The Central Government on May 7 informed the Lok Sabha (Lower House of Parliament) that the Communist Party of India-Maoist (CPI-Maoist) cadres were manufacturing improvised hand grenades and rocket propelled grenades in their arms manufacturing units in Chhattisgarh, Bihar and Jharkhand, reports The Times of India. Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. The Government, however, decided to provide 10 additional battalions of CAPF (10,000 personnel), including five battalions (5,000 personnel) of Central Reserve Police Forces (CRPF) to four LWE-affected states, including Jharkhand, Odisha, Bihar and Chhattisgarh.

Police investigating Communist Party of India-Maoist (CPI-Maoist) activities in the State have claimed that Siraj Rabha, the arrested ‘training instructor’ of CPI-Maoist, is a landmine expert who is wanted by Police in Jharkhand and Chhattisgarh. “We had information that landmine expert Dipesh was in Assam, but initially Siraj did not admit that he is Dipesh. But when intelligence branch sleuths from Andhra Pradesh, Chhattisgarh and Jharkhand came up with his photograph, he confessed that he is the landmine expert Dipesh,” a source said. Rabha was arrested on April 26, 2013.

Andhra Pradesh Director General of Police (DGP) V Dinesh Reddy on July 2 said that sustained intelligence based anti-Naxal [Left-Wing Extremism (LWE)] operations led to the decline in LWE violence to the tune of 57 per cent in Andhra Pradesh in the first six months of 2013, which also resulted in the arrest of 106 Communist Party of India-Maoist (CPI-Maoist) cadrse, reports The Economic Times. Thirteen incidents, including four murders were reported in the first six months in 2013 as compared to 30 incidents reported during the corresponding period in 2012, he added. He further said that Andhra Pradesh Police arrested 106 Maoists including one ‘central committee member’ Anukul Chandra Naskar alias Gajanna. Besides 56 Maoist cadres surrendered. The DGP said that Police seized INR 1.46 million cash and 30 firearms. There are around 340 underground cadres (from Andhra Pradesh) and out of this 200 are operating in different states and remaining 140 are operating in bordering states of Andhra Pradesh. In the last two years, 15,000 police personnel were recruited and notification for 11,000 posts for recruitment of police constables and sub-inspectors will be issued soon.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Dismissing the apprehensions that the formation of a separate Telangana State may lead to an increase in Communist Party of India-Maoist (CPI-Maoist) activity, he said “The Naxal problem is there. But Andhra Pradesh is one state where we have done excellent work in curbing Naxalism. Senior officials of the Union Ministry of Home Affairs (MHA) fear that a long spell of “zero-governance” in Andhra Pradesh due to the growing protest against the creation of Telangana could see escalation of the Naxal [Left Wing Extremism (LWE)] problem, while law and order could deteriorate, particularly in Hyderabad, reports The Hindu. Union Home Minister Sushilkumar Shinde on October 7 briefed Prime Minister Manmohan Singh on the situation in the State. As the protest spread to more areas in Rayalaseema and coastal Andhra Pradesh, the officials are apprehensive that the Communist party of India-Maoist (CPI-Maoist) would now try and reassert their presence in areas where the Police and paramilitary forces have managed to regain control in the last few years. Moreover, as paramilitary forces engaged in anti-Naxal operations were being diverted to contain protests, Maoists would sense a chance to regroup. “It is a well-known fact that most of the top Maoist leaders belong to the economically backward Telangana region, which used to be the hotbed of Naxal activities. Persistent operations by Greyhound commandos of the Andhra Pradesh Police, along with the paramilitary forces, forced Maoists to shift base to the neighbouring States. But now with attention diverting towards protests and people getting restless, Naxals might try and rebuild the cadre base in the State,” a senior MHA official said. Of the 10 districts of the proposed Telangana State, which shares borders with some of the Naxal strongholds like Gadchiroli in Maharashtra and Bastar in Chhattisgarh, 8 have been declared worst hit by the Left Wing Extremism. They include onetime Maoist hotbeds of Karimnagar, Warangal and Adilabad. Significantly, even the other Districts that will fall in divided Andhra Pradesh are also facing Naxal problem, which include Vizianagaram and Visakhapatnam that have turned out to be the epicentres of the current anti-Telangana protests. “Chief Minister N. Kiran Kumar Reddy has also come out openly against Telangana ... There is complete absence of governance in the State where even the bureaucracy and police look divided. Under such circumstances law and order situation in the State could be compromised,” the official added.

Prasada Rao on November 6 said that the administration was concerned about Communist Party of India-Maoist (CPI-Maoist) activity picking up in separate Telangana because of the leadership of CPI-Maoist, reports The Hindu. In an informal chat with media persons Rao said Maoists were not active in the State presently, barring north-coastal Districts of Srikakulam, Visakhapatnam and East and West Godavari. “There are some apprehensions that the Maoist cadre and leaders who mostly belonged to north Telangana Districts could return to the region if the region got Statehood.” The issue also figured in the meetings of the Central government-appointed Task Force that toured the State recently. Interacting with media, the DGP said occasional incursions of Maoists were noted near Chhattisgarh, Maharashtra and Odisha borders. “It can happen again even though we are in touch with the police forces in those states,” Prasada Rao said. He also refused to subscribe to the chief minister’s argument that most of the top Maoist brass belonged to Telangana region.
