The CPI-Maoist has said that following the killing of six Naxalites in two separate shoot-outs, the possibility of the peace talks with the state government continuing is very remote. CPI-Maoist 'state secretary' Ramakrishna, in a letter, a copy of which was released to the press in Hyderabad, blamed the state government for trying to scuttle the peace atmosphere. "We will retaliate the armed action of the police with arms itself," he said and appealed to all supporters of democracy to strengthen the hands of the movement, as in the present atmosphere it was futile to wait for negotiations to solve the people's problems.

On January 17 night, the two left wing extremist (also known as Naxalites) outfits, Communist Party of India-Maoist (CPI-Maoist) and the Communist Party of India-Marxist Leninist (CPI-ML Janashakthi) announced their withdrawal from peace talks with the Andhra Pradesh government. Naxalite leaders Ramakrishna and Amar, ‘state secretaries’ of the CPI-Maoist and the Janashakthi respectively, declared they were not keen to continue with the peace talks as the Congress government had deployed the elite Greyhound commando force in the forests to wipe out Naxalites. The joint statement released to the media was signed by the CPI-Maoist ‘State Committee secretary’, Ramakrishna, the ‘North Telangana Special Zonal Committee secretary’, Jampanna, the ‘Andhra-Orissa Border Special Zonal Committee secretary’, Sudhakar, the Janashakthi ‘State secretary’, Amar, and senior leader, Riyaz. "We have seen through the conspiracy of the government to keep us bound by the ceasefire agreement while the police and anti-Naxalite forces run amuck in the forests killing our activists," the statement said. The announcement reportedly came within hours of the state government’s decision to set the agenda and schedule for the second round of peace talks.

He said ‘‘the situation would improve, there was nothing to worry.’’ The Home Minister, further, said "We would like them (states) to hold talks, but if they decide to act, they have the Centre’s full support.’’ People on the ground ‘‘know best’’ and it would be ‘‘incorrect on our part to draw any conclusions or make assessments at every juncture’’, Patil said. Deccan Chronicle has reported that Naxalite outfits, the Communist Party of India-Maoist (CPI-Maoist) and Communist Party of India-Marxist Leninist (CPI-ML Janashakthi), on January 23 set out four points for the State Government to agree, if they are to resume talks. The four demands are - no combing operations by security forces, an inquiry into the recent encounters as per National Human Rights Commission guidelines, recognising the ceasefire understanding and converting it into an agreement and that the government should take steps to revive the peaceful atmosphere that was prevalent before the first round of talks. The Naxalite outfits also gave a call to boycott the State Government’s programme to distribute one lakh acre of land on January 26, Republic Day. Naxalite representative Varavara Rao stated that that they would be able to bring the outfits to the table if government meets the Naxalite demands. Other demands include setting up of a land commission, release of prisoners with good behaviour who completed seven years in jail, release of four Maoists and lifting of Prevention of Terrorism Act (POTA) cases against its activists.

Quoting official sources, the report said, about 2,000 commandos of the Greyhounds, cordoned off the CPI-Maoist hideout and zeroed in on Ramakrishna, but refrained from opening fire without provocation from the other side. On June 7, Andhra Pradesh Director General of Police Swaranjit Sen stated that in 2005, 473 left wing extremists (also known as Naxalites) belonging to different outfits had surrendered, as against 396 in 2004 and 1035 in 2003. He said 349 naxals were arrested this year till date, as against 4000 in 2004 and 2000 in 2003. Further, Sen said this year 69 encounters had taken place and 76 naxals were killed, as against 73 encounters and 52 naxals in 2004 and 173 encounters and 175 naxals in 2003. He said 14 police personnel including some home guards were killed this year. Likewise, 240 weapons were recovered this year, as against 107 in 2004 and 287 in 2003. Similarly, the police recovered 9285 rounds of ammunition this year, as against 1463 rounds in 2004 and 5896 rounds in 2003. Further, Sen said "at least one third of the police stations in the State are unarmed and vulnerable to attacks." Out of 1,585 police stations, 500 do not have weapons and they are not armed. Explaining the importance of this operation, Superintendent of Police Kripanand Tripathi Ujela said "Reports of movement of Maoist dalams [squads] such as Sirpur, Indervelli had been coming in during the last 10 days. However, these reports were meant to throw us off trail. The actual scenario in the shape of a plenum would have enfolded somewhere in the thick Mangi forest." Superintendent of Police, Sanjay Kumar Jain, stated that the recovery included an electric drilling machine, one HP electric motor, hand drilling tools, hand blower, high-speed steel bits, a burner, 140 meters of uniform cloth and 40 pairs of shoes. Weapon-making and repairing equipment, including the ones used for manufacturing of country-made rocket launchers, were also seized.

The Maoists, suspected to be members of the Nallamala 'action team', fired from AK-47 assault rifles as the MLA was about to lay the foundation stone for a road. The legislator’s youngest son, C. Venkateshwar Reddy, and the Narayanpet Municipal Commissioner, D.V. Ram Mohan, were among the nine persons killed, while 17 persons, including Revenue Divisional Officer Shiva Reddy, Principal of Suryalakshmi Degree College Sudershan Reddy and Market Committee Chairman Ghanshyam Dharaka were injured. Reacting to Narsi Reddy's killing, the Chief Minister, Y.S. Rajasekhar Reddy, said that the Government would act firmly against the Maoists. Although there is no ban on other armed left-wing extremist outfits such as the CPI-ML Janashakti, "the law enforcement agencies shall deal with them sternly," the Minister said. "Any member of these organisations or anyone aiding or abetting in their unlawful activities through whatever medium shall attract the provisions of the Public Security Act. The law enforcing agencies will deal with them accordingly", said Reddy. According to the minister, "the Maoists have misused the opportunity given by the Government and resorted to mindless killings, extortions and kidnap. They have killed 157 political activists, policemen, home guards and civilians in the last 13 months."

In a statement issued from the State capital Hyderabad on September 7, Maoist representative Janardhan maintained that his party would not, however, target ordinary workers of the Congress party, but the People's Liberation Guerrilla Army and other Maoist forces would step up attacks on the leadership. He also said the Maoists were ‘imposing’ a ban on the Congress party and said his cadres would prevent any activity by the ruling party members. The Maoists also set a deadline for the Congress leadership to quit their posts by October 2, 2005.

According to The Hindu, the Yellareddy Local Guerrilla Squad ‘deputy commander’ of the Communist Party of India-Maoist (CPI-Maoist), Gasikanti Laxman alias Vinay, died of ill-health recently in the forests due to the alleged failure of the party to provide him medical treatment. The CPI-Maoist is reported to have informed his Vinay’s parents that they had performed his last rites in the forests of Banswada region in the Nizamabad district. In a press note on November 9, Superintendent of Police Devender Singh Chauhan alleged that the Maoists had denied medical treatment to Vinay as he was a Dalit. He charged that the Maoists provide corporate medical treatment to upper caste leaders and top cadre and deny the same to cadres of the lower strata.

Revealing the year-end data, he said the police recovered 474 weapons from Maoists this year as against 107 in 2004.
