant to attack polling booths during Nagaland Assembly election, according to Sentinel. Official sources said the AR personnel intercepted a vehicle, carrying a mine, two hand grenades and two AK-47 rifles. The arms were recovered but the occupants managed to flee, the sources said adding the weapons were brought to attack some polling stations.

A Hizb-ul-Mujahideen (HM) militant, Ashiq Hussain alias Faizal Iqbal, was arrested by the police personnel during a search operation in the Ramban district on November 2, reports The Hindu. Ashiq reportedly entered the country through Nepal to disrupt the coming Assembly elections. According to police sources, he was trained in Pakistan and was sent by the HM leadership in Pakistan occupied Kashmir (PoK) to disrupt the forthcoming elections and create terror by triggering explosions in the State.

On November 4, suspected Communist Party of India-Maoist (CPI-Maoist) cadres fired three shots targeting a chopper in which a parliamentarian of the ruling Bharatiya Janata Party (BJP) was travelling for an election campaign, the Chhattisgarh police said. However, the extremists missed the intended target, IANS quoting police sources said. The incident took place in Kanker district’s thick forested Koilibera area in Antagarh assembly constituency, some 250 kilometres south of the capital Raipur. "Maoists fired three shots when the chopper took off from a stadium at Kolibera. The chopper was carrying three persons - all BJP leaders, including party MP Sohan Potai," sources at police headquarters told.

A volley of bullets had hit the wings and some had hit those inside. Showing presence of mind, the crew had flown the helicopter to Jagdalpur, district headquarters of the Bastar. Polling took place amid stringent security measures, a complete strike and the boycott call given by the Coordination Committee spearheading an anti-election campaign. "By and large polling was peaceful, though there were some minor incidents which are part of the democratic exercise," Chief Electoral Officer B.R. Sharma told a news conference. He said the voter turnout in all the constituencies was good with Gurez topping the list at 74 per cent. Bandipora recorded 42 per cent, Sonawari 42, Mendhar 65, Surankote 58, Poonch 64, Nobra 51, Leh 53, Zanskar 48 and Kargil 57 per cent. "All the complaints by political parties were looked into and action was taken," he said.

Defying the boycott call given by separatists, a large number of people turned up for the second phase of Legislative Assembly elections in Jammu and Kashmir on November 23, Daily Excelsior reported. Ganderbal district is reported to have recorded 62 per cent polling. The overall polling percentage in Rajouri and Ganderbal districts was put at 59.09 per cent. Briefing journalists, Divisional Commissioner Masaud Samoon said elections in the two districts were held smoothly. He said 60.02 per cent exercised their franchise in Kangan constituency while 44 per cent voted in Ganderbal constituency. It was a much higher than the turnout in the 2002 elections which recorded 52 per cent and 35 per cent in Kangan and Ganderbal respectively. Rajouri district, he said, recorded a poll percentage of 70.50 per cent.

On November 25, seven policemen were killed when suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up a bridge near Mardapal, about 100 kilometres from the district headquarter Jagdalpur in Bastar, The Hindu reported. A contingent of over 150 policemen carrying Electronic Voting Machines were trekking their way back to Jagdalpur when the Maoists blew up the 30 metre-long bridge. The policemen were walking in a single file maintaining safe distance from each other, said Additional Deputy General of Police Giridhari Nayak, adding, "that was the reason why there were fewer casualties." Two more security force (SF) personnel were injured, adds Indian Express. The SF personnel were reportedly returning from election duty at polling booths in Tumdibala, Kudhur and Nahakanar in Narayanpur assembly constituency where re-polling was held on November 24.

According to police sources, NC candidate Muhammad Ashraf Ganie reached Gundbroth village to address an election rally and even as he ventured out of his vehicle a grenade was hurled by suspected militants. Consequently, 14 year old Afaq Ganie died on spot and two other civilians, Reyaz Ahmad Pandit and Abdul Rahim Ganie, were wounded.

Sporadic clashes between anti-poll protesters and security forces occurred at a few places while there was a grenade explosion at Sopore, but none was killed. The voting was spread over Baramulla, Udhampur, Budgam and Reasi districts. Gool Arnas, once the operational hub of the militants in lower Pirpanchal ranges, recorded a very high turnout (70 per cent), while Sopore, the home town of breakaway Hurriyat faction leader Syed Ali Shah Geelani, had the lowest turnout of 14 per cent. As per tentative data, 55 per cent electorate in Baramulla, Budgam, Udhampur and Reasi districts cast their votes, Chief Electoral Officer B.R. Sharma said.

The voter turnout in Srinagar district’s 10 constituencies was estimated at over 20 per cent by the State Election Commission authorities. Sonawar, one of two constituencies chosen by the former Chief Minister, Farooq Abdullah, for his re-election bid, saw more than 34 per cent of voters exercising their franchise, up from 3.06 per cent six years ago. The other constituency, Ganderbal, saw a rise from 7.12 per cent to over 27 per cent. Elsewhere in Srinagar, Batamaloo, which saw four per cent of its voters exercising their franchise in 2002, witnessed 18 per cent turnout. In Khanyar, it rose from over four per cent to 15 per cent. The turnout in 13 constituencies of the Jammu and Samba districts exceeded 60 per cent. Government sources said the high turnout was facilitated by the success of the Security Forces in preventing terrorist attacks.

The NC secured 28 seats (20 in Kashmir, six in Jammu and two in Kargil), while the People’s Democratic Party was second with 21 seats (19 in Kashmir and 2 in Jammu). The Congress party was victorious in 17 seats (13 from Jammu region, three from Kashmir and one from Leh) and the Bharatiya Janata Party in 11 constituencies. The National Panthers Party won three seats and the Communist Party of India-Marxist, the People’s Democratic Front and the Democratic Party (Nationalist) one each. Independents won in four constituencies. Forty-four seats is the majority mark in the 87-strong House.
