Even as Andhra Pradesh Director General of Police (DGP), N Sambasiva Rao, recently claimed that the Communist Party of India-Maoist (CPI-Maoist) numbers have dwindled specially after the major encounter at Ramaguda in Bejjangi area in Odisha in October 2016, the CPI-Maoist is reportedly planning to set up a 'Janatana Sarkar' (People’s Government) in the Andhra-Odisha Border (AOB), reports The Times of India on January 10. Despite losing ground in places like Palnadu and the South Andhra Districts like Krishna and West Godavari in the last two decades, Maoists have till date managed to retain their hold in the AOB Districts like East Godavari and Visakhapatnam. According to sources, members of the division committee and red guerrillas have been continuously conducting meetings in the AOB villages. They are now telling people to send their wards to schools to be set up by them shortly and also bring the patients to hospitals set up by them, they added. With the Maoists regrouping, Security Forces (SFs) are on a high alert. "There are reports that new cadre has landed in the AOB. Maoists had already deployed some of the senior cadre from the Dandakaranya region in Chhattisgarh to AOB to recuperate from the losses of Ramaguda encounter," a senior Police officer told TOI. The sources said senior Maoist leader Jitender Reddy alias Krishna was recently seen in the Visakha agency. He may have been sent to the District to coordinate with the cadres and the public to rebuild the movement. Krishna was himself a former secretary of Galikonda Area Committee and has good knowledge of the agency areas. Along with him, Kakuri Pandanna, who was a former ‘commander’ of Ramakrishna alias RK's protection team, is also helping in regrouping in the area. The Maoists have already appointed senior cadre Ajay as secretary of the Srikakulam-Koraput Division Committee (SKDC) after the death of former secretary Chamala Krishnayya alias Daya in the Ramaguda encounter.

Union Home Minister (UHM) Rajnath Singh has said the Centre would establish Greyhounds Centre, sanction Rapid Action Force (RAF) and give one more Central Reserve Police Force (CRPF) battalion to curb terrorist and Naxal [Left Wing Extremism (LWE)] activities in Andhra Pradesh, reports The Hindu on January 10. UHM Singh laying the foundation stone for the construction of the campus for the National Disaster Response Force (NDRF) 10th Battalion, at Kondapavuluru village in Gannavaram mandal (administrative unit), at a cost of INR 2 billion, on January 9, said: “The Home Ministry has sanctioned more CRPF personnel for Andhra Pradesh and instructions have been given in this regard. Once elections are over in Uttar Pradesh, Uttarakhand and three other States the force will come to the State. The AP Government has sent a requisition for RAF and for setting up of Greyhounds, and we will look into the matter.” The Greyhounds was doing good work in Telangana State (TS) in controlling the Left Wing Extremism (LWE), and the Greyhounds Centre would be on par with TS, UHM Singh said.In addition, UHM Rajnath Singh has said that the menace of CPI-Maoist activities and infiltration into northeastern States came down drastically, adds New Indian Express. Further he said that LWE declined by 55 per cent. Infiltration to northeastern States also decreased by over 70 per cent, he asserted.

The Communist Party of India-Maoist (CPI-Maoist) cadres of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) warned Andhra University Professor Jarra Appa Rao, former Naxalite [Left Wing Extremist (LWE)] Pilli Venkateswarlu alias Satyam and Telugu Desam Party (TDP) leader, SV Ramana, in Vishakhapatnam District on January 16, reports the News Nation. In a press release by the CPI-Maoist AOBSZC official spokesman Jagabandhu stated that these people were threatening local tribals and claiming that the banned outfit had permitted contractors to mine, following which they had set up crusher machines to extract granite and other reserves. Further, Jagabandhu stated, that Ramaguda encounter of October 24, 2016, in Odisha, was a pre-planned elimination of unarmed CPI-Maoist cadres by Andhra Pradesh and Odisha Government, reports Times of India.

He said as of now 35 Districts are the most affected, spread across seven states like Andhra Pradesh, Bihar, Chhattisgarh, Telangana and Maharashtra. In a reply to a question, he stated, "Their number is decreasing and will decrease further,”. He also noted that the Centre shares forces and intelligence with the states besides the financial assistance in dealing with the problem. Elaborating, he said in 35 Districts, 358 new bank branches, 752 ATMs and 1789 Post Offices have been opened over the last two years.

The third national conference of the AARM held at Ukkunagaram in Visakhapatnam District of Andhra Pradesh on June 22, appealed to the Government to withdraw cases “framed” against innocent adivasis in Chhattisgarh and other States branding them as supporters of the Maoists. “In Chhattisgarh alone there are 700 adivasis languishing in jail without trial for a long time,” Tripura East Member of Parliament (MP), Jitendra Chaudhury said. Coming down heavily on Naxals [Left-Wing Extremism (LWEs)] across the country, the Union Ministry of Home Affairs (UMHA) has issued directives to all the Paramilitary Forces and Security establishments to be more "vigilant" and go "combative" while dealing with Naxals, reports DNA India on July 24. The Centre Government has also asked the Security Force (SFs) not to shun the multi-prone approach like initiating development works in the Naxal-affected areas and facilitating surrender of the Naxals.As per the UMHA, till June 30 this year, 424 Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before various laws enforcement agencies across the country. This year, in Chhattisgarh, 298 Naxals surrendered, followed by Jharkhand with 38 surrenders and Andhra Pradesh 35. Superintendent of Police (SP), (Visakha Rural), Rahul Dev Sharma said that the CPI-Maoist cadres either trying to regain some of their lost ground or diverting the attention of the Security Forces (SFs). Sources said that some senior leaders of the CPI-Maoist have been leading the force to set up the new base in Araku Region, which was close to Nandapur block in Odisha, where the presence of the CPI-Maoist cadres is more. About 10 armed militia cadres of the Communist Party of India-Maoist (CPI-Maoist) set ablaze four earth-moving equipments (two each in Nurmati and Pulusumamidi) in the G. Madugula Mandal (administrative sub-division) of Visakhapatnam District on September 7, reports, The Hindu. However, no one was hurt in the incident. Deputy Inspector General of Police (DIG), Visakhapatnam Range Ch. Srikanth said, “Maoists generally destroy equipment used for laying roads. Their action could be intentional or even a mistake.” A senior Police officer said the incident could also be a bait to lure the forces into the forest for a probable ambush. The Police are aware of the presence of a few top leaders such as Central Committee member Chalapathi and Gajarla Ravi or Uday, in charge of the Andhra-Odisha Border Special Zonal Committee (AOBSZC).
