Sify.com reports that Andhra Pradesh Chief Minister N. Kiran Kumar Reddy while addressing the conference of Chief Ministers on Internal Security in New Delhi on February 1, urged the Central Government to include six Districts (Visakhapatnam, East Godavari, Srikakulam, Vizianagaram, Warangal and Karimnagar), located on the Andhra-Odisha and Andhra-Chhattisgarh borders, under the Special Development Plan (SDP) unlike the two Districts of Khammam and Adilabad in Left Wing Extremist (LWE) areas and take other steps to prevent regrouping of the Communist Party of India-Maoist (CPI-Maoist). He also urged the Central Government to approve the proposal for development of a corridor of road network on the State's borders with Odisha, Chhattisgarh and Maharashtra. CM Reddy also called for stationing a helicopter with a capacity to carry 35 personnel at Visakhapatnam for facilitating swift airborne operations in the hostile terrain on the Andhra Pradesh-Odisha border. Stressing on the necessity for developing infrastructure, particularly a network of roads that can buttress operations along inter-state borders of Andhra Pradesh, Chhattisgarh, Odisha and Maharashtra States, considering that Maoists have been using these places as shelter zones, Reddy, suggested that the expenditure on counter-terrorism measures in the States be brought under SRE funds, like in the case of LWE. Reddy claimed that a judicious combination of law and order and socio-economic measures has helped address the problem of LWE. The number of armed underground cadre has come down from about 1,100 in 2004 to below 150 in 2011 in Andhra Pradesh.

The Communist Party of India-Maoist (CPI-Maoist) have urged the people to carry out a militant war against the private power plants and extended solidarity to the non-cooperation movement of villagers, reports Times of India. The Maoists said in the name of development of Srikakulam District, people with power were encroaching systematically the villagers' land with active connivance of the state Government. In a press statement released at Macchkund area on the border of Munchingput in Andhra Pradesh on March 1, Andhra-Odisha Border special zonal committee (AOBSZC) ‘secretary’ Bhaskar urged the villagers to fight for their rights.

Deccan Chronicle on March 17 reports that Deputy Inspector General (DIG), Soumya Misra, Visakha range, said the Communist Party of India-Maoist (CPI-Maoist) activities in the Andhra Odisha Border (AOB) zone has declined due to the new strategies ad-opted by the Police in Srikakulam, Vizianagaram and Visakhapatnam Districts. Talking to reporters, she said the Police have adopted twin strategies of increasing surveillance and taking preventive steps, besides implementation of several the programmes to increase the relationship with people. "We have taken up community development programmes in far-flung tribal villages and they have been giving us good results," Misra said. Even campaigning for peace at village-level was also showing good results, she added. Large scale surrender of senior Maoists, Dalam (squad) leaders and militia members in this region was an indication to the good work done by the Police personnel recently, she said. The Government has been increasing efforts to provide employment to the tribal youth to wean them away from Maoists.

The People’s Liberation Guerrilla Army (PLGA), the military wing of the Communist Party of India-Maoist (CPI-Maoist), is training its cadres to counter aerial attacks in the event of air strikes by the Indian Air Force, reports Deccan Chronicle. Sources said that the Maoists are also planning to carry out strikes on airports. The Special Intelligence Branch of the anti-Naxal [Left Wing Extremism] agency of Andhra Pradesh Police had recently recovered key documents and sketches with details of how Maoists will defend air attacks and capture airports. The syllabus for military training of Maoist cadres is being revamped. A manual, titled Guerrilla Air Defence written by the ‘central military commissioner’ and senior Maoist Tipparthi Tirupati alias ‘Devji’ of Andhra Pradesh has been introduced into the Maoist syllabus. This syllabus includes instructions on how to kill air force commandos while they climb down during air drops from choppers. Sources in the State Police Headquarters say that the Maoists are a step ahead in combat strategies.

Aravinda Rao on May 17 said the State Government does not need the assistance of Army, Navy and Air Force to tackle the Communist Party of India-Maoist (CPI-Maoist) menace, reports Times of India. Maintaining that the Maoist activities were under control in the State, the DGP said that the State Police along with the personnel from Odisha and Chhattisgarh were carrying out joint operations in the border areas to tackle the problem. The DGP also said that nearly 30% posts of sub-inspectors were lying vacant in all the Districts in the State and added that the recruitment drive was on to overcome the shortage.

Hindustan Times reports that the Special Intelligence Branch (SIB) of Andhra Pradesh Police, which monitors activities of the Communist Party of India-Maoist (CPI-Maoist) cadres, has reportedly gathered "credible information" about the Maoists carrying their activities under the banner of the virtually-defunct Telangana Political Joint Action Committee (JAC). According to report, several "inactive" Maoists have suddenly started participating in the political Joint Action Committee on the Statehood issue. Though no Maoist leader worth the name is directly involved in the statehood-related agitation, many recent recruits in the force are said to be participating in the programmes under the aegis of the JAC, top police sources said. "When the agitation for a separate state began in late 2009, some Maoist elements joined ranks with the students of Osmania University and indulged in violence. Now, they seem to have 'graduated' to a higher level and started working under the so-called political JAC, though the latter as such exists only on paper," a top-ranking Police official said.

Rejecting President Pratibha Patil’s call for peace talks, Maoists announced a ‘protest week’ from July 4 in Chhattisgarh, Andhra Pradesh, and Maharashtra and on the Andhra-Odisha Border (AOB), demanding immediate scrapping of the Army training school being set up in the foothills of Abujmarh in Bastar. In two separate statements issued ON June 26, CPI-Maoist central committee spokesman Abhay said the President’s call to Maoists to come forward for peace talks came at a time when a battalion-strong Army have already been sent in with the intention to involve them in the so-called operation green hunt. Such a proposal for talks comes when Governments and corporates have entered into memoranda of understanding (MOUs) to exploit vast mineral wealth in the region and security forces are unleashing terror and committing atrocities on the poor in tribal areas,” he alleged, adding that Maoist leader Azad ― who had initiated a process for peace talks with the Government ― was killed in a fake encounter. Maoists appealed to the people to impress upon the President to call off ongoing operations and withdraw the paramilitary forces from the tribal areas. They also want the Army training centre scrapped, as well as all MOUs and the land acquisition process. “If the governments accept these demands, Maoists will stop the counter violence,” the Maoist spokesman said.

Underlining rural development as the key to tackle Left wing extremism [LWE], Union Rural Development Minister Jairam Ramesh on August 6 said “a modern face of naxalism” is reflected in the projects that violate the environmental and forest norms, reports The Hindu. “The modern face of naxalism is reflected in projects that flout environment and forest norms... projects like Posco, Vedanta, bauxite mining in Araku and [thermal project] in Sompeta. These are serious issues that could acquire naxal overtones if not handled well,” the Union Minister told a press conference after a review meeting on LWE-affected Districts in Andhra Pradesh. “In the long run, naxalism can be countered successfully through proper, transparent and accountable rural development programmes,” he added.

Reddy said the UAV would be helpful in tracking the Maoists even in dense forest areas. The UAV images would reach the Police in real time so that forces could be mobilised to hunt them down. "The UAV was procured at a cost of INR 300 million and will have its base station at Madurpudi in Rajahmundry District. It will be mostly used in Adilabad, Karimnagar, Warangal, Khammam, Andhra-Orissa Border (AOB) and Visakhapatnam,'' the DGP added. "To improve transport for the anti-Maoist forces, a 17-seater helicopter will be available for the next few months and the cost of its operation will be borne by the Union ministry of Home affairs," he further added.

The minister was speaking at a public meeting at Hukumpeta near Paderu in the agency (tribal) area of Visakhapatnam District on November 13. “ It is a matter of deep worry that tribal areas — mineral-rich, forest-rich areas inhabited mostly by Girijans in the mountainous tracts — are in a state of ferment and unrest. Reddy spoke in favour of controversial projects like the Posco, Vedanta, bauxite mining in the Araku valley of Andhra Pradesh and thermal power station at Sompeta in Srikakulam District - issues allegedly being used by the Maoists to spread their wings - saying, "these are not issues...they are development opportunities." Reddy further said, "Out of the 21 Central Committee members of CPI (Maoist), 13 hailed from AP; of the 19 member Andhra-Odisha Border Committee, 17 are from here while all the 12 members of the Chhattisgarh Committee too are from AP."
