Intelligent agency sources, meanwhile, stated that the terrorist groups operating in the north eastern states have drawn out a massive plan of sabotage on the occasion of Republic Day celebrations on January 26. The United Liberation Front of Asom (ULFA) has called for a statewide Assam bandh on that date. Accordingly, security was beefed up in oil pipelines through out the State. Three districts of Nalbari, Bongaigaon and Goalpara have been identified as sensitive.

A senior police official, quoting Intelligence reports, stated, on February 5, that a hill-based terrorist outfit and another valley-based outfit were now smuggling narcotic drugs from Tammu, near the Myanmar border at the rate of 150 kgs per month and sending them out of the region through their network. The profits are, reportedly, being used to purchase arms and ammunition for the outfits.

According to intelligence reports, in a recent meeting convened by Raju Baruah, the "deputy commander-in-chief" of the United Liberation Front of Asom (ULFA) in Devthan in Bhutan, and attended by all operational commanders of the outfit, a revised hit list has been prepared. According to sources, the list contains names of two senior State ministers apart from other political leaders. The sources further disclosed that Mon Ketaki took over as the ‘chief Intelligence officer’ of the outfit from BiplabBorgohain. The Intelligence department, reportedly, was divided into six groups to look after the family members of ULFA cadres, and also keep a watch on cadres of the outfit maintaining links with the State Government. According to another intelligence report, ULFA has been trying to unite the terrorist outfits active in Tripura, the All Tripura Tiger Force (ATTF) and the National Liberation Front of Tripura (NLFT) to launch a combined fight against the ‘Indian government’. A joint meeting of the ATTF and NLFT was held in this regard in January 2001, at Srimangal (Sylhet) in Bangladesh, where ULFA commander PriyabrataBarua and his deputies were present.

The report stressed on the need for reorganising the Prevention of Infiltration of Foreigners schemes and identification of infiltration-prone areas. The working group was set up in December 1999 to examine the problems of influx of foreign nationals among other matters.

According to official sources, a military report on the terrorsit-poacher nexus operating in Assam's Kaziranga National Park would soon be brought out to expose the flourishing illegal trade in wildlife in the protected forest areas. The report, prepared by the Headquarters 101 Area of Army's Eastern Command functioning in Shillong, Guwahati, Orhat and Varingte areas of the North-East indicates the easy money that the nexus is making from wildlife products. The report is also said to have investigated the indifference of implementing agencies towards the illegal trade and the slackness of vigilance machinery in tackling the crime. Sources said that the report is to be sent to the Ministry of Environment as well as the Army Headquarters.

According to a report sent to the Telecom department by the Ministry of Home Affairs (MHA), top officials of Nagaland Telecom in the districts of Dimapur, Kohima and Mokukchung, connived with leaders of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to provide unlisted telephone numbers to terrorists. The arrangement is believed to have cost the department Rupees 30 Crore. According to the report, instead of rejecting applications of leaders of NSCN-IM, the officials provided them phones on priority. The majority of calls from these telephones were made to Bangkok, the unofficial headquarter of the outfit. Calls were also made to the Netherlands, England, Germany and some West Asian nations where NSCN-IM is believed to have contacts.

According to the Annual Report of the Ministry of Defence (MoD), "Protracted military operations against the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) have led to near marginalisation of the terrorists in Assam’. The report added that, "Sustained operations by the security forces have resulted in the ULFA and the NDFB being holed up in their camps in South Bhutan". According to intelligence reports, the United Liberation Front of Asom (ULFA) of late has been trying to take advantage of the relaxation in vigil by the security forces after the State assembly elections. The Chief Minister’s statement of giving the police a much more active role in comparison to the army in counter insurgency operations has also created confusion among the rank and file of the security forces. The ULFA has initiated a drive for extortion and recruitment throughout the State. The outfit, reportedly, has planned to raise a sum of Rs 3 crore from three business firms including two tea business houses in Assam. Besides these three firms, extortion notes, demanding money ranging from Rs 50,000 to Rs 50 lakh, have been issued to doctors, engineers, contractors, businessmen and other professionals throughout the State. Several important leaders of the outfit are supervising the drive for both recruitment and extortion.

According to the same sources, about 25 newly- recruited ADF cadres are being trained by the 28th battalion of the ULFA at its camp in Bhutan. ULFA’s self-styled deputy commander-in-chief Raju Baruah is reportedly supervising their training. The ULFA could possibly be motivated by the help it could receive from the ADF cadres in making contacts with China. The ADF cadres operate in the Lohit, Changleng and Dibang valley districts of Arunachal Pradesh, which share the border with China, and are familiar with the interior roads that link to China.

This would allow the Ministry to streamline the operations of these NGOs and increase the efficiency with which development funds are utilised in different projects executed by these NGOs. Creation of the databank would also assist the MHA in preventing NGOs from misappropriating funds and siphoning them to terrorist outfits for which some of them act as front organizations. The Ministry has already identified a large number of fake NGOs, voluntary organisations (VOs) and socio-cultural associations all over the country, including in the North-East. In the year 2000, the Central Welfare Board had blacklisted 820 NGOs/Welfare Organisations from the seven northeastern States—323 in Meghalaya, 197 in Manipur, 151 in Assam, 78 in Nagaland, 69 in Tripura and 2 in Sikkim. The MHA had identified a number of NGOs in the North East which had links with terrorist outfits, on April 24, 2001. These included the Manab Adhikar Sangram Samiti (MASS), an NGO in Assam, which was stated to have links with the United Liberation Front of Asom (ULFA), and the Naga People's Movement for Human Rights (NPMHR) and Naga Students Federation (NSF) in Nagaland.

The agency is has reportedly already informed the State government about the findings and is keeping a close watch on their activities. Sources in the agency said, most of them have links with the National Liberation Front of Tripura (NLFT), while the rest are assisting the All Tripura Tiger Force (ATTF) terrorists. The reports added that a large part of the allocation made by the Union government, meant for development of the tribals, was being siphoned-off to the terrorists directly through these officers. They were also reported to be passing on classified information to the terrorists. Most of these officials are currently working in the Tripura Tribal Areas Autonomous District Council (TTTAADC) run by the Indigenous People's Front of Tripura (IPFT), while some others are holding sensitive posts in the State government. Bhutan had asked ULFA to vacate its camp in that country by the year-end. The camps scattered in Samdrup Jonkhar of Bhutan were shifted during the last week to areas bordering Arunachal Pradesh, reports said. The National Democratic Front of Bodoland reportedly runs 15 camps in Bhutan and is yet to vacate even a single camp. The NDFB is operating camps in Kiopani and Kalaikhola areas of Bhutan, reports said. Reports also said both the groups have set up camps in the Changlang and Tirap areas of Arunachal Pradesh, with the help of National Socialist Council of Nagaland-Khaplang (NSCN-K) faction, so as to enable them to easily slip into Myanmar.

Media reports on December 25 said Indian authorities have expressed serious concern following the seizure in Myanmar of a huge consignment of 1,200 AK-47 rifles of Chinese make and meant for being smuggled into India for use by the North East terrorists. Authorities believe that two similar consignments have already been smuggled into India. Unnamed Indian officials said there was an understanding reached with China in 1998 according to which China agreed not to provide assistance to North East terrorists. They said, following the Myanmar-seizures, the Chinese have reportedly restarted supplying weapons to these terrorists. Officials also added that the government was also closely analysing the links between left-wing extremists, Naxalites, and China as well as connections with other organisations.

Media reports said the United Liberation Front of Asom (ULFA) has closed down a medical and communication centre near Pemagatshal and two other camps near Deothang in Bhutan. However, it is still reportedly operating its Command Headquarters and General Headquarters from bases inside Bhutan and security has been intensified around the camps. Cadres numbering approximately 250 to 300 and arms and other logistics have been shifted to another camp located at Bhangtar, intelligence officials were quoted as saying. Reports also said that the ULFA has opened three camps in the Chittagong Hill Tracts, Bangladesh, and is planning to open more. Three top ULFA leaders, Dristi Rajkhowa, Hira Sarania and Rustav Choudhury, are reportedly supervising the relocation of cadres to Bangladesh. "They are taking two routes one via Kalikhola and North Bengal the other via Assam-Meghalaya (East Garo Hills)," officials said.

Media reports from Assam on December 26 have indicated that authorities have expressed concern at the existing linkages between the United Liberation Front of Asom (ULFA) and the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, particularly in the aftermath of the December 13-terrorist attack on Parliament House. Reports added that the ULFA may carry out acts of sabotage at the insistence of the ISI. However, reports also pointed out that there have been instances of the ULFA refusing to obey the subversive agenda of the ISI. The ULFA has targeted oil pipelines, but not refineries or any major installations, these reports hold.

According to Indian media reports, authorities in Bhutan have indicated that they were carefully watching the pullout of the United Liberation Front of Asom (ULFA) terrorists from Bhutan as part of a deal arrived at in June 2001. "Rebels of the United Liberation Front of Asom have already closed one camp located inside our country at Pemagashel and are in the process of winding up three more bases besides reducing the number of their cadres here," Bhutan’s Home Secretary Tasho Pema Wangchuk was quoted as saying. The ULFA is reported to be withdrawing following its written assurance in June 2001 given to the Royal Government in Thimphu that it would remove four of its nine camps in that country by December 31, 2001 and reduce the strength of its cadres. "We are watching the pullout very carefully. After the rebel group fulfils its commitment of closing down four camps by December 31, we shall immediately sit with its leaders to work out the modalities for the closure of the remaining five camps and their total withdrawal from the country," Wangchuk said. According to Indian intelligence sources, the ULFA had, until recently, at least 36 camps inside Bhutan, some of them well-entrenched bases, complete with firing ranges and other training and recreational facilities. According to a news report, extortion by National Socialist Council of Nagaland –Issak Muivah (NSCN-IM) and National Socialist Council of Nagaland – Khaplang (NSCN-K) is continuing unabated in Tirap and Changlang districts of Arunachal Pradesh. According to a report in the Imphal Free Press, 1,617 members of different terrorist outfits in both the valley and the hills have been arrested by state police and other security forces in Manipur during the year 2001. The report says, security forces have also recovered approximately 144 arms of different types and 28,087 rounds of ammunition for various arms, along with 60 hand-grenades, more than 40 wireless sets and numerous detonators and incriminating documents from the arrested cadres. Furthermore, till November 2001, approximately 144 terrorists were killed, either by the security forces or by rival outfits and factions. In insurgency related incidents, approximately 88 civilians were said to have been killed by the valley-based outfits and another 62 by the hill-based outfits, during 2001. Altogether, 29 security force personnel were killed in insurgency related incidents. The security forces were also able to secure the surrender of 39 terrorists belonging to separate outfits. Among the surrendered cadres, 10 belonged to the People’s Liberation Army (PLA), six to the United National Liberation Front (UNLF), two to the People’s United Liberation Front (PULF), 10 to the Islamic National Front (INF), five to the National Socialist Council of Nagaland – Issak Muivah (NSCN-IM) and two to the Kanglei Yawol Kunna Lup (KYKL-Thouba faction).
