In the second phase of civic elections in the State, polling is to be held amid tight security arrangements in all the 68 wards of Srinagar Municipal Corporation on February 2. Deputy Commissioner and District Election Officer, Shailendra Kumar, said that in all 217 candidates (including 64 women) are in the fray. Twenty-three seats are reserved for women in Srinagar. About 4.43 Lakh voters are to exercise their franchise for polling being held for the civic body after 27 years. Elaborate security arrangements have also been made by the authorities for ensuring a free, fair and smooth conduct of polling in 71 wards of the Jammu Municipal Corporation on February 2. A total of 537 candidates, including 161 women, are reportedly in the fray.

Quoting Bihar Home department sources, a report said a group of armed Naxalites from Andhra Pradesh were camping in Bihar to help their counterparts. "We also have intelligence reports that the Maoists are getting regular help from Nepal's rebels to create trouble during the polls," an unnamed official said. Reports further said Naxalites had been visiting villages in the Jehanabad, Arwal and Gaya districts asking people not to vote.

New Indian Express has reported that notwithstanding their boycott of the forthcoming village council elections, Maoists in the State of Jharkhand are planning to field their candidates to win as many panchayat (village local body) seats as possible. The report quoted a senior police official as saying, "Inputs from different parts of the state suggest that Maoists are out to grab the panchayat posts. They can field their supporters who are not facing any police case and as well as the spouses of some Maoist leaders… the move to grab panchayat posts is a calculated one. They will get spokespersons to carry out their ideology and agenda in the form of the village heads." Jharkhand will conduct its first panchayat polls during September and October 2005.
