Assam Tribune quoting security sources reports that the links between the United Liberation Front of Asom (ULFA) and Pakistani Inter Services Intelligence (ISI) is a well established fact and the ULFA is still receiving help from ISI. SF sources said that China’s own political exigency in Myanmar was the factor responsible for ULFA ‘commander-in-chief’ Paresh Barua finding a safe haven along the China-Myanmar border. Sources said Barua had been traced to Ruili in Yunan province of China bordering Myanmar. “Most of the arms deals are struck at Ruili and from there the Chinese arms are brought to Bamo in Myanmar, from where they are routed to different places mostly through the Irrawaddy and its tributaries. ULFA and other militant outfits of the northeast also bring their arms and ammunition through this route,” sources said. “Since the Myanmar junta and these rebel groups are in ceasefire, the Indian insurgent outfits like National Socialist Council of Nagaland-Khaplang (NSCN -K), ULFA, and Meitei groups of Manipur have found safe haven in the areas under control of the Kachin and Wa rebels [Myanmar],” added sources. Sources further mentioned that after the Bangladesh Government had stepped up action against the ULFA, Barua shifted base to the China Sino-Myanmar border and also set up camp in rebel-administered areas in Myanmar’s Kachin.

A fear psychosis has gripped the managerial staff of nearly six tea estates located in the fringe areas of Chariduar reserve forest in Sonitpur District following constant harassment by militants of the anti-talks faction of the National Democratic Front of Bodoland (NDFB), reports Telegraph. Dhekiajuli tea estate has witnessed at least two abductions in the past few months. A few more executives are said to be toying with the idea of resigning. Sources said that fear of the gun was forcing the staff to quit.

Union Ministry of Home Affairs (MHA) reviewed the security scenario in the State in a high level meeting with the officials of the Assam Government on January 28. Sources said that there have been some disturbing intelligence inputs about the situation in the bordering areas and though, Black Widow (BW) group, surrendered weapons, the situation in the hill district remains a matter of concern. As the National Socialist Council of Nagalim-IM (NSCN-IM) is under cease-fire agreement with the Government of India, the activities of the militants of the group in North Cachar Hills have become a matter of serious concern and it was one of the key points of discussions in the meeting. The Government of India has taken serious note of a newly formed militant group United Tribal Liberation Army (UTLA), which snatched weapons from the headquarters of an Assam Police battalion in Cachar in November, 2010. Sources added that the activities of the newly formed militant outfit were one of the issues discussed. In addition to these, the overall law and order situation was reviewed and the State Government was asked to make optimum utilization of the forces available as it might not be possible for the Centre to rush additional forces whenever required.

According to Sentinel, three militants of the anti-talks faction of the NDFB killed on February 10 were identified as Lokiram Basumatary alias Jetli (35) of Goriamari, Biju Daimary (26) of Gelagaon and Mukut Daimary (29) of Bagoribari. The trio belonged to Udalguri District. Lokiram Basumatary was operating as the outfit’s Jingabil and Orang ‘area commander’. The group was involved in various anti-State activities in the recent past including abduction, killing of senior Congress party leader Arun Sarkar on January 15 and setting ablaze of two tractors in Sonitpur District for non payment of extortion money. The report adds that six cadres of anti-talks faction of the NDFB were shot dead in a span of 20 days in Jingabil area by the combined force of the Assam Rifles and Udalguri District Police.

He said that it might be the handiwork of Atabur Bahini, a gang of goons operating along the Assam-Mizoram border of South Hailakandi. The forest guard was abducted at gun-point on February 13 and abductors demanded INR one million and 10 sets of cellular phones from his family members. Sources said they were speaking in broken Bengali language and it was assumed that they might belong to the Reang community. The report adds that UDLFBV had recently come up after the Panchram Apeto led United Liberation Front of Barak Valley (ULFBV) surrendered before the Assam Government in September 2008 while another Reang outfit United Democratic Liberation Army (UDLA) almost perished following the arrest of its leader Dhanyanram Reang. The report also mentioned that Dhanyaram’s erstwhile accomplice Atabur formed his own group Atabur Bahini, which has increased its activities in the region.

Reports indicate that a new outfit with both Muslim and Reang militants had been formed. Some local sources said a splinter group of Atabur Bahini led by Abdul Salem had formed a new outfit called the United Revolutionary Army of Barak Valley with the help of some Reang tribals. It is to be noted that militancy in the south Hailakandi, which shares its border with Mizoram, was started by Panchuram Reang who formed an outfit called United Liberation Front of Barak Valley (ULFBV). Panchuram later surrendered to the State government and subsequently joined the Congress. But militancy did not came to a halt with his surrender and another Reang outfit was formed by Dhanyaram Reang, once a cadre of Panchuram. Atabur, joined the United Democratic liberation Army (UDLA), the outfit Dhanyaram had formed. In 2009, Dhanyaram, along with his wife was arrested in Mizoram. Meanwhile, in the backdrop of a series of kidnapping, in maximum cases Muslims being the victims, relation between the Reang and Muslims started to sour. A group of Reang youths, once associated with Panchuram’s outfit, were mercilessly assaulted by villagers. Panchuram squarely blamed the Muslims for the incidents and subsequently.

According to Assam Tribune, more than 10,000 militants surrendered before the Government in Assam since 1998. As per the list submitted by the Assam Government in the State Assembly, the ULFA topped the list of surrendered militants as during the period from 1998 to March 5, 2010, more than 4260 militants belonging to the outfit have laid down arms. The list included 2711 militants of the Bodo Liberation Tiger (BLT), which was disbanded following the signing of the Memorandum of Settlement between the Government and the outfit in 2003. The list included 514 Karbi Longri North Cachar Hills Liberation Front (KLNLF) and 416 Black Widow (BW) militants. These outfits surrendered weapons to come for talks with the Government for political solution of their problems.

According to Union Ministry of Home Affairs (MHA), those killed included 77 militants, 20 civilians and three Security Force (SF) personnel. Altogether, 105 persons were killed in six Northeastern States — Assam, Manipur, Nagaland, Meghalaya, Tripura and Arunachal Pradesh —in 174 incidents till March. Mizoram had no major insurgency and was comparatively a peaceful State. In 2009, 435 persons, including 81 civilians and 336 insurgents, were killed in 659 incidents in Manipur, while 368 persons, including 152 civilians, were killed in 424 incidents in Assam. 517 persons, including 364 militants, were killed in 2008 in Manipur while 373 persons, including 245 civilians, lost their lives in Assam in the same year. A MHA official said, "Though there is a declining trend in the incidents of violence, both Manipur and Assam continue to be the most troubled States in the North east." Overall, there were 1297 incidents of violence that claimed 877 lives, including 571 militants and 264 civilians, in 2009 in the entire Northeast. There were 1,561 incidents in the region in 2008 in which 1,152 people, including 466 civilians, lost their lives. The MHA report stated that Nagaland, home to major insurgent groups like National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland-Khaplang (NSCN-K), has become relatively peaceful, thanks to the peace pacts signed by the two groups with the Government. Though there were 12 incidents of violence in the first three months of 2010 in Nagaland, there was no report of any casualty while in 2009 only 31 persons lost their lives. However, in 2008, the State saw 321 incidents in which 213 persons, including 140 extremists and 70 civilians, were killed. In Meghalaya, four persons were killed in 2010 in five different incidents while one person was killed in Arunachal Pradesh. Though, there were nine incidents in Tripura in 2010, no report of any casualty has come from the State. In 2009, 22 persons lost their lives in Arunachal Pradesh, nine in Meghalaya and 10 in Tripura.

"Most of the cadres belonging to this group have already associated themselves with the new militant outfit GNLA [Garo National Liberation Army] led by Meghalaya Police 'DSP' Champion R. Marak," Police sources said on April 30. The GNLA has been under the Police scanner for serving extortion notes, ranging from INR 500, 000 to ten million , to petrol pump owners, coal dealers and businessmen in the coal-rich Districts of Garo Hills. The stage has been set for the repatriation from Tuesday [May 11]. Administrative officers have been posted in each village where the Bru families will be resettled,'' a Police official said. It may be noted that the Bru refugees, who will be taken back this time, were those who left Mizoram following a communal conflict triggered by the killing of a Mizo youth by suspected Bru militants on November 13, 2009. According to the state government reports, about 500 Bru families fled to Tripura in the wake of the ethnic flare-up. These 500 Bru families joined the Bru refugees, about 35,000 in number, who had been lodged in six relief camps in Tripura following a similar ethnic conflict in 1997 sparked off by a killing of a Mizo forest official. The repatriation of the 1997 batch of Bru refugees was underway until it stalled by the November 13 killing. The State Government following request from the Union Ministry of Home Affairs had made arrangements for repatriation of Bru families from May 11. It was likely to be completed by May 15.

MBDPF president Elvis Chorky alleged that they had received a list of 284 families to be repatriated to Mizoram, whereas the exact number of Bru families that fled from the following an ethnic conflict in November 2009 stood at 800. ''What will happen to others if the Mizoram government takes back only 284 families,'' Chorky said. ''We are not going to cooperate with the Mizoram government’s move to repatriate only less than half of the displaced families,'' Chorky said, insisting that the Mizoram goes to Tripura to conduct a on-the-spot verification of the displaced families. The MBDPF also criticised the government’s arrangement of transportation for the repatriated Bru families. ''The Mizoram government has sanctioned Rs 1500 for each family’s transportation to Mizoram, which is to be reimbursed once they arrive in the state. Sources revealed that Ranjan Daimary first joined the Bodo National Front in 1983 and later in 1984, he, along with other persons including Govinda Basumatary, decided to form the Bodo Security Force (BSF) and wrote to the leaders of the NSCN seeking their help. The BSF, which was later renamed as the NDFB, first started a training camp in the forests north of Rangapara in Sonitpur District in 1988 and the NSCN provided them with some weapons and trainers. Sources further revealed that Daimary also stayed in the bases of the NSCN in Thailand for quite some time and established contacts with some agents of the ISI in 1993. The ISI provided the NDFB with some communication equipment, explosives and timer devices.

The report adds that the newly constituted Eastern Region Bureau of the CPI-Maoist had been entrusted with the task of establishing foothold in the Northeast. Sources said that the Eastern Region Bureau of the CPI-Maoist was initially entrusted with the responsibility of launching operations in the States of Bihar, Jharkhand, West Bengal and parts of Orissa. But recently, the Bureau had been given the additional responsibility of the Northeast region. The Bureau is headed by Prashanta Bose alias Kishanda, who is originally from West Bengal but now spends most of his time in Jharkhand. One person from Assam is also a member of the Bureau. Sources, however, refused to disclose his name and only said that he is from an area bordering West Bengal.

Tripura Chief Minister Manik Sarkar informed State Legislative Assembly that since May 1993 last to 2010 a total of 7992 armed cadres surrendered from all militants groups active in Tripura. Giving details of militant activities across the State, Sarkar said that militants’ activity has almost come to end. About 175 to 185 cadres of National Liberation Front of Tripura (NLFT) militants are still underground and 35 to 40 All Tripura Tiger Force (ATTF) cadres more are active in militant camps, he mentioned. Chief Minister also said, during the financial year 2009-10, seven NLFT militants and five ATTF cadres were arrested by the Security Forces (SFs) and 225 more cadres from same groups laid down their arms before SFs. In the same period, militants also killed nine persons in 20 militant attacks, he added. Chief Minister also in his written reply said, altogether 21 persons were killed and 59 persons abducted in 113 militants attacks in the year 2007, 10 persons were killed and more 32 civilians were abducted in 80 militant attacks during the year 2008. In the year 2009, nine SFs were killed in an ambush by NLFT cadres at remote bordering Thalcherra road under Dhalai District, stated the Chief Minister. In the same year, militants abducted seven civilians in their registered 24 attacks, said Sarkar.

The 10 National Liberation Front of Tripura (NLFT) militants escaped from their camps in different places of Bangladesh and crossed over to India and surrendered before the Border Security Force (BSF) and Assam Rifles troopers in different places of Tripura on June 24, a Police spokesman said, according to Sentinel. “The tribal guerrillas during interrogation told the police and para-military troopers that they fled from their base camps in Bangladesh few days back following raids by Bangladesh security forces,” the spokesman said, adding that the militants have been facing fund crisis. The report adds that with this, since June 21, 16 Bangladeshi trained NLFT cadres have laid down their arms. “During interrogation of the militants, we received vital information about militants from Northeast India taking shelter in the Bangladeshi territory,” the Police official told reporters. In 2010, around 60 militants of the NLFT and All Tripura Tiger Force (ATTF) outfits left Bangladesh and surrendered to the Indian SFs.

Security sources said that one of the tasks given to the ISI agent Omar Ashraf alias Momin Khan was to create a network of “sleeper agents” in the Northeast region. Sources said that Omar was a well trained ISI agent and after receiving his training in Pakistan, he was sent to Dhaka, Bangladesh from where he managed to sneak into India by taking advantage of the porous international border. After completion of his initial job of establishing a network of contacts in the Northeast, he was to be posted in either Western of Northern India to work as a “sleeping agent” and work for the Pakistani agency whenever required. He was planning to board a flight out of Tripura when he was trapped, sources added. This was not his first visit to India and in the past also, he visited the Northeast region and during questioning by the Police and security agencies, he admitted that he even visited Guwahati during his previous visit and stayed for a few days.

A central intelligence agency has recently alerted the Meghalaya Police of former 'captain' of Chin National Army (CNA), Tialkulhtang, of smuggling arms and ammunition from Mandalay in Myanmar. Chin are an ethnic group of Myanmmar. "Tialkulhtang, a known arms smuggler, is in the process of smuggling consignment of arms and ammunition meant for some rebel groups operating in the region," the intelligence official told IANS on condition of anonymity. Tialkulhtang is believed to be operating from somewhere in Shillong. The arms are likely to enter India through Mizoram via Siakhumphaivaphai area of Champai District, he added. The report adds that India-Myanmar is used by the illegal weapons syndicate to smuggle small and medium arms and ammunition, besides explosives, to Northeastern militant groups. "These Burmese Mizo (read Myanmarese ethnic Chin) have made Shillong as their safe haven taking advantage of tribal Indian Mizo identity who have settled here," a senior Meghalaya Police requesting anonymity, said. The Police official, however, claimed that a number of Myanmarese Chin arms smugglers have been arrested from Shillong.

Sources said that in recent times, the ‘109th battalion’ of the ULFA has become active in lower Assam Districts, particularly in Goalpara District and the recent ambush of CRPF personnel, proved the intercepts to be correct. On the activities of the other battalions of the ULFA, sources revealed that recently Police and SFs foiled a bid by the ‘27th battalion’ of the outfit, headed by Nayan Medhi to target the Numaligarh Refinery Limited (NRL). Sources, however, refused to divulge the details of the operation. The ‘28th battalion’ is concentrating more on launching extortion drive in recent times; members of the unit have not launched any major offensive. After the surrender of a number of cadres, the leaders of the unit are apprehensive of sending cadres to Assam from their bases in Myanmar, sources added. The ‘709th battalion’ headed by Hira Sarania has not indulged in major act of violence in recent times and Police believes that Sarania is closer to the ULFA ‘chairman’ Arabinda Rajkhowa and the possibility of his agreeing for talks in future cannot be ruled out. A 10-member group of the ULFA built tent on some chaporis (sandbars) along the Brahmaputra River close to Majuli Island to intensify its operations in the Upper Assam Districts, according to Telegraph. Sources in the State Intelligence Bureau said the group was taking shelter at a few chaporis near Lakhimpur District and coordinating a fund collection drive in Lakhimpur, Jorhat and Golaghat Districts. “The group, led by Biplab Barua of Sivasagar district, is using the river network and was shuttling between Sikoli Chapori and Charai Chapori till a few weeks back; it is distributing extortion notes among businessmen in Lakhimpur, Golaghat and Jorhat districts,” the source said.

Of the Northeastern States, Assam and Manipur continue to remain trouble-torn, although the incidence of violence has come down during the past six months. Mizoram remains the most peaceful State. For the period January to June 2010, Assam accounted for 121 incidents of violence. In 2009, during the same period 263 incidents were reported. Two Security Forces (SFs) and 23 civilians died in 2010. However, in 2009, 20 SFs and 99 civilians died between January to June. Sources said that Manipur continues to remain violence-prone with 183 such incidents reported so far. However, in 2009 till June, 362 cases were reported. Two SFs and 16 civilians have died so far, a figure less than 2009’s with seven and 51 SFs and civilians killed respectively. In Meghalaya, 11 such militant related violence occurred and one civilian has died in 2010. In fact Meghalaya is the only State in the region to have accounted an increase in violence during the first six months of 2010 compared to 2009’s figures. In 2009 between January and June there were just four cases of militant-related violence. Mizoram remains the only State with no militant-related violence reported since 2009. In 2008, there was just one such case. There was no death of civilians or SFs in the State since 2008.

Surrendered Hynniewtrep National Liberation Council (HNLC) cadres are slowly taking charge over some crucial business interests in Meghalaya. Sources said the surrendered cadres are also getting the bulk of contract works in North-Eastern Hill University (NEHU). The unemployed youths in the State allege that the Government is tilted towards the surrendered militants instead of encouraging educated youths for productive growth. Sources said that whenever any tenders are floated by NEHU the officers of the construction wing direct the youths to meet and seek permission from Julius Dorphang, the former self-styled HNLC ‘chairman’ and his associates. Incidentally Dorphang is also a seasoned businessman now. Some registered contractors of NEHU on request of anonymity said, "Surrendered HNLC cadres are the bosses in NEHU and they are the ones who control the tendering process now."

The missive issued this week also States that the Maoists, who had a base in North Bengal earlier, are trying to revive it. Besides, they are trying to establish fresh contact with several Naxalite groups that had so far been dormant. The MHA has pointed out that the Maoists are trying to rope in former members of Kamtapur Liberation Organisation (KLO) and use them as conduits. Already, two Maoist "linkmen" have been arrested from Kokrajhar with AK-47. The Maoists are now contacting militants in Assam and also looking for supply of arms, the MHA missive says. Maoist leader Kishanji recently proposed a three-month ceasefire, but senior Police Officers feels this is a ploy to buy time as the Maoists' arms stock is dwindling in Jangalmahal, West Bengal. The communication says the Maoists could try to set up a corridor connecting North Bengal to Assam for supply of arms.

The law-enforcing agencies over the last seven years are not taking action against surrendered Hynniewtrep National Liberation Council (HNLC) cadres who are involved in killing, abduction and extortion cases, reports Sentinel. The Police records said that most of the HNLC cadres who surrendered before the Government during 2003 and 2007 were behind heinous crimes committed in the State. The report adds that the surrendered HNLC leaders like Khainborlang Wanniang, Kynsai Jyrwa, James Sylliang, K. Tongwah, Herman Pakyntein, Lung ktung and others have not been booked for their past criminal activities except a couple of cases filed against surrendered HNLC cadres for their ‘misadventures’ on certain occasions. The report reveals that not a single case has been registered against surrendered HNLC ‘chairman’ Julius Dorphang so far. The report also mentions that there are 300 surrendered HNLC cadres in the State.

As reported in Assam Tribune, the Communist Party of India-Maoist (CPI-Maoist) has established links with Adivasi People’s Army (APA) raised in Sonitpur District through United Liberation Front of Asom (ULFA), Police said on Novemebr 5. This was revealed during the interrogation of Tarjan Majhi, the Sonitpur District ‘commander’ of the APA. Majhi was arrested with five others on November 3 at Bhairabguri under Dhekiajuli Police station of Sonitpur District. Majhi claimed that an ULFA self-styled sergeant Major Das had provided arms training to APA cadre in Majbat area of Udalguri District and helped them contact the Maoists. The APA ‘District commander’ from Gossaigaon in Kokrajhar District claimed he had recruited a large number of APA members and procured some firearms.
