The activities Hynniewtrep National Liberation Council (HNLC) has hit an all time low during 2010 with the HNLC only releasing occasional statements to boycott the Independence Day (August 15) and Republic Day (January 26) celebrations, Shillong Times reported on January 3. As per the Meghalaya Police report for 2010, 18 HNLC cadres were arrested by the Police and one surrendered during the year. A senior police official said with the outfit's strength and financial position on the decline, the activities of HNLC could be neutralized to a large extent.

On January 9, The Sentinel reported that, raising hopes of tranquility Tripura witnessed less of riots, ethnic conflicts and massacres in the year 2010. The graph of insurgency-related violence in Tripura has dropped considerably. In June, Chief Minister Manik Sarkar informed the State Assembly that nearly 8,000 militants of different outfits including the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF) surrendered in the past 17 years. He was of the view that surrender of huge number of militants from their base camps was fallout of the proactive measures taken by the Bangladesh Government. According to Tripura’s DGP Pranay Sahaya, ‘chiefs’ of the two outfit, Ranjit Debbarma of ATTF and Biswamohan Debbarma of NLFT, are in Bangladesh and the process for handing them over to India was on process.

The United Liberation Front of Asom (ULFA)’s ‘Commander-in-Chief’ Paresh Baruah is the sole arms dealer in the northeast and he reportedly gets his supplies for free from China’s state-owned China North Industries Corporation (NORINCO), reports Nagaland Post on January 31. His existing clients are in Assam and Tripura and he has been also contacted by the Maoists, adds the report. Sources in Police told Times of India that interrogation of several top leaders of various militant outfits in the region indicate that Baruah is trying to take over the space (of an arms dealer) left vacant by National Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) Anthony Shimray. “We have interrogated several top National Democratic Front of Bodoland (NDFB) leaders who were arrested recently. They revealed that Baruah has cheated on them by not delivering arms ever after taking about INR 6 crore from them,” the report said.

Tripura Chief Minister Manik Sarkar asked the Centre to redeploy the Central Reserve Police Force (CRPF) withdrawn in 2009 for effective containment of insurgency which had ravaged the State for last three decades, reports Online India on February 2. Sentinel reports that interrogation of the five arrested Anti-Talks faction of the National Democratic Front of Bodoland (NDBF-ATF) militants revealed that militants continue to use the porous Meghalaya stretch of the India-Bangladesh border. Meanwhile, a Police Officer claimed that the route used by NDBF militants is exclusively used by Hynniewtrep National Liberation Council (HNLC) militants and thus there could be some link between HNLC and NDFB. As reported earlier, these militants were arrested on February 10.

highly placed sources said that strong bonding between the militant groups of the North East having bases in Myanmar is a major cause of concern for the security agencies. The Anti Talk Faction of the United Liberation Front of Asom (ULFA-ATF) and the anti-talk faction of the National Democratic Front of Bodoland (NDFB-ATF) recently sent small batches of new recruits to the neighboring country for training in handling of weapons. The sources revealed that the militant groups of the North East are coming closer to each other in Myanmar in the interest of their own survival and most of the outfits of the region are having strong bases in the Taka (Taga) area in the Sagain division of Myanmar. Further, the ‘vice chairman’ of the anti-talk faction of the NDFB-ATF, G Rifikhang, who is heading the outfit after the arrest of Ranjan Daimary, is still believed to be in Bangladesh, while, the IK Songbijit, the ‘Army chief’ of the outfit is now near Myanmar-China border and security agencies are of the view that he also visited China recently.

confirming clandestine links between insurgents of North-east and China, the Union Government clarified that there are no specific reports to suggest that rebels in the North-east were offered sale of surface-to-air missiles by agents of Chinese intelligence agencies. However, there are inputs suggesting visit of some leaders of insurgent groups in the Northeastern Region to China on several occasions, with the objective to establish rapport with Chinese authorities to facilitate procurement of arms and ammunition from arms agents in that country. The armory acquired from China by the insurgent groups is smuggled through Thailand and Sino-Myanmar border to the Northeastern States. The acquisition of arms is facilitated by the easy availability of weapons in the Sino-Myanmar border towns like Tengchong, Ruili and Yingjiang in Yunnan province.

Nagaland post reports on March 14 that, setting condition for talks, the Achik National Volunteers Council (ANVC) has asked PC Haldar, the Union Government’s peace interlocutor to hold meeting with them at Tura, the District Headquarters of West Garo hills District. “The government has invited us to Shillong for a meeting with Haldar, but we have asked the government to hold the meeting in Tura,” ANVC’s spokesman, Arist Sangma said. However, Government officials said they are yet to receive ANVC’s request. Haldar is scheduled to arrive in Shillong on March 15 to meet Meghalaya Government officials and ANVC leaders on March 16. The six-year-old tripartite ceasefire agreement which was signed in July 2004 between the Centre, Meghalaya Government and the ANVC will expire on March 31. The outfit had threatened to return to armed struggle over the centre’s unilateral decision to have a periodic ceasefire agreement rather than the indefinite one, besides government dismissing its demand for creation of a Garo Territorial Council. However, the ANVC had decided to seek views from the public representatives on whether the outfit should continue the ceasefire agreement or return to its armed struggle. Chief Minister DD Lapang who also favored the extension of ceasefire agreement with ANVC said that the people in Garo hills did not want return of violence in Garo Hills. Earlier, the United Achik Peace Forum (UAPF) also favored extension of the cease-fire agreement between the banned militant outfits. “We want the government to extend the tripartite ceasefire agreement with the ANVC to ensure peace in the Garo Hills,’’ UAPF Chairman, president G C R Marak said.

Further, the anti-talk faction of the National Democratic Front of Bodoland (NDFB-ATF) may target Security Forces (SFs) in the days to come in retaliation to the recent setbacks received by the outfit. As per information available with the Security agencies, senior ULFA cadre, Jiban Moran, was given the status of ‘Lieutenant Colonel’ by Paresh Baruah and by virtue of his rank, he is now the second in command of the outfit. Similarly, two other high ranking cadres, Drishti Rajkhowa and Bijoy Chinese, were promoted from the rank of ‘self styled Second Lieutenant’ to ‘self styled Major’, giving them a major jump in the outfit.

The National Socialist Council of Nagaland - Khaplang (NSCN-K) ‘head’ from Tirap (Arunachal), self-styled ‘brigadier’ Chipu Menon-Khunwang, was killed in Mon District of Nagaland on March 17, reports Sentinel. Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

Talking to Assam Tribune, Additional Director General of Police (Special Branch), Khagen Sarma said that the ULFA-PTF has given a list of around 400 cadres and the process of setting up the designated camps would start immediately after selection of the sites. He said that seven to nine designated camps would be established for the members of the ULFA-PTF. Sarma said that as per the accepted principle of the Government, the ULFA-PTF would have to deposit their weapons. However, the modalities in this regard are yet to be finalized.

Deccan Chronicle citing intelligence inputs from top intelligence agency reports that Anti –Talks Faction of United Liberation Front of Asom (ULFA- ATF) ‘chairman’ Paresh Baruah received a massive consignment of arms and ammunition worth $2.5 million from China as recently as in May. The consignment includes 1,600 pieces of arms and ammunition, including AK-47s, rocket launchers, light machine guns and 800,000 rounds of ammunition were sent to Paresh Baruah from two units of National Ordinance Factory in North and South China. The consignment was loaded at South Chinese port of Beihai near Vietnam”. It was then brought to the deep sea territory of Bangladesh near Moheshkhali Island. In mid-sea the consignment was shifted to three trawlers and then further transported to Bangladesh. Sources said that two Singapore nationals carried out the job, the input further adds that these men are said to be close to arms smugglers in the region and organize transport for such activities.

India is preparing to host the biggest-ever official delegation of Myanmar led by President U Thein Sein. The delegation which includes at least 13 senior ministers comprises Minister Border Affairs, Foreign Minister, and Chief of General Staff of Army. A number of agreements are likely to be signed when the two sides formally meet on October 14 (today). Top on the agenda are discussion on cooperation on fighting the militant groups, cross-border infrastructure projects, improvement of border connectivity between Myanmar and North-Eastern States, development of border trade and bilateral trade ties. Sources said India is, however, likely to press for sustained operations against the militant outfits operating out of the border areas of the country. Several of the militant outfits including National Socialist Council of Nagaland-Khaplang (NSCN-K), United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), besides People’s Liberation Army (PLA), United National Liberation Front (UNLF), and People’s Revolutionary Party of Kangleipak (PREPAK), among others, maintain and operate bases in that country. The Myanmar Army had recently mounted an operation against the militant outfits and destroyed some camps belonging to NSCN-K, where ULFA had stationed their cadres.

The Sangai Express reports that insurgent groups in the Northeast are procuring arms in China and some other South East Asian countries before smuggling them into India through Myanmar and Bangladesh, Government said on December 7. “There are reports that insurgent outfits operating in the Northeastern States of India have been procuring arms through arms smugglers based in Yunnan province of China, Myanmar and South East Asian countries,” Minister of State for Home Mullappally Ramachandran said in Rajya Sabha (upper house of the Parliament of India). Weapons in small consignments are then transported either via Myanmar or Bangladesh to India, he said. The Minister said India has raised its concern with China, Myanmar and Bangladesh from time to time through diplomatic channels on the issue of reported smuggling of arms through their territories. To check smuggling across the Indo-Myanmar border, a Memorandum of Understanding was signed between India and Myanmar in January 1994 for maintenance of peace and tranquillity in border areas. “Central government has stepped up vigilance and surveillance along the border. The security forces along the border have been suitably sensitised regarding arms smuggling by insurgents and regular patrolling along the border areas is being carried out,” he said.
