Times of India quoted Union Home Minister P. Chidambaram as saying on January 5 that the extremists would be happy if political parties failed to hammer out a solution on Telangana. Appealing to Andhra Pradesh leaders at the all-party meeting on Telangana to "show accommodation and goodwill and help the Centre find a solution", Chidambaram said, "I wish to caution all political parties that there are forces waiting on the wings who ridicule the parliamentary form of democracy and who would be happy if we collectively fail to find answers to the issues that concern us." Without identifying Maoists as such "forces" in his opening statement, Chidambaram said, "We should not give any room for these forces to gain strength or credence." Emphasising that law and order must be maintained in the state, he said, "While we deliberate on these issues and take forward the process of consultations, we must recognise the fundamental importance of restoring normalcy in Andhra Pradesh. There must be a halt to agitations and bandhs."

Five more Districts — Adilabad, Karimnagar, Warangal, Kurnool and Chittoor – have been added to the list of those affected by extremist activity for the purpose of seeking Central funds for development of roads. A similar request for Central funds to improve roads citing left wing extremism was earlier made in respect of Srikakulam, Vizianagaram, Visakhapatnam and East Godavari Districts. However, in the case of Khammam, work has begun following sanction of funds by the Centre in response to an earlier plea. Minister for Roads & Buildings Galla Aruna said on January 6 that a letter would soon be addressed to the Centre with a request for release of funds for proper development of road facilities in the District prone to Maoist activity.

The central secretary of the Communist Party of India-Marxist-Leninist (CPI-ML) K. N. Ramachandran on January 9 said no one is shedding tears for the Communist Party of India-Maoist (CPI-Maoist) in Andhra Pradesh because they had created a culture of extortion through individual squads, according to Express Buzz. The CPI-Maoist base stands highly eroded in Andhra Pradesh and the extremists are not getting any support anymore because they have deviated even from the basic tenets of Maoism, he maintained. “The CPI (Maoist) cannot call itself a Naxal outfit because they have moved away from the Naxal ideology. The Maoists are an individualistic and anarchist lot,” he said. He added that the CPI-Maoist has created units which are allowed to function on their own and they are targeting the people and their utilities. They have become extortion squads which is why no one is now sympathising with them in Andhra Pradesh. Ramachandran who had joined CPI-ML during the Naxalbari movement of 1960s is known to have been very vocal against means of the armed struggle adopted by the CPI-Maoist.

Taking advantage of the prevailing volatile political situation in Andhra Pradesh, the Communist Party of India-Maoist (CPI-Maoist) may try to strengthen their base, Police officials have warned, according to PTI. The Maoists, who have reportedly supported the Telangana agitation, may utilise the current unrest to strengthen their base in the backward region, once a stronghold of Maoist activity, they said. There is always a danger of Maoists coming back to the State and regaining the lost ground, given the turmoil prevailing in the last few months, according to an unnamed senior Police official. The Andhra Police is worried about the heightened activities of the Maoists in neighbouring Chhattisgarh and Orissa. Police in Srikakulam and Visakhapatnam, bordering Orissa, and Khammam District adjoining Chhattisgarh have been put on a high alert, Police said.

The Central Government has set up combined Special Operation Groups (SOGs) of State Police Forces and Central Reserve Police Force (CRPF) in Left Wing Extremism-affected States, which will coordinate among themselves for joint operations, reports Times of India on March 4. The SOGs will commence operations in seven most LWE infested States -- Jharkhand, Bihar, Chhattisgarh, West Bengal, Orissa, Maharashtra and Andhra Pradesh. The SOG teams would comprise of 40-50 selected personnel from the paramilitary and concerned State Police force.

Those on the hit-list of Maoists include Panchayat Raj minister Botsa Satyanarayana, revenue minister Dharmana Prasada Rao and tribal welfare minister Pasupuleti Balaraju, who represent Vizianagaram, Srikakulam and Visakhapatnam Districts. In a letter to the local media in Visakhapatnam on May 13, Maoist Andhra-Orissa border division secretary Ganesh hinted at launching a major offensive against big politicians instrumental in giving permission to bauxite mining.

Chandrasekhar Gorebale alias Sudhakara alias Tippanna alias Nantappa, a cadre of the Karnataka State Committee of the Communist Party of India-Maoist (CPI-Maoist) was arrested at Aija village of Mahabubnagar District in Andhra Pradesh in the morning of June 13, reported The Hindu. Gorebale, who was in charge of North Karnataka Districts, was reportedly arrested while moving along with two others who managed to escape. Police suspect that the two who escaped could be Takkallapalli Vasudeva Rao alias Ashanna and Kanumukkula Ramesh alias Raju, known to be members of an Action Committee formed by the Maoist Central Committee. All the three cadres are members of the Maoist Military Commission and the Central Action Team. Police say Ashanna was involved in the killing of former State Home Minister A. Madhava Reddy in 2000 in a landmine blast near Ghatkesar village, about 50 kilometres from Hyderabad. He was also suspected to be involved in the attempt on the life of former Chief Minister N. Chandrababu Naidu at Alipiri in 2000. Police said Gorebale was not aware of who was to be hit by the action committee, in line with the strategy of Maoist hit teams.

The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

This is the second advisory issued to the railways within a month. Rosaiah on September 20 extended the ban on the Communist Party of India-Maoist (CPI-Maoist) and its six front organisations for a further period of one year under the Andhra Pradesh Public Security Act. The earlier ban lapsed on August 16. State Information Minister J. Geeta Reddy told after the Cabinet meet that the frontal organisations of the outfit that are banned are: Radical Youth League, Rythu Coolie Sangham, Radical Students Union, Singareni Karmika Samakhya, Viplava Karmika Samakhya and All India Revolutionary Students Federation. It may be recalled that the State Government had lifted the ban on then People's War Group (PWG) in 2004 to facilitate a ceasefire and the first-ever direct peace talks between the Government and the Maoists. During the talks, PWG merged with Maoist Communist Centre (MCC) to form CPI-Maoist.

An important task the Maoists have set for themselves is to create a liberated zone, in Bihar, Jharkhand and Dandakaranya (Chhattisgarh). Towards this end, the party's strike force — People Liberation Guerrilla Army (PLGA) — is being developed. This was stated by Prasad, party's Andhra-Orissa Border State ‘committee member’ during an interview at a remote place on the Andhra-Orissa border. Prasad said the PLGA should be transformed into the people's liberation army for which a liberated zone was necessary. PLGA formations were being developed to achieve this target and it had also carried out “mobile” war by carrying out raids on targets at faraway places, by mobilising its armed cadre from different parts and taking assistance from the people along the way. “The creation of a liberated zone and beefing up PLGA for this purpose is in its early stages. The process is being commenced by forming village-level committees which will be expanded to mandal (taluk) and District levels. Already, the Janatana Sarcars, Revolutionary People's Councils (RPCs) have been formed in Dandakaranya,” Prasad said. The PLGA, which has grown to the strength of creating companies, is also planning battalions. “We have already reached this stage in Dandakaranya. We don't have a timeframe for other areas but the process will be completed early if the conditions suit us, that is until people take up armed struggle”, Prasad added.

Reviewing the Communist Party of India-Maoist (CPI-Maoist) insurgency in the country, the MHA said: “Naxal violence continued to cause concern. In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. It is proposed to make a block grant of INR 250 million to each District for the remaining four months of 2010-11 and INR 300 million to each District for 2011-12,” said the Ministry.

Additional Director General of Police (ADG) M. Ratan said Maddela Adellu alias Anand (45), a ‘State Committee’ member, accused of nine offences, including two murders, carrying a head money of INR 1million surrendered along with his wife Kurma Rambai alias Saritha (40), a ‘divisional committee’ member of the north Gadchiroli and Gonda joint divisional committee in Maharashtra, Killo Raju alias Krishna (25), the ‘commander’ of Konnavaram area and Seendri Subba Rao alias Srikanth (18), Raju’s deputy.
