Senior Communist Party of India-Maoist (CPI-Maoist) leader GVK Prasad alias Gudsa Usendi surrendered before Andhra Pradesh Police after taking due permission from CPI-Maoist chief Ganapathy and was allowed to go unharmed in view of his seniority and loyalty to the party, reports The Times of India on January 11. However, several others who attempted to surrender were allegedly killed. A Union Ministry of Home Affairs (UMHA) source said "He has surrendered because of failing health and being unable to continue the struggle. He has done so after taking due permission from the leadership. Though he must have been discouraged, he was allowed to go unharmed because of his seniority and the three-decade long service that he gave the party. Many others in the lower rung have met fatal ends to such decisions".

Minister Shinde said "Gumudavelli Venkatakrishna Prasad, alias Gudsa Usendi, an important leader of Communist Party of India-Maoist (CPI), has surrendered before Andhra Pradesh Police. I welcome his decision to surrender, and also would like to appeal to other senior cadres to follow this example." He further said "The CPI (Maoist) should give up their arms struggle and join the mainstream. All those who have surrendered will be treated well as per the Surrender and Rehabilitation Policy of the government."

Kalyan Rao in Warrangal District on January 12, reports The Hindu. Addressing the second day of the 24 State Conference of The Revolutionary Poets Association (Virasam), he said the Maoist party is able to give smooth administration in Dandakaranya and it should be replicated all over the country. Rao also thanked the people of Warangal District for supporting the revolutionary movement for decades without fearing police atrocities and suppression.

Condemning the surrender of State Committee member of Dandakarnya Special Zonal Committee (DKSZC) GVK Prasad alias Gudsa Usendi alias Sukhdev, the Communist Party of India-Maoist (CPI-Maoist) said that the “renegade spokesperson” has left the party without discussion and “concocting stories” of his differences with the party, reports The Hindu. Prasad had never objected to any decision of the party’s highest body, the Central Committee (CC), nor registered any complaints on ideological issues, while the party “provides enough space for internal debates,” DKSZC secretary, Ravulu Sriniwas alias Rammana said in a recorded statement. The audio of Ramanna’s statement was played to The Hindu by a senior member of the Maoist cultural front, Chaitanya Natya Manch (CNM) on January 13, from the forest areas of southern Chhattisgarh. The middle-aged leader from Warangal District of Andhra Pradesh, GVK Prasad surrendered with a woman comrade before Andhra Pradesh Police on January 8. In nearly 20 minute long statement Ramanna strongly denounced the erstwhile Spokesperson’s decision to surrender, calling him a “morally flawed” individual. “He was once suspended by the party in 1993 for moral misdemeanour but was re-inducted after repeated requests. But Sukhdev proved to be a weak person and a traitor,” the statement said. During his tenure in the party, Prasad was questioned for moral turpitude and even now he ran away with ‘another’ woman comrade, the statement said. “His wife Raje is still in the party, while Sukhdev has surrendered with Santoshi Madkam and the action (of running away with another woman) exposes him to the comrades,” Ramanna said.

The Union Minister of Home Affairs (UMHA) Rajnath Singh called a meeting of Chief Secretaries and Police Director Generals (DGs) of all 10 Naxal-[Left-Wing Extremism (LWE)] affected States apart from Central Paramilitary Forces’ Chiefs on June 27 to review the situation on LWE violence in the country, reports The Times of India on June 24. This would be the first meeting Rajnath Singh will hold on the issue after taking charge as Home Minister. The meeting would discuss the current scenario of LWE violence, operational performance of Security Forces (SFs) in 2014, issues of coordination between Central and State Forces fighting LWEs, installation of telecom towers to improve connectivity in these areas and infrastructure in LWE-hit regions. Senior officials from Bihar, Jharkhand, Chhattisgarh, Madhya Pradesh, Andhra Pradesh, Uttar Pradesh, West Bengal, Maharashtra, Odisha and Telangana have been asked to attend the meeting.

Secretary of the Communist Party of India-Maoist (CPI-Maoist) Andhra Orissa Border Special Zonal Committee (AOBSZC) Chandramouli termed the death of three Maoist cadres in an exchange of fire with Police in Nallamalla forests of Guntur District on June 21, 2014 as a fake encounter, reports The Hindu on July 8. In a statement sent to media, he claimed that the Police had captured Maoists Ashok, Bharati and Vimala and tortured them before staging a fake encounter at Murarikurava Vaagu on the banks of Krishna river on the borders of Prakasam, Guntur and Mahaboobnagar Districts. He contested the claims of Inspector General of Police (IG) Sunil Kumar that the Police had recovered an AK-47, a Self Loading Rifle (SLR) and a .303 rifle from the site of the encounter and that fourth extremist, Srinivas alias Vikram, was injured and had escaped. He further said in 2006 when the Maoists decided to withdraw from Nallamalla after it had become weak there, Maoist Baburao along with Bharati and Vimala had decided to stay back due to sentimental attachment to the place. They were working with the Chenchus there for the past eight years and helping rebuild the party base there. They were carrying only .303 rifles and tapanchas for their self defence and did not possess any automatic or semi-automatic weapons. He also said that after N. Chandrababu Naidu took over reins, the State Government resumed its pro-World Bank stance and decided to crush the Maoists. He however warned that the Telugu Desam Party (TDP) leaders and Chief Minister Naidu would have to pay for the fake encounter killings of the Maoists.

The Communist Party of India-Maoist (CPI-Maoist) has conducted its third public meeting, in the past one month, with the tribals of Visakha Agency on September 18 and threatened the government with an armed struggle if it did not withdraw its plans to mine bauxite reserves, reports The Times of India. Nearly 400 to 500 people from 20 villages attended the meeting. Sources said that though nearly 60 to 70 Maoists were present in the area during the meeting, only 15 to 20 armed cadres were visible at the venue close to the Odisha border. The nearly two and half hour meeting was addressed by a senior leader of the Galikonda ‘area committee’, who accused Andhra Pradesh Chief Minister of trying to benefit Multi National Corporations (MNCs) through bauxite mining.

The East Division Committee of the Communist Party of India-Maoist (CPI-Maoist) has called for a bandh (shut down) on October 30 to protest the lynching of three of their armed cadres by tribals, East Division ‘secretary’ Kailasam told some media persons on the phone on October 24, reports The Times of India. Earlier the Maoists had killed Gemmeli Sanjeeva Rao of Veeravaram village of Chintapalli mandal (administrative unit) of Vishakhapatnam District and were abducting another person, Jaggam Dora Simhachalam, a religious preacher, when they were attacked by hundreds of tribals, who killed three Maoists - Sindri Chinna Ranga Rao alias Sarat, Palasa Ganapati and Korra Nageswara Rao on the night of October 19.

Koya Praveen, Superintendent of Police (SP), Visakhapatnam District, strongly contested the Communist Party of India-Maoist (CPI-Maoist) allegation that the Police was mobilising the Girijans in the interior parts of the Agency area for a Salwa Judum (an anti-Maoist vigilante group) type of operation against the Maoists, reports The Hindu. Addressing media in Visakhapatnam on November 28, he said that the news reports published in various dailies on November 28, were based on a press communication released by the Maoists and it was unfounded. “Arming or training the villagers or the Girijans for an operation against the Maoist was against law and there is no need for us to do so,” he said. He went on to add that the Maoists were unable to digest the Viravaram incident, where the local people rebelled against them and clobbered to death one area commander and a militia member. “They (Maoists) are now indulging in false propaganda. In fact the press release was released in the name of one Kailasam, who was killed in an encounter four years ago. All communications are being released by Ramchandra Reddy alias Pratap Reddy alias Chalapathi in the name of Kailasam,” he said.
